This project provides funding for the removal and replacement of the Water Department's existing public lead water mains: May Place, Union Street, Austin Street, Washington Street, and Roland Street. This project will eliminate the department's public lead line water mains that were installed in the early 1920's. Van Milligen, City Manager FROM: Christopher Lester, Water Department Director DATE: March 9, 2026 Dubuque All -America City 2007-2012.2013 2017*2019 SUBJECT: Lead Water Main Replacement Project - Authorization to Solicit Consulting Engineering Design Services RFQ INTRODUCTION The purpose of this memorandum is to request authorization from City Council to release a request for qualifications (RFQ) for design of the Lead Water Main Replacement Project (CIP No. 4281000024) and to submit an Iowa SRF Planning and Design (P&D) Loan to finance planning and design costs associated with the project. BACKGROUND This project provides funding for the removal and replacement of the Water Department's existing public lead water mains: May Place, Union Street, Austin Street, Washington Street, and Roland Street. This project will eliminate the department's public lead line water mains that were installed in the early 1920's. This project will also include replacement of lead service lines affected by the main replacements. The Lead Water Main Replacement Project (CIP No. 4281000024) includes a current FY26 total expense budget $418,032.00 for the design and construction of portions of the total project, with funding through the Drinking Water SRF program. The Water Department has requested additional funds in FY27 to be able to complete construction at all of the replacement project sites. DISCUSSION The Water Department is embarking on starting the design phase of the Lead Water Main Replacement Project (CIP No. 4281000024) in the Spring of 2026. An RFQ has been prepared with the input of various City staff members. The following staff members make up the RFQ Committee.
