Library Board of Trustees December Meeting Minutes Page 60 of 939 PARK AND RECREATION COMMISSION MEETING Wednesday, January 21, 2026 Bunker Hill Golf Course 2200 Bunker Hill Road, Dubuque, Iowa 52001 PRESENT: Jennifer Tigges, Ron Axtell, Josh Jorgenson, Jess Ochoa, and Lori 011endick (phone call) ABSENT: Jason Henkel, Robin Kennicker STAFF PRESENT: Dan Kroger, Steve Fehsal, Matt Kalcevich, and Angie Metcalf CALL TO ORDER: Jess called meeting to order at 4:37 p.m. MINUTES APPROVED VOTE: It was moved by Tigges, second by Axtell, to approve the minutes of the December 10, 2025, meeting. Unanimous. PUBLIC INPUT: None. REVIEW OF FINAL DRAFT OF THE PARKS AND RECREATION COMPREHENSIVE MASTER PLAN Parks and Recreation Director, Matt Kalcevich, provided details regarding the draft, which included several cosmetic changes and minor adjustments. However, the majority of the information remained consistent with what was presented at the beginning of December. This included the public response period from December 9, 2025 through January 5, 2026. The final presentation is scheduled to be shared with city council at the February 16, 2026 council meeting. Tigges moved to have the Parks and Recreation Commission recommend approval of the Parks and Recreation Comprehensive Master Plan by City Council. Axtell seconded this motion. The vote passed 5-0. DIVISION MANAGER REPORTS Recreation Division Manager, Dan Kroger, advised his team is currently planning and working on summer hiring efforts and summer activities and programming. Park Division Manager, Steve Fehsal, provide an update on the Parks division crew has been working on the following, working to get Comiskey Phase 2 pre -construction meetings scheduled, working on winter duties like ice and snow removal as needed, FY 2027 budget request, Playground replacement concepts under review, picnic table repair, removal of hazardous trees as weather allows, sanitizing pots and preparing greenhouse for 2026 Page 80 of 939 growing season, working to get Allison Henderson ice rink skateable as weather allows. COMMISSION COMMUNICATION / QUESTIONS: Commissioner 011endick asked if the Master Plan has multiple plans in it. Kroger explained it has a needs assessment, deferred maintenance and natural resource plan. Commissioner Tigges asked if a second sheet of ice were to be added, would that be up to the city of the managing company. Kalcevich explained that would be a combined discussions but ultimately the city. Commission Axtell asked if there is a fundraiser for Eagle Point Park. Kalcevich explained there is no formal group as of yet. Fehsal also explained that there is a potential for a grant from the Jeffries Foundation. It is a grant match so the city would need to hire a third party to assist with fundraising because it cannot be done by the city.
