Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid Package 3
through adoption of the attached resolution.
The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid
Package 3 will provide for the replacement of 45 access curb ramps, adjacent street
pavement work, curb and gutter replacement, sidewalks, 1 storm sewer intake and
landscape restoration work. This project is in coordination with the Public Works Asphalt
Overlay program at the following locations:
• 28t" St. from Jackson St. to Washington St. - 6 Ramps
• 29th St. from Jackson St. to Washington St. - 8 Ramps
• 301" St. & Jackson St. - 3 Ramps
• Diagonal St. & Traut Terrace - 2 Ramps

This memorandum requests the City Council conduct a public hearing for the 2026
Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid Package 3.
BACKGROUND
Since 1990, the City of Dubuque has installed pedestrian access ramps around the City
of Dubuque to conform with the American with Disabilities Act (ADA). The pedestrian
access ramps allow people with mobility challenges to access the City's sidewalk
system. The design standards for these ramps have evolved over time as more ramps
have been installed and standards have changed.
Since 2011, The City of Dubuque follows the Proposed Accessibility Guidelines for
Pedestrian Facilities in the Public Right -of -Way (PROWAG) standard. These are the
most current standards to use for facilities in public right-of-way and addressed issues
brought up since the original ADA standards were developed. Both the Iowa
Department of Transportation (Iowa DOT) and the Federal Highway Administration
(FHWA) adopted PROWAG and require all cities that receive federal or state funding to
follow these standards.
DISCUSSION
The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid
Package 3 will provide for the replacement of 45 access curb ramps, adjacent street
pavement work, curb and gutter replacement, sidewalks, 1 storm sewer intake and
landscape restoration work. This project is in coordination with the Public Works Asphalt
Overlay program at the following locations:

APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATED COST
WHEREAS, the 2026 Public Works Asphalt Overlay Program, Sidewalk Curb
Ramp Project - Bid Package 3 will provide for the replacement of 45 access curb ramps,
adjacent street pavement work, curb and gutter replacement, sidewalks, 1 storm sewer
intake and landscape restoration work in coordination with the Public Works Asphalt
Overlay program; and
WHEREAS, the City Council, by Resolution No. 65-26, dated the 2nd day of March,
2026, gave preliminarily approved the plans, specifications, form of contract, and
estimated cost for the 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp
Project - Bid Package 3; and
WHEREAS, pursuant to published notice and published advertisement for bids, a
public hearing was held on 16th day of March, 2026 on the plans, specifications, form of
contract, and estimated cost for the 2026 Public Works Asphalt Overlay Program,
Sidewalk Curb Ramp Project - Bid Package 3.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the attached plans, specifications, form of contract and estimate of
total cost for the 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp
Project - Bid Package 3 in the estimated construction amount of $298,000, are hereby
approved.

PUBLIC NOTICE is hereby given that the Dubuque City Council
will conduct a public hearing on the 16th day of March, 2026,
at 6:30 p.m., in the Historic Federal Building, 350 W. 6th
Street, 2nd floor, Dubuque, Iowa, at which meeting the City
Council proposes to hear the plans, specifications, form of
contract and estimated cost for the 2026 Public Works Asphalt
Overlay Program, Sidewalk Curb Ramp Project - Bid Package 3.
The scope of the Project is as follows: all labor,
equipment, and materials to install 45 ADA accessible curb
ramps along 28th Street, 29th Street, 30th Street, Diagonal
Street, Broadway Street, Fulton Street, Argyle Street and
Windsor Avenue. In relation to the curb ramp work, adjacent
pavement, sidewalks, storm sewer and landscape restoration
work.
At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above action. The official City Council agenda
will be posted the Friday before the meeting and will contain
public input options. The agenda can be accessed at

Written comments on the public hearing may be submitted to
