Ron Tigges (chair), Georgina Guerrero Galvan, Pauline Maloney, Jennifer Tigges, MEMBERS ABSENT: Tom Eckerman OTHERS PRESENT: Felicia Carner, City of Dubuque Multimedia Specialist, and Randy Gehl, City of Dubuque Public Information Officer Chair R. Tigges called the meeting to order at 4.36 p.m. Acceptance of Agenda Upon a motion by J. Tigges, seconded by Guerrero Galvan, the agenda was accepted by a vote of 4 - 0. Approval of Minutes of Nov. 19, 2025, Meeting e Upon a motion by Maloney, seconded by Guerrero Galvan, the minutes from the Nov. 19, 2025, meeting were accepted by a vote of 4 - 0. Community PEG Equipment Grant Reviewing Process e Carner presented a drafted guide to assist commissioners in reviewing Community PEG Equipment Grant applications. This guide aims to help applicants understand reviewing consideration, as well as help commissioners prepare for the Cable TV Commission's formal group review and discussion. Commissioners collectively expressed their preference for 1 Page 84 of 939 using the guide as an informal note -taking tool. The formal, complete review, consideration, and discussion for each applicant will be conducted publicly at a meeting where the top five applicants will be selected, and commissioners will collectively note their reasoning. The reasoning will be noted and made available to applicants upon request. • Maloney made a motion to approve the informal review guide, excluding written -response questions. Motion was seconded by Guerrero Galvan and approved by a vote of 4-0. Public Input • No public input was offered. Items from the Commission • Maloney informed staff of an error in the Community PEG Access Equipment Grant details. Carner noted the error for correction. Items from Staff • Carner reminded the commission of the yearly PEG channel operator review and suggested the review be schedule during the commission's next meeting to coincide with the commission's review of Community PEG Access Equipment Grant applications. The commission expressed their support and Carner indicated she would work with channel operators to schedule the review. Carner reported on the efforts under way and planned to promote the PEG equipment grant. Adjournment • Upon a motion by J.
