also having received 192.55 for cleaning alleys during the month of May 1887 ordered received and filed and warrants

Ald Hayden moved the street commissioner be instructed to put bluff street extension in a passable condition carried
Treasurers E P Lange reported having received during the month of May 1887 10463.62 ordered received and
filed
Auditor Richter reported 918.25 due city officers as salaries for the month of May 1887 Also 1075 due fire department
for same month ordered received and filed and warrants drawn to pay the same
Recorder stafford reported having issued licenses amounting to 6241.25 during the month of May 1887 ordered received
and filed
Market master Gratz reported having received 143.15 for the sale of Huckster stands and 31.75 for rent of stalls and
22.35 for drafts weighed on central scales during teh month of May also having furnished 68 meals to prisoners at
20 cents per meal during the same month ordered received and filed and warrant drawn to pay for board of prisoners
Wood measurer Reynolds reported having measured 1783 cords of wood during the month of May 1887 ordered

The report of J P Quigley Justice of the peace was referred back for correction
Jos Straney reported having weighed 240 drafts on teh 1st ward scales percent 5.40 received and filed
Wm Hoskins reported having weighed 48 drafts on west dubuque scales percent 1.10 received and filed
Chas Fosselman reported having weighed 67 drafts on fifth ward scales percent 1.50 received and filed

Jos Trieb recommended the removal of fire alarm box on corner of 18th and Couler ave to some point on High Street
Eagle Point also that the new rules governing the fire department be prined and fireman furnished with a copy of the
same On motion of Ald Hayden the recommendation of the chief was adopted and the fire committee with the printing
committee instructed to have same printed as soon as possible
Mayor Voelker stated that at the suggestion of the city marshall he had sworn in J OMiel as policeman to hold office
until today
Ald Hayden moved the action of teh mayor be approved carried
Ald Hayden moved that the city marshall be instructed to collect all unpaid saloon licenses or close the same carried

the recorder then read petition of the Dubuque Light and Fuel co asking for a charter also a petition of citizens asking
the council to grant said Charter ask a remonstrance from a number of citizens against the granting of said charter
Ald Mulkern offered the following which upon his motion was adopted Resolved by the city council of the city of Dubuque
that the committee on ordinance with the city attorney be instructed to prepare and submit an ordinance ot the city
council granting petitioners the right to manufacturer and supply gas to the city and other consumers of the city of
Dubuque as prayed for and report at the next session of the city council
Mayor Voelker announced his equalization committee for the ensueing year as follows Ald Kenneally Mulkern Kleinschmidt
Rand and Meyer
Ald Hayden moved that the street commissioner be instructed to either purchase a derrick or have one build suitable
to his purpose carried
Ald Hayden moved that the matter of building retaining wall on West fifth Street be left to the street committee with
power carried
Ald Trexler offered the following resolution which upon his motion was adopted resolved by the city council of the city
of Dubuque that the street commissioner be instructed to repair gutters on the west side of Jackson street between
13th and 14th and between 16th and 17th streets
Ald Trexler offered the following which upon his motion was adopted Be it resolved by the city council of the city of
Dubuque that the street commissioner be instructed to drain the waste water from the drinking fountains corner of
Clay and 13th streets and on the corner of Couler and Eagle Point Avenue
City Attorney Mitchel stated that the cases now pending between Geo F Rath and Tredwick Rath vs the city of Dubuque
could be settled by the city paying 550 and recommended that the same be done
Ald Hayden offered the following resolution which upon his motion was adopted Be it resolved by the city council
of the city of Dubuque that the recommendation of the city atty in the cases of Geo T Rath

vs the city of Dubuque and Trederick Rath vs city of Dubuque be adopted and that these cases be settled by paying
550.00 and that the city recorder be and is hereby instructed to draw warrant in favor of Fred Rath for the above
amount
Ald Hayden offered the following resolution which upon his motion was adopted Be it resolved by the city council of
the city of Dubuque that the street commissioner be and is hereby instructed to construct a stone crossing over locust
street on the north side of third street
Ald Hayden offered the following which upon his motion was adopted Be it resolved by the city council of the city of
Dubuque that the Dubuque Water Co be and are hereby instructed to lay a line of water pipe commencing at the corner
of 15th and Clay streets along said Fifteenth stret to the alley between Iowa and Clay streets thence along Sixteenth
street to Iowa Street and that a hydrant be located at the corner of said Sixteenth and iowa Streets
Ald Hayden offered the following which upon his motion was referred to the committee of the whole
Whereas the police patrol system as used in the various cities throughout the united states has proven itself of great
value in aiding the police force in the prompt and officient discharge of its duties and has been adopted by all cities
of any size and importance therefore realizing the necessity of having such a system in practicle operation in our city
Be it resolved by the city council that the building now used and known as the ninth street engine house be by the
committee on public grounds and buildings put in a proper shape for the proper operation of a patrol system that they
be authorized to reconstruct or make any such arrangements as may be necessary and that the committee on police
be instructed to purchase a horse harness and wagon and to make such rules and regulations as may be necessary
for the proper working of the system
Ald Hayden offered the following and moved its adoption Be it resolved by the city council of the city of Dubuque that
commencing June 1 1887 the wages of laborers employed by the city be placed at 1.30 per day and teams as 3.00
Ald Rand amended the resolution as follows that the wages for laboring men be from 1.25 to 1.75 per day in the
discretion of the street commissioner

ald Rands amendment was adopted after which the resolution of Ad Haydens as amended was adopted
Ald Rand offered the following which upon his motion was adopted Be it resolved by the city council of the city of
Dubuque that the license fee on all dogs be collected in accordance with the city ordinance on that subject and that all
dogs not having been licensed on or beofre the 15th day of June be caught and impounded and that the city marshall
be instructed to get a suitable assistant for this purpose and that if the license on dogs so impounded be not paid
within twenty four hours of such impounding together with fifty cents additional fee for impounding such dogs shall
be disposed of in a proper manner and that this course be pursued until all dogs within the city limits are licensed
Ald Mulkern offered the following and moved its adoption resolved by the city council of the city of Dubuque that the
committee on ordinance be instructed to amend an ordinance restraining stock from running at large substituting the
following boundry lines for the boundry lines now established by ordinance and report at the adjourned session of the
city council Cows to run at large outside of the following limits between 7 oclock am and 6 oclock pm
Commencing at the east side of ICRR track and Jones Street thence west on Jones street to bluff north on Bluff to
Third west on third to Wilson avenue with on wilson avenue to Julien avenue east on Julien Avenue to Walnut Street

the ordinance in relation to sidewalks on the east side of clay street betwen seventeenth and eighteenth
Ald Mulkern offered the following which was adopted by a unanimous vote resolved by the city council of the city of
dubuque that a sidewalk twelve feet wide of good two inch plank be within thirty days of this notice constructed and laid
in conformity with the ordinance in relation to sidewalks on the east side of white street between eighth and ninth
street in front of lots 357 352 353 354
Ald Meyer offered the following which was adopted by a unanimous vote resolved by teh city council of the city of
Dubuque that a sidealk four feet wide of a good two inch plank be within thirty days of this notice constructed and laid
in conformity with teh ordinance in relation to sidewalks on the east side of prince street between Eagle Point Ave
and Sanford Street
Ald Hayden read a communication from policeman Frith asking the council to grant him full time for lost on account
of sickness received and filed
Ald Rand moved we proceed to ballot for policeman carried Ald Trexler and meyer were appointed as tellers

Dr Green health physician stated that in his opinion the difficulty about the catch basins on fourteenth street was caused
by the people throwing all refuse matter into the sewer contraary to the intent of their use and recommended that
anyone caught doing so be prosecuted

Mr Rolf then addressed the council making a proposition to introduce the Gamewell Fire alarm System in the city
of Dubuque
Ald Hayden moved the city council accept the proposition of Mr Rolf for 20 boxes Tower bell sticker and all other
apportances necesary for the proper working of the system for 5000.00 the contract to be examined by the city
attorney

in Steners add and the north west 1/5 city lot 437 and that the city eng be instructed to give proper grade for said
work granted
Petition of Cora E Sharon et al for abatement of garbage nuisance on Pickett Street received and filed
ald Rand moved that the matter of furnishing a suitable dog pound be left to city marshall with power carried
Committee on fire reported that they ahd placed Frank Essman in a position on Fire Dept in place of a dismissed
member action approved and report adopted
City attorney michael stated that there was no reason why the city council could not allow the Dubuque street Ry Co
move their track on clay st if they saw fit report adopted

Ald Mulkern chairman of street committee reported that they had examined the work done by M McCarten and had accepted
it and recommended that his bill of 171.10 be payed on motion the recommendation was adopted and the bill paid
Chas Klingenberg presented a plat of his subdivision and asked the city council to approve of the same referred to
street committee
Ald Hayden offered the following resolution which upon his motion was adopted Be it resolved by the city council of the
city of Dubuque that the Minnesota and North Western Railroad be notified by the marshall to either fill the northwest
quarter of lot 500 or drain the stagnant water therefrom at once
Ald Hayden offered the following which upon his motion was adopted Be it resolved that the city recorder be and is
hereby instructed to have printed a suitable receipt book for use of the pound master and that said ound master be
required to give a receipt for all monies received and to make a report monthly to the council with cuplicate receipts
attached
Ald Doerfler offered the following which upon his motion was adopted Be it resolved by the city council of the city of
Dubuque that an order be drawn on the treasurer for the sum of two hundred dollars in favor of the eagle point Ferry Co
in accordance with a resolution adopted by the council in april session 1887
Ald doerfler offered the following which was adopted by a unanimous vote resolved by the city council of the city of Dubuque
that a sidewalk four feet wide of good two inch plank be within fifteen days of this notice constructed and laid in conformity
with the ordinance in relation to side walks on the west side of prince street between Eagle Point Ave and Sanford
Street where not already laid
Ald Doerfler offered the following resolution which was adopted by a unanimous vote resolved by the city council
of the city of Dubuque that High Street from intersection of Lake Street to West line of M and N W R R be graded
guttered curbed and macadamized in conformity with the ordinance on that subject That the city engineer be and is
hereby directed to make the necessary plans and specifications for said improvement and the city recorder directed
to give the proper notice for bids and proposals for the performance of the work the guttering curbing and macadamizing
to be done at the expense of the owners of the abutting property

the mayor stated that the meeting was called at the suggestion of the committee on the approach to the High Bridge
Ald Kleinschmidt offered the following resolution Be it resolved by the city council of the city of Dubuque that the city
engineer be and is hereby instructed to make a survey and plat of a street from a point at the westerly end of the Dubuque
High Ridge to a point intersecting commercial street by the most feasible and practible route Adopted by the following
vote Ayes Ald Doerfler Kenneally Kleinschmidt Meyer Mulkern Parker and Trexler 7 Nayes 0
Communication from committee on arrangements for 4th of July celebration asking the city council to have city hall
and engine houses decorated was read and on motion of Ald Trexler it was ordered to have the same done also that
at the request of said committee the council agreed to turn out in parade on that day
Ald Trexler moved that a warrant of 100.00 be drawn in favor of committee on arrangements to assist in celebrating
the 4th of July carried by the following vote
