BACKGROUND Since 1990, the City of Dubuque has installed pedestrian access ramps around the City of Dubuque to conform with the American with Disabilities Act (ADA). The pedestrian access ramps allow people with mobility challenges to access the City's sidewalk system. The design standards for these ramps have evolved over time as more ramps have been installed and standards have changed. Since 2011, The City of Dubuque follows the Proposed Accessibility Guidelines for Pedestrian Facilities in the Public Right -of -Way (PROWAG) standard. These are the most current standards to use for facilities in public right-of-way and addressed issues brought up since the original ADA standards were developed. Both the Iowa Department of Transportation (Iowa DOT) and the Federal Highway Administration (FHWA) adopted PROWAG and require all cities that receive federal or state funding to follow these standards. DISCUSSION The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid Package 3 will provide for the replacement of 45 access curb ramps, adjacent street pavement work, curb and gutter replacement, sidewalks, 1 storm sewer intake and landscape restoration work.
