INTRODUCTION
The attached resolution authorizes the award of the public improvement contract for the
Levi & Sullivan Storm Sewer Extension Project.
BACKGROUND
This project includes extending 440 feet of storm sewer along Sullivan Street and
installing 1,080 feet of drain tile along Sullivan Street and Levi Street to resolve ongoing
sump pump drainage issues in the area. Currently, sump pumps discharge directly onto
the roadway near the intersection of Sullivan and Levi Streets, creating persistent icing
and algae problems for nearby residents. This location has become a recurring winter
maintenance concern for the Public Works Department. The planned storm sewer
extension will also improve the collection of surface water flowing down Sullivan Street,
enhancing overall drainage and safety.
The project was initiated for bid by City Council on February 2, 2026. The project was
publicly advertised for bid February 4, 2026. There was a Public Hearing held during the
February 16, 2026 City Council hearing.
BID RESULTS
The City received sealed bids on February 19, 2026 for the Levi & Sullivan Storm Sewer
Extension Project. The City received 12 bids for the project with Temperley Excavating
Inc., of East Dubuque, Illinois submitting the low bid in the amount of $121,459.75. A

I recommend awarding the public improvement contract for the Levi & Sullivan Storm
Sewer Extension Project to Temperley Excavating Inc. of East Dubuque, Illinois in the
amount of $121,459.75. The bid amount is 0.87% below the engineer's estimate of
$122,523.00.

transfer additional funds from the Storm Sewer Replacements CIP, as the Levi &
Sullivan project estimate exceeded the original budget allocation.
Staff recommend that the proposed $45,751.71 amendment to this task order be funded
through Fiscal Year Budget Amendment #2, which reallocates funds from CIP
#5586500001 to CIP #5586500043 as outlined below.

ACTION TO BE TAKEN
The City Council is requested to award the public improvement contract for the Levi &
Sullivan Storm Sewer Extension Project to Temperley Excavating Inc. of East Dubuque,
Illinois in the amount of $121,459.75, through the adoption of the attached resolution.
In addition, the City Council is requested to approve the necessary transfer of funds to
complete this project as outlined in the upcoming Budget Amendment #2.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE LEVI & SULLIVAN
STORM SEWER EXTENSION PROJECT
Whereas, sealed proposals have been submitted by contractors for the Levi &
Sullivan Storm Sewer Extension Project, (the Project) pursuant to Resolution No. 28-26
and Notice to Bidders published on the City of Dubuque, Iowa website and plan room
service with statewide circulation on the 4th day of February 2026; and
Whereas, said sealed proposals were opened and read on the 19th day of February
2026 and it has been determined that Temperley Excavating of East Dubuque, Iowa, in
the bid amount of $121,459.75, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to
Temperley Excavating Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
