Assistant City Engineer Robert Schiesl is recommending the public improvement
contract for the 2026 Catherine Street Storm Sewer Project be awarded to Top Grade
Excavating, Inc. for both the Base Bid and Alternate Bid No. 1 in the amount of
$232,657.70. The Base Bid of $188,144.45 is 7.3% below estimate of probable cost. If
during construction it is determined in the field that the existing Catherine Street
pavement held up adequately as a result of the construction work, and the pavement
condition is acceptable, the Alternate Bid No. 1 items could be removed from the
contract scope of work.

The purpose of this memorandum is to provide the City Council with information related
to the recommendation for awarding the Public Improvement Construction Contract for
the 2026 Catherine Street Storm Sewer Project.
BACKGROUND
Properties along Catherine Street have experienced flooding during heavy rainfall
events. This is partially a result of the underground storm sewer system on Catherine
Street being undersized, minimal storm sewer intake catch basins in the street to
capture and convey the storm water, along with shallow curb and gutter along the street
which overtops with storm water during heavy rainfall events.
DISCUSSION
The 2026 Catherine Street Storm Sewer Project will include providing all labor,
equipment, and materials to install five (5) new storm sewer intakes, install
approximately 375 L.F. of concrete pipe storm sewer, one (1) new manhole, asphalt
pavement removal and replacement, concrete curb and gutter removal and
replacement, concrete sidewalk removal and replacement.
BID RESULTS
The City received sealed bids on March 12, 2026, for the 2026 Catherine Street Storm
Sewer Project. Top Grade Excavating, Inc. of Farley, IA submitted the low base bid in
the amount of $188,114.45 which is 7.3% below the estimate of probable cost. A
summary of the bid proposals received is as follows:

ALTERNATE BID NO. 1
As part of the project, the bid documents included Alternate Bid No. 1 to remove and
replace all the asphalt pavement on Catherine Street, between 16t" to 171" Street. The
base bid includes placing asphalt patches to restore the pavement areas disturbed due
to the underground utility construction work. Staff believe it is warranted to evaluate the
cost difference between providing numerous street patching versus the removal and
replacement of the entire street pavement. Additionally, staff is uncertain on how the
existing pavement on Catherine Street will hold up during construction and the heavy
equipment operating during construction. Alternate Bid No. 1 provides a contingency
plan if necessary.
RECOMMENDATION
I recommend that the public improvement contract for the 2026 Catherine Street Storm
Sewer Project be awarded to Top Grade Excavating, Inc. for both the Base Bid and
Alternate Bid No. 1 in the amount of $232,657.70. If during construction it is determined
in the field that the existing Catherine Street pavement held up adequately as a result of
the construction work, and the pavement condition is acceptable, the Alternate Bid No.
1 items could be removed from the contract scope of work.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE 2026 CATHERINE
STREET STORM SEWER PROJECT
WHEREAS, sealed proposals have been submitted by contractors for the 2026
Catherine Street Storm Sewer Project, (the Project) pursuant to Resolution No. 44-26 and
Notice to Bidders published on the City of Dubuque, Iowa website and plan room service
with statewide circulation on the 20th day of February 2026; and
WHEREAS, said sealed bid proposals were opened and read on the 12th day of
March 2026 and it has been determined that Top Grade Excavating, Inc. of Farley, IA, in
the Base Bid and Alternate Bid No. 1 amount of $232,657.70, is the lowest responsive,
responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
SECTION 1. That a Public Improvement Contract for the Project is hereby awarded
to Top Grade Excavating, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved, and adopted this 16th day of March 2026.
