ITEM TITLE: Request for Special City Council Meeting on March 23, 2026
at 6:00 PM
SUMMARY: City Manager recommending City Council approval to
schedule a Special City Council Meeting on March 23, 2026,
at 6.00 p.m. to keep the approval timeline on track for items
associated with the Gronen/Kilbourne Development
Agreement Amendment for the mixed -use project at 5th and
Main Streets and associated platting actions.
This meeting will take place prior to the 6:30 p.m. public
hearing on the proposed Fiscal Year 2027 tax rate and will be
conducted as a separate meeting, as required by Iowa Code.

INTRODUCTION
The purpose of this memo is to request that a Special City Council Meeting be scheduled
for March 23, 2026 at 6.00 PM. This meeting is necessary to keep the approval timeline on
track for items associated with the Gronen/Kilbourne Development Agreement Amendment
for the mixed -use project at 5th and Main Streets and associated platting actions.

The City executed a Development Agreement with Gronen Development, Inc. on March
17, 2025 for the development of a mixed -use building at the corner of 5th and Main Streets.
The project will provide 8,000 square feet of first -floor commercial space and at least eighty
(80) rental residential units at an investment of approximately $24,000,000.
In the interim, the Gronen team has worked with City staff and identified an additional small
area of land (which we are referring to as the "Notch") that is required to "square off' the
northeast corner of the property. In order for the City to convey that property, a First
Amendment to the Development Agreement is required, as well as platting of the area.
DISCUSSION
The following items are part of a sequence of steps that must occur in a timely manner to
maintain momentum on the project and allow for project construction to begin in early April.
The following is a list of items to be addressed in upcoming meetings to be submitted by
Economic Development and Engineering Department staff.

March 16 Council Meeting —
• Set Public Hearing for the First Amendment to Development Agreement
• Approve the plat dedicating/reserving adjacent street right-of-way (Step 1 of the
platting process)
March 23 Special Council Meeting —
• Hold Public Hearing and approve the First Amendment to Development Agreement
• Approve Right of Way vacation plat
• Set Public Hearing for vacation of Right of Way over the "Notch" area
April 6 Council Meeting —
• Hold Public Hearing to vacate Right of Way over the "Notch" area
Because the actions scheduled for March 23 cannot be shifted into the March 16 or April 6
meetings without disrupting the required sequence, the special meeting is the only viable
approach to maintain the project schedule.
RECOMMENDATION
I respectfully request a Special City Council Meeting be scheduled for March 23, 2026 at
6:00 PM to ensure the timely completion of required approvals for the Development
Agreement Amendment and related platting items.
