Government Body: CIVIL SERVICE COMMISSION

Present: Commissioners Miquel Jackson, Scott Crabill, Otto Krueger, Carla Heathcote (virtual)
Also present: Police Chief Jeremy Jensen, Fire Chief Amy Scheller, Police Captain Scott Baxter,
EMS Bureau Chief Sam Janecke
Commissioner Heathcote called the meeting to order at 4.15 p.m.
1. Approval of minutes from the January 14, 2026, meeting. Motion by Jackson to approve the
minutes as submitted. Seconded by Crabill. Motion carried 4-0.
2. Fire and Police Department Reports. Fire Chief Scheller reported on employment numbers
for the Fire Department and a new ladder truck that has recently been acquired. Police Chief
Jensen reported on staffing numbers, ongoing testing for the position of Police Officer, and
RAGBRAI event on July 25 in Dubuque.
3. Recertify the list for the position of Police Captain. Motion by Krueger to recertify the list for
the position of Police Captain. Seconded by Jackson. Motion carried 4-0.
4. Request for advanced interview and essay question process for the position of Deputy Chief
in the Fire Department. Motion by Krueger to approve the interview and essay question
process for the position of Deputy Chief in the Fire Department. Seconded by Crabill. Motion
carried 4-0.
5. Adjournment. Motion by Jackson to adjourn at 4:31 p.m. Seconded by Krueger. Motion
carried 4-0.
