Van Milligen, City Manager FROM: Maddy Haverland, Housing and Community Development Director SUBJECT: Calendar Year 2025 Urban Revitalization Program Applications DATE: March 9, 2026 INTRODUCTION This memorandum presents the attached resolution for City Council consideration approving residential property tax abatement applications submitted in January 2026 for improvements completed during calendar year 2025 under the City's Urban Revitalization ordinance. Approved applications will be forwarded to the City Assessor. BACKGROUND In 1980, the City Council established, under the guidelines set forth in Chapter 404 of the Code of Iowa, Dubuque's first two Urban Revitalization Areas - Jackson Park Urban Revitalization Area and West 11t" Street Urban Revitalization Area. In 1981, the City designated the Washington Street Urban Revitalization Area and amended the district in 2007 and 2008. In 1995, the Upper Main Urban Revitalization Area was designated and in 2002 the Langworthy, Old Main and Cathedral Urban Revitalization areas were designated. In January 2015, the Kunkel and Associates Urban Revitalization Plan was adopted providing a partial 10-year partial abatement for improvements. The Lange Estate and Paragon Square Urban Revitalization Plans were adopted in April 2016. Additionally, a number of other small areas have been designated over the years, but these designations have primarily expired. The Washington Neighborhood Urban Revitalization district was revised, the boundaries expanded in March 2007 and amended in 2008. In addition to the ten-year residential abatement on improvements, this district also allows three-year abatement for commercial property. The City Council passed an ordinance that established a new Urban Revitalization Area starting December 20, 2019, called the Dubuque Urban Revitalization Area, which consolidated and expanded many of the existing Urban Revitalization Plans. In recent years, increased housing development has spurred additional Urban Revitalization Areas, such as Bies Drive, Plaza Drive, and Lake Ridge, as an incentive for developers. The purpose of the Urban Revitalization legislation is to attract development to specific areas, which might otherwise continue to deteriorate, thereby stabilizing and eventually Page 220 of 811 increasing the tax base within those areas. The abatements are intended to stimulate private investment by reducing the tax increases that would normally result from making improvements to residential property. In 2024, the state law was updated to exclude the portion of school tax levy from the tax exemption for Urban Revitalization applications submitted after July 1, 2024. Prior to the legislative change, 100% of the tax increase due to the increased valuation of improvements was exempt. The FY26 Dubuque Community School District (DCSD) tax rate is $13.03438. The total consolidated rate for Dubuque is $30.31761. DCSD is 43% of the consolidated rate that was previously abated. This means that for all applicants, they will only receive a 57% tax abatement for the increased valuation. For example, a property that increases valuation by $50,000.00, the full tax increase (which would have been 100% abated prior to this legislation) would be $1,515.88. Because the DCSD Levy is not exempt, the abatement amount will be 57% of that amount, or $863.05. PROCESS Applications for tax exemption were accepted until February 2, 2026. The Housing and Community Development Department reviews applications to ensure properties are located in a designated area. Staff from the Housing & Community Development Department verify that all required permits for the work described were obtained and inspects structures to verify the work is completed in accordance with applicable codes. If the City Council finds the applications to follow the appropriate urban revitalization plan, they are forwarded to the City Assessor who inspects the properties, determines the assessable value of the new improvements and transmits this information to the County Auditor. The applications will be forwarded to the City Assessor to approve the assessment. Eleven (11) Urban Revitalization applications were received prior to February 2, 2026. Of these eleven, two (2) were not located in an Urban Revitalization Area, one (1) is a late application for work that was completed prior to 2025, and the remaining eight (8) are recommended for approval.
