Economic Development Director Jill Connors is recommending City Council approval to
set a public hearing on for April 20, 2026, to consider a Resolution of Necessity that
finds that an Amended and Restated Urban Renewal Plan for the Dubuque Industrial
Center Economic Development District ("District") is both necessary and appropriate.
The proposed Amended and Restated Urban Renewal Plan for the District would
expand the District to include property to be designated as a new Subarea Y. The
expansion of the District to include Subarea Y, which exists within the Dubuque
Industrial Center West Industrial Park on Chavenelle Road, would allow for future
development of currently undeveloped land.
City staff have been approached by a private developer regarding a potential industrial
project on this property. Adding the property to the Urban Renewal Area would make
financial incentives available if a development agreement is ultimately reached.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum presents for City Council consideration a Resolution of Necessity that
finds that: 1) an Amended and Restated Urban Renewal Plan for the Dubuque Industrial
Center Economic Development District ("District") is both necessary and appropriate; and
2) sets a public hearing on the proposed amendment for April 20, 2026.
The proposed Amended and Restated Urban Renewal Plan ("Urban Renewal Plan") for
the District would expand the District to include property to be designated as a new
Subarea Y. The expansion of the District to include Subarea Y would allow for future
development of currently undeveloped land.
BACKGROUND
The original Dubuque Industrial Center Economic Development District was created on
May 2, 1988. The District is an urban renewal area which allows the City of Dubuque to
capture tax increment revenue from improvements made in the District in order to
promote economic development activities. The original area included the Dubuque
Industrial Center (known as Subarea A) and has been expanded several times over the
years to include Dubuque Industrial Center West, the County Farm, the Bergfeld Farm,
the North Siegert Farm, the Rail Site, the South Siegert Farm, the Graf Farm, McFadden
Farms, small adjacent parcels, and several County -owned parcels (known as Subareas
B, C, D, E, F, G, H, I, J, K, L, M, N, O, P, Q, R, S, T, U, V, W and X).

Before a municipality can exercise the authority conferred by Iowa Code Chapter 403
Urban Renewal, a Resolution of Necessity must be adopted finding that the area being
considered for urban renewal district designation is either a slum, blighted or economic
development area and that the rehabilitation, conservation, redevelopment, development,
or a combination thereof, of the area is necessary in the interest of the public health,
safety or welfare of the residents of the city.
DISCUSSION
This proposed expansion and amendment of the Dubuque Industrial Center Economic
Development District would result in the addition of property, to be designated as a new
Subarea Y. The expansion of the District is necessary to encourage future development
of the land in Subarea Y. The proposed Subarea Y consists of one parcel of land, which
is currently undeveloped.
The proposed Subarea Y exists within the Dubuque Industrial Center West Industrial Park
on Chavenelle Road. However, the privately -owned land has never been included in the
Dubuque Industrial Center Urban Renewal Area. Including Subarea Y in the Urban
Renewal Area will allow for and encourage future development of the land. City staff have
been approached by a private developer regarding a potential industrial project on this
property. Adding the property to the Urban Renewal Area would make financial incentives
available if a development agreement is ultimately reached.
The attached Resolution directs staff to prepare a Version 2026.1 Amended and Restated
Urban Renewal Plan for the Dubuque Industrial Center Economic Development District.
Additionally, staff is required to hold a consultation process, required by law, with the
affected taxing entities concerning the proposed Plan.
A City Council public hearing on the 2026.1 Amended and Restated Urban Renewal Plan
will be scheduled for April 20, 2026. The public notice will be published four to twenty
days before the meeting to allow for the appropriate publication requirements. This will
allow time for preparation of the Plan and the consultation process with the taxing entities.
RECOMMENDATION / ACTION STEP
I recommend the City Council adopt the attached Resolution of Necessity that begins the
process of drafting the Amended and Restated Urban Renewal Plan for Dubuque
Industrial Center Economic Development District.

PUBLIC NOTICE is hereby given that the Dubuque City Council will conduct a public
hearing on the 20th day of April, 2026, at 6:30 p.m., in the Historic Federal Building, 350
W. 6th Street, 2nd floor, Dubuque, Iowa, at which meeting the City Council proposes
adopting the Amended and Restated Urban Renewal Plan, Version 2026.1, for the
Dubuque Industrial Center Economic Development District ("the Area") to expand the
Area to create a new Subarea Y, and to update the projects in the Public Purpose
Activities.
At the meeting, the City Council will receive oral and written comments from any resident
or property owner of said City to the above action. The official agenda will be posted the
Friday before the meeting and will contain public input options. The City Council agenda

Written comments regarding the above public hearings may be submitted to the City

City Hall, 50 W. 13th St., Dubuque, IA 52001, before said time of public hearing. At said
time and place of public hearings the City Council will receive any written comments.

RESOLUTION NO. 87-26
AUTHORIZING AND DIRECTING THE CITY MANAGER TO PREPARE AN AMENDED
AND RESTATED URBAN RENEWAL PLAN VERSION 2026.1 FOR THE DUBUQUE
INDUSTRIAL CENTER ECONOMIC DEVELOPMENT DISTRICT, SETTING A DATE
FOR THE PUBLIC HEARING, AND DIRECTING THE CONSULTATION PROCESS ON
THE PROPOSED AMENDED AND RESTATED URBAN RENEWAL PLAN VERSION
2026.1 FOR SAID DISTRICT.
WHEREAS, the City Council of the City of Dubuque has heretofore approved the
Amended and Restated Urban Renewal Plan (the "Plan" or "Urban Renewal Plan") for
the Dubuque Industrial Center Economic Development District (the "District") in order to
provide redevelopment opportunities which will further the purposes and objectives of the
foregoing Urban Renewal Plan; and
WHEREAS, City staff has recommended that the Plan be further amended to
expand the District by including a new Subarea Y, as shown in Exhibit A-2; and
WHEREAS, Iowa Code Chapter 403 requires that before a Plan may be modified,
the City Council must follow the notification, consultation, and public hearing process set
forth therein.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Manager is authorized and directed to prepare an
Amended and Restated Urban Renewal Plan Version 2026.1 for the Dubuque Industrial
Center Economic Development District to include in such Plan any appropriate project
activities and details, and to determine an appropriate date for and conduct the
consultation process required by law with affected taxing entities concerning the proposed
amendment.
Section 2. That the City Council hold a public hearing on the adoption of the
proposed Amended and Restated Urban Renewal Plan Version 2026.1 for the Dubuque
Industrial Center Economic Development District on April 20, 2026 at 6:30 p.m. in the
form attached hereto. The notice of said hearing shall generally identify the areas covered
by the Plan Version 2026.1 and the general scope of the urban renewal activities planned
for such areas and said notice shall be published in a newspaper having general
circulation within the City not less than four days nor more than twenty days before the
date of said meeting. A copy of the notice of public hearing shall be sent by ordinary mail
to the affected taxing entities.
Section 3. That the Economic Development Department is further directed to send
by ordinary mail a copy of said Plan Version 2026.1, the notice of public hearing, a notice
of consultation, and, to the extent the Plan Version 2026.1 includes the use of tax
increment revenues for a public building, an analysis of alternative development and
funding options for such public buildings, to the Dubuque Community School District and
the Dubuque County Board of Supervisors, as the affected taxing entities.
