Ald Crawford chairman of the street committee reported in favor of paying all macadam bills 693.10 except the bill
of T Mahoney 245.45 claiming that the object of the council in having macadam broken was to give empoloyment
to poor men during the winter and expect the council to take action upon

Ald Ryder moved that all the macadam bills be paid 693.10 carried
Petitions
A McCann et al praying that St Mary's street be improved and made passable on motion of ald Crawford referred
to the aldermen from the first ward
Geo Fengler et al remonstrating against the grading of Lake Street as prayed for in a petition now before the council
claiming such grading would place the street in worse condition than at present also that all grading to be excavated
on lake Street can be used to advantage by the city in that vicinity referred to committee on streets
Indamore Hamilton and J F McCarthy praying that an alley dividing lots 4 5 6 and lot 7 of out lot 724 be vacated
referred to street committee
Jacob Bruck and Joseph Spirlbauer protesting against the levying of a special tax amounting to 22.58 against lot 2
in Kniest Guthrie and Browns add for the laying of a plank sidewalk abutting said lot claiming the sidewalk was poorly
and improperly constructed and asking the city council to accept 15.00 in full payment for this special tax On motion
of Ald Parker it was referred to the aldermen of the 5th ward
James Clark asking that a special tax of 3.29 levied against lot one 1 Coxs addition to pay for laying a plank sidewalk
on West Locust Street abutting said lot be cancelled as he is unable to pay the same referred to the street committee
McClain Bros asking permission to erect a frame building across the Dodge Street sewer opposite their place of
business referred to the committee on streets
Knights of Labor asking the council to not adopt the section of the proposed sewerage ordinance providing for the
construction of sewers by contract
Ald Hayden moved the petition be referred to the city attorney and that he explain to petitioners the law of the state
governing the construction of sewers in cities carried
John Jess claiming 100 damage caused to the produce in his cellar by being destroyed by the overflow of waterways
on First Street on motion referred to the committee on claims
John Freyburg asking that he be allowed the sum of 50 in compenation for damages caused his property on the
corner of Tenth and Washington streets by its being overflown by storm water

Communication of L K Bowdish city sealer wubmitting to the council a new mode of conducting city weighing to wit
to grant permission to certain reliable parties to construct in different parts of the city at their own expense platform
scales and operate them under direction of the city council etc referred to the committee on markets
The gruetli verein extending to the city council a vote of thanks for the use of a room in the city hall in which the society
held its meetings in teh past on motion ordered received and filed
Assistant city assessor edward J Royce tendered his resignation as a city officer on motion accetped and ordered
received and filed
Ald Parker moved the council proceed to ballot for an assistant assessor to fill the vacancy carried
The chair appointed Alds Ryder and Doerfler tellers

Ald Hollnagel chairman of the fire committee presented and moved the bill of Wm G Watters of 100.19 for hay for the

Street commissioner McMaster reported having expended in improving and repairing streets etc during the month of

February the sum of 1035.05 ordered received and filed and warrants drawn to pay the same
Marshal Moore reported 1213.45 due the police for salaries for the month of February that twenty six arrests had
been made and that he collected and paid to the treasurer 14.50 collected for impounding accompanying the report
was a certificate of Dr Bray certifying that officer Carney was sick for five days and under the care of a physician Ald
Ryder moved that the report of the marshal be received and filed and warrants drawn to pay salaries and that Officer
Carney be allowed full pay carried
Auditor Reilly reported 853.55 due city officers and 1075 due members of the fire department for salary for the month
of February ordered received and filed and warrants drawn to pay salaries
Treasurer Traut reported having paid for interest on warrants refunded tax and postage during the month of February
the sum of 302.27 ordered filed and warrants drawn to refund the same.
Marketmaster Rice reported having paid to the treasurer 31.05 received for weighing 207 draughts on the central
market scales and that 10.20 was due him for board of prisoners orderd filed and warrant drawn to pay for board of
prisoners
Recorder Agnew reported having issued licenses amounting to 1955.20 during february ordered received and filed

Gentlement in compliance to an order issued by your honorable body at the session of February 8 1887 to me I
herewith submit to you a report of the different manufactories who have been in the past exempt from tax

ation for municipal purposes on real or personal property Carefully examining the records I find the following named
manufactguring companies have been by resolution of the council exempt from taxation on certain property from year
to year viz
The Chamberlain Plow company the assessment of which shall not exceed 5000 per annum for a period of six years
commencing with the year 1881
The Dubuque linseed Oil Co assessment on buildings machinery manuractured and raw materials cancelled and
assessment on lots 376 377 and 378 to not exceed 2400 for a period of eight years commencing with the year 1881
the Dubuque Oat Meal mills assessment on stock and improvements on land exempt for a period of six years
commending 1882
The Dubuque paper co assessment on all property save valuation of lot 1 of sub out lot 504 cancelled for a term of
six years commencing 1882
Iowa Coffin Co assessment on improvements stock etc to be exempt for a term of six years commencing with tax of
year 1882
The national Iron and Brass works assessment on all save unimproved real estate to be exempt for a period of six
years commencing with the tax of year of 1882
Norwegian Plow Co to be exempt from all taxes on improvements and stock for a period of eight years beginning with
the year 1880
The list herein described contains all companies of which record appears stating the limit of tax exemption while there
may be others a careful examination on my part has failed their recorded grants all of which is respectfully submitted
by your obedient servant james Agnew city Recorder on motion ordered received and filed and a copy given to the
delinquent tax committee
Communication of the city engineer asking that the special assessment levied against W 1/2 of lot 44 and W 1/2
of lot 43 in L H Langworthys add be cancelled and the following corrected resolution adopted to wit
Resolved by the city counci of the city of Dubuque that to pay for curbing guttering and macadamizing white street
by F Kringle contractor in front and adjoining the same a special tax be and is hereby levied on the several lots and
parts of lots and parcels of real estate herein after named situate and owned and for the several amounts set opposite
each lot or parcel

on motion of Ald Crawford the recommendation was adopted
The city engineer presented a communication stating that John Beversdorf had broken three piles of macadam on
Valerie Street containing as per report of Arnold Tschirgi assistant engineer thirty cubic yards also that city workmen
had used this macadam on street improvement and asked that Mr Bieversdorf be recompensed for his macadam
referred to street committee
Auditor Reilly presented a communication stating taht in march 1884 a number of lots belonging to the right of way
of the CM & St P R R Co were redeemed from tax sale from William Hintrager per order of the council but Mr Hintraager
refused to accept the amount as allowed claiming some receipts for taxes paid by him were not entered upon the auditors
books attached to the communication was a statement of Mr Hintrager of the amount of taxes paid with interest on said
payments to date the auditor stated the committee report on the tax sale of said lots was to cancel all sub taxes instead
of to redeem on motion referred to the city attorney
City Engineer Tschirgi presented a profile of the extension of 2nd street from its present terminus to connect with the
high bridge together with an estimated cost of such extension viz 21567 cubic yards filling and 565 lineal feet of
trestle work the cost of which would be 10425 On motion referred to the committee on streets
The official bond of T Osullivan assistant assessor was read and upon motion approved

moved the ordinance be referrd to the committee of the whole carried
Ald Crawford moved an ordinance to amend an ordinance entitled an ordinance relating to the obstruction of streets
alleys and sidewalks be read the second time and placed upon its final passage carried
the recorder read the ordinance the second time
ald Hayden moved the words ten hours be substituted for the words six hours in section one carried
Ald downer moved the adoption of the ordinance carried by the following vote

Resolved by the city council of the city of Dubuque
That to pay for guttering and macadamizing West Eighth street from Wilson Avenue to Roberts Avenue by M Lavin
contractor in front of and adjoining the same a special tax be and is hereby levied on the several lots and parts of lots
and parcels of realestate hereinafter named situate and owned and for the several amounts set opposite each lot or

Resolved by the city council of the city of Dubuque that seventeenth street between Clark and Yates Streets be graded

hereby directed to make the necessary plans and specifications for said improvement and the city recorder directed
to give the proper notice for bids and proposals for the performance of the work the guttering curbing and macadamizing

Ald Hollnagel offered the following resolution
Resolved by the city council of the city of Dubuque that the taxes on lot ten 10 in Mielands subd be remitted by the city
being the property of Mrs antony Heisler lately died accidently in a mineral hole taxes amount to 4.80
On motion referred to the delinquent tax committee
Ald Ryder offered the following resolution and moved its adoption be it resolved by the city council of the city of Dubuque
that the city attorney be and is hereby instructed to draft an ordinance providing for the election of the city marshal by
the people

from lot 12 of out lot 703 to Walnut Street by Charles Steuck contractor in front of and adjoining the same a special

Your committee on streets to whom was referred the petition of Indomora Hamilton and J F McCarthy for vacation
of alley report in favor of granting the prayer of the petition We recommend that the notice hereto attached be
ordered published for ten days in the official paper of the city and that final action on said petition be taken at the
next regular meeting of the council as provided by ordinance on motion report adopted
Ald Crawford chairman of the special committee on sewerage presented an ordinance to provide for constructing
and maintaining a separate system of sewers for house drainage in teh city of Dubuque and to regulate the use
of the same by private individuals which upon his motion was read by the recorder for the first time

Ald Crawford moved the ordinance be laid over under the rules until the next regular session carried
ald Crawford chairman of the special committee on ward boundaries presented the following report
to the City council of The city of Dubuque
Your special committee of one from each ward to which was referred the subject of the adjustment of the boundaries
of the wards with a view to equalizing their population respectfully submit the following report
In looking into the subject referred to us and going back to the earlier days of our corporate existence we find that when
the present territory was first divided by the city council into five wards very little care was taken to secure anything
like an exact equality in the population of the several divisions
It was not considered important at that time to carefully adjust the respective boundries so that each ward should
contain as nearly as possible the exact number of people as each of the others
The narrow minded local jealolusies which in later years have been so industriously fostered by the representatives of
some portions of teh city apepar at that period to have had no existance It seems to have been supposed that every
member of the council would desire and labor for the interest of Dubuque no matter what ward he hailed from It was
evidently not then considered possible to improve one locality without benefiting the whole city or that the time would
come when an alderman would consider himself interested in one section alone and that it was his special duty and
necessasry for his popularity to continually clamor like the daughter of the horse leech for additional subsidies for her
particular ward while entirely regardless of the interests of all others
consequently when the original boundries of the city were greatly enlarged and the aldermen representing the three
original wards apportioned the entirterritory into five new divisions no pains were taken to have them contain an
equal number of people at the first election after the subdivision the vote of the fourth ward was five times greater than
that of the fifth and that of the second more than three times as many After the lapse of thirty years the disparity still
continues but the situation has been reversed In the growth of the city the fifth ward has caught up with and outstripped
all the others It has now double the population of the second and 25 percent more than the fourth The rapid growth
of the northern part of the city the past ten years has been largely the result of the efforts of all our citizens for the
construction of the river roads and the subsidy

from the city treasury to secure teh location of the Chicago Milwaukee and St paul shops in Dubuque and also the
encouragement by the city government of new manufacturing enterprise by the remission of taxes
While in the individual judgment of a number of your committee the present excess of population in the fifth Ward is
of no importance and will work no detriment to the interests of that ward yet as a feeling has arisen among the citizens
of the ward that they are not sufficiently represented in propoprtion to their population we consider it proper and expedient
that some action be taken by the city council toward equalizing the population of the ward with that of the other wards
In considering the best method of accomplishing this object a majority of your committee is clearly of the opinion that
the proposed creation of a sixth ward is unnecessary and inexpedient In our judgment any increase in the number of
aldermen is uncalled for and would be injurious rather than beneficial to the interests of the city
The only remaining remedy for the disproportion in population is to change and readjust the ward boundries For that
purpose and after a careful consideration of the question your committee has agreed upon a plan which has been
embodied in an ordinance which we herewith report entitled an ordinance to provide for adjusting and reestablishing
the ward boundries for the purpose as nearly as may be of equalizing the population of the several wards of the city
of Dubuque While it is not to be expected that the plan proposed will secure an exact equality in the population of the
several wards we are of the opinion that it will accomplish its object sufficiently for all practical purposes
In substance the ordinance leaves the first ward with its present territory unchanged the second ward is enlarged by
adding to it all of the fourth ward south of Julien Avenue and the Delhi Road and East of Grandview Avenue Our worthy
mayor and many other excellent citizens now living in the fourth ward will become citizens of teh second ward The third
ward is enlarged by the addition to it of all of the Fifth Ward south of Lake Street All that portion of the fifth Ward
known as Seminary Hill is added to the Fourth Ward The Fifth ward will include all its present remaining territory
after the addition to the third and fourth wards We recommend the adoption of the ordinance

Be it resolved by the city council fo the city of Dubuque that the salary of the city marshall be increased 200 for the year
ending May 1st 1887 in consideration of extra services rendered as he has had to collect the saloon licenses
quarterly where heretofore they have been paid in years past semi annually Therefore be it resolved in consideration
of extra work or services rendered he be allowed 200 per year
Ald Parker offered an amendment that he be allowed the sum of 100 per year

Resolved that the city marshall be and is hereby instructed to advertise and sell at auction to teh highest bidder for
cash all buildings sheds etc situation upon said premises the sale to take place within five days from the vacation
of said premises by teh occupants and if any obstructions shall be found upon said premises ten days after the sale
of said buildings the marshall shall cause the same to be removed without further notice

the city attorney stated he colelcted from John page 120 rent for a piece of city property situated corner of fourth
and White Streets also that he had settled the case of Grace A Provoost vs the city of Dubuque received and filed
The city attorney called the councils attention to the fact that Mrs Julia Flannery had never until now signed a deed
transferring to the city property owned by her and condemned by

said avenue was paid and find if Mrs Flannerys amount was not included in this sum carried
Ald doerfler offered the following resolution
Resolved by the city council of the city of Dubuque that the south side of West Eagle Point Avenue betwen couler Avenue
and north main street be graded guttered curbed and macadamized in conformity with the ordinance upon that
subject that the city engineer be and is hereby directed to make the necessary plans and specifications for said
improvement and the city recorder directed to give the proper notice for bids and proposals for the performance of the
work the guttering curbing and macadamizing to be done at the expense of the owners of the abutting property

ald ryder chairman of the finance committee presented a report of said committee for the fiscal year ending February
28th 1887 accompanied by the annual reports of the auditor treasurer engineer marshal attorney health physician and
chief engineer of fire department showing the amounts of receipts and disbursements of the city s finances The cost
of maintaining and operating the different departments under the citys control the number of miles of streets and alleys
improved sewers built a history of the legal cases in which the city is a party and the doings of the health police and fire
departments together with a number of recommendations from the chief officers for the consideration of the council
during the present year On motion of Ald Crawford referred to the printing committee and chairman of finance
committee to have the same printed in pamphlet form by the lowest bidder and in the shortest possible time
Petition of William Garnier et al trustees of the German Congregational church asking that a retaining wall be
constructed immediately adjoining the Fifth Ward Engine House to prevent the destruction of their property and
edifice

the city tax on her homestead and personalty for the year 1886 which was remitted by the city council on February 8th

Resolved that a proposition be submitted to Mr Jacob Auer to settle the litigation pending between the city and himself
relative to the special tax levied on his property at the northwest corner of Julien Avenue and brad Street on the condition
that if he will withdraw his action against the city and pay the costs the city will grant him two years time in which to pay
said tax with six percent interest on motion adopted
