Assistant City Engineer Robert Schiesl is recommending City Council approve the
plans, specifications, form of contract and estimated cost of $250,000.00 for the 2026
Catherine Street Storm Sewer Project through adoption of the attached resolution.
Properties along Catherine Street have experienced flooding during heavy rainfall
events. This is partially a result of the underground storm sewer system on Catherine
Street being undersized, minimal storm sewer intake catch basins in the street to
capture and convey the storm water, along with shallow curb and gutter along the street
which overtops with storm water during heavy rainfall events.

This memorandum requests the City Council conduct a public hearing for the 2026
Catherine Street Storm Sewer Project.
BACKGROUND
Properties along Catherine Street have experienced flooding during heavy rainfall
events. This is partially a result of the underground storm sewer system on Catherine
Street being undersized, minimal storm sewer intake catch basins in the street to
capture and convey the storm water, along with shallow curb and gutter along the street
which overtops with storm water during heavy rainfall events.
DISCUSSION
The 2026 Catherine Street Storm Sewer Project will include providing all labor,
equipment, and materials to install five (5) new storm sewer intakes, install
approximately 375 L.F. of concrete pipe storm sewer, one (1) new manhole, asphalt
pavement removal and replacement, concrete curb and gutter removal and
replacement, concrete sidewalk removal and replacement.

2026 CATHERINE STREET STORM SEWER PROJECT
APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATED COST
WHEREAS, the 2026 Catherine Street Storm Sewer Project will provide for all
labor, equipment, and materials to install five (5) new storm sewer intakes, install
approximately 375 L.F. of concrete pipe storm sewer, one (1) new manhole, asphalt
pavement removal and replacement, concrete curb and gutter removal and replacement,
concrete sidewalk removal and replacement; and
WHEREAS, the City Council, by Resolution No. 44-26, dated the 16th day of
February, 2026, preliminarily approved the plans, specifications, form of contract, and
estimated cost for the 2026 Catherine Street Storm Sewer Project; and
WHEREAS, pursuant to published notice and published advertisement for bids, a
public hearing was held on 2nd day of March, 2026 on the plans, specifications, form of
contract, and estimated cost for the 2026 Catherine Street Storm Sewer Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the attached plans, specifications, form of contract and estimate of
total cost for the 2026 Catherine Street Storm Sewer Project in the estimated construction
amount of $250,000, are hereby approved.

OFFICIAL NOTICE
PUBLIC NOTICE is hereby given that the Dubuque City Council
will conduct a public hearing on the 2nd day of March, 2026,
at 6:30 p.m., in the Historic Federal Building, 350 W. 6th
Street, 2nd floor, Dubuque, Iowa, at which meeting the City
Council proposes to hear the plans, specifications, form of
contract and estimated cost for the 2026 Catherine Street
Storm Sewer Project.
The scope of the Project is as follows: the 2026 Catherine
Street Storm Sewer Project will include providing all labor,
equipment, and materials to install five (5) new storm sewer
intakes, install approximately 375 L.F. of RCP storm sewer,
one (1) new manhole, HMA pavement removal and replacement, PCC
curb and gutter removal and replacement, PCC sidewalk removal
and replacement.
At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above action. The official City Council agenda
will be posted the Friday before the meeting and will contain
public input options. The agenda can be accessed at

Written comments on the public hearing may be submitted to
