Economic Development Director Jill Connors is recommending City Council approve the
First Amendment to Contracted Services Agreement with Travel Dubuque/Dubuque
Area Convention and Visitors Bureau and authorizes the Mayor to execute the First
Amendment on behalf of the City.
The state has transitioned to monthly payments instead of quarterly. In order to have 12
months of actual receipts from the state to pay Travel Dubuque, the agreement should
specify payments made from January 2024 to December 2024, as those are the months
when receipts are received.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
Attached for City Council Approval is a First Amendment to the Contracted Services
Agreement with Travel Dubuque/Dubuque

The Adopted Fiscal Year 2026 operating budget provides a payment of $1,759,691 to
Travel Dubuque. The original Agreement represented 50% of the hotel/motel tax received
by the City for the period of October 1, 2022, through September 30, 2023. Payments are
being made to the Dubuque Area Convention and Visitors Bureau in four equal quarterly
installments of $439,922.75.
The state has transitioned to monthly payments instead of quarterly. In order to have 12
months of actual receipts from the state to pay Travel Dubuque, the agreement should
specify payments made from January 2024 to December 2024, as those are the months
when receipts are received.
RECOMMENDATION/ ACTION STEP
It is my recommendation that the City Council approve the attached First Amendment to
Contracted Services Agreement with Travel Dubuque/Dubuque Area Convention and
Visitors Bureau and authorizes the Mayor to execute the First Amendment on behalf of
the City.

FIRST AMENDMENT TO
DEVELOPMENT AGREEMENT
BY AND BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
DUBUQUE AREA CONVENTION AND VISITORS BUREAU
(a.k.a.TRAVEL DUBUQUE)
Tis First Amendment to Development Agreement, dated for reference purposes
the �" day of o,��'1 , 2026, is made and entered by and between the City of
Dubuque, Iowa (City) and Dubuque Area Convention and Visitors Bureau (Agency).
WHEREAS, City and Developer entered into that certain Agreement dated July 1,
2025 (the Agreement) with respect to the matters specified therein; and,
WHEREAS, the parties desire to modify the Agreement as hereinafter provided.
NOW, THEREFORE, in consideration of the mutual covenants contained herein,
the receipt and sufficiency of which are acknowledged by the parties, the parties agree
as follows:
1. Section 4.1 of the Agreement is hereby amended to read as follows:
4.1 City shall pay to Agency fifty percent (50%) of the hotel and motel tax received by
City for the period of January 1, 2024, through December 31, 2024 (total of $1,759,691).
Such payment shall constitute full and complete compensation for all services to be
rendered including personnel costs, travel, printing and publications, and all other
expenses.
2. All other terms of the Development Agreement, as amended, shall remain
in full force and effect.

RESOLUTION NO. 55-26
APPROVING THE FIRST AMENDMENT TO AGREEMENT BY AND BETWEEN THE CITY OF
DUBUQUE, IOWA AND DUBUQUE AREA CONVENTION AND VISITORS BUREAU
(a.k.a.TRAVEL DUBUQUE)
WHEREAS, the City of Dubuque (City) and Dubuque Area Convention and Visitors Bureau
(Agency) entered into an Agreement dated July 1, 2025 to provide certain financial assistance to
enable Agency to carry out tourist and convention development on behalf of City and to fund Sister
City activities; and
WHEREAS, City and Agency desire to amend the Agreement as set forth in the attached
First Amendment to Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. The First Amendment to Agreement by and between the City of Dubuque, Iowa
and the Dubuque Area Convention and Visitors Bureau, a copy of which is attached hereto, is
hereby approved.
Section 2. The Mayor is hereby authorized and directed to execute the First Amendment
to Agreement on behalf of the City of Dubuque and the City Clerk is authorized and directed to
attest to his signature.
Section 3. The City Manager is authorized to take such actions as are necessary to comply
with the terms of the First Amendment to Agreement as herein approved.
