The eleventh street elevator co being present Ald Byrne moved the rules be suspended and the recorder read the
petition asking for a right of way for an elevated railway on eleventh street also that any one present wishing to do so
would have the privelege of addressing the counci in relation to the same carried
Mr Jas Howie then addressed the council asking them to grant the privelege asked for in the petition
Remonstrance was then read against the granting of the prayer of the petition signed by C T Hancock et al
P W Crawford then addressed the council briefly on the subject and also presented an ordinance granting the company
the right to build said elevated railway
ald Parker moved that the city council meet in committee of the whole at Eleventh and Bluff streets at 1:30 pm carried

Ald Doerfler moved that when we adjourn we do so to meet Friday afternoon at 2 oclock carried
Ald Mulkern moved the action of the mayor in employing Tim Driscoll as Policeman be approved carried
Ald Mulkern moved the rules be suspended and wm boise allowed to address the council carried
Mr boise then addressed the council in relation to a lamp that was to be removed on Nevada Street after which the
matter was laid over until the proper order of business
Ald Hayden offered the following resolution which was adopted
Whereas the city council did at its last session agree to grant to the Dubuque street railway company certain extensions
of time within which to construct its railway line at certain points to wit from Couler Ave to Eagle point and from the
intersection of Main and First or Main and Second streets to Iowa street and from Iowa to Clay street Therefore be it
resolved
By the city council of the city of Dubuque that the time as provided by said ordinance within which said extension shall
be made is hereby waived and released to said Dubuque

al against granting said right of way was read after which Ald Byrne moved the rules be suspended and any one
present wishing to do so would have the privelege of addressing the council carried
P W Crawford then addressed the council favoring the granting of right of way for said elevator
Mr Torbert also addressed the council in favor of the elevator
Mr Hancock addressed the council in opposition to the elevator
Ald Hayden moved that the ordinance granting the eleventh street elevator company the right to build such elevator on
Eleventh Street be read for the first time carried Recorder then read the ordinance for the first time Ald Hayden moved the
rules be suspended th eordinance read by its title and put upon its final pasasge carried
The recorder then read the ordinance be its title for the second time after which it was adopted by the following

Reports of committees
Ald doerfler chairman of the committee of the whole submitted the following report on the petition of the Dubuque
Light and Fuel company for the right to lay its mains in the streets and alleys of the city of Dubuque
Whereas we find by the record of this council that in the year 1884 the key city gas company made a proposition
in writing to furnish gas for the term of ten 10 years at a stipulated price and that such proposition was accepted
by a decided vote of this body and that such proposition was accepted by a decided vote of this body and that such
proposition and acceptance being on record makes a valid contract that said contract was immediately entered
upon by the parties there to and that the city has reaffirmed said contract monthly

by settlement according to its terms with said gas company that the terms of said contract have been fulfilled by said
gas company to the entire satisfaction of the city and to the satisfaction of a large number of private consumers as
indicted by the remonstrance on file against the granting of new charter that to destroy the value of said contract by
granting a new charter to another company would be an act of bad faith
Whereas at the expiration of the existing contract with the Key City Gas Company the city reserves the power to fix
the price of gas to be paid to said company that the little reduction proposed for such period would not compensate
for the great damage and inconvenience occasioned by the excavations necessary for laying mains and cross
service pipes
Therefore resolved that it is inexpedient to grant a charter to a new gas company at thist ime and that said application
for a charter be rejected

Ald Kleinschmidt offered as an amendment that action be deferred until the first regular meeting in August The ayes
and nayes being called on Ald Kleinschmidts amendment it was lost by the following vote

Ald Hayden chairman of the finance committee re[prted 66.88 due city treasurer for refunded tax 25.00 for postage
and 524.00 interest on loan warrants report adopted and warrants ordered drawn to pay the same
Ald Trexler chairman of the ordinance committee read an ordinance entitled an ordinance to amend chapter twenty
severn 27 of the revised ordinanceds of the city of Dubuque entitled an ordinance to establish and regulate markets
and the sale of meats etc.

Ald Hayden moved the adoption of the resolution providing for a patrol system carried
the two aldermen of the third ward to whom was referred the petition of Paul Schlenker et alf or a position on the
police force for E E Roberts reported in favor of granting the prayer of the petitioners

Vogel for removing garbage 50 cents per day he to make two trips a week on the bluffs and remove any garbage the
he was called on to do action approved
Ald Hayden moved that warrants be drawn in favor of the jurors who assessed damages on Kane street for 2.00 each

and construct an arcn culvert over couler creek on eagle point avenue said culvert to extend the full width of the street

Ald doerfler offered the following resolution which upon motion of Ald Parker was referred to the committee of the

Be it resolved by the city council of the city of Dubuque that the water mains be extended on Eagle Point Avenue
from Jackson Avenue to Windsor Avenue and on Windsor Avenue to Sanford street and that water plugs be located on
Windsor Avenue and sanford street and also on eagle point avenue and windsor avenue
Ald mulkern offered the following reolution which upon his motion was adopted by a unanimous vote Resolved by the
city council of the city of dubuque that Pickett street from Correll to Alma street be graded guttered curbed and
macadamized in conformity with the ordinance on that subject that the city enginer be and is hereby directed to make
the necessary plans and specifications for said improvements and the city recorder directed to give the proper notice
for bids and proposals for the performance of the work the guttering curbing and macadamizing to be done at the
expense of the abutting property owners
Ald Mulkern offered the following which upon his motion was adopted by a unanimous vote
Resolved by the city council of the city of Dubuque that Alma street from Pickett to Robert streets be graded curbed guttered
and macadamized in conformity with the ordinance upon that subject that the city engineer be and is hereby directed
to make the necesary plans and specifications for said improvement and the city recorder directed to give the proper
notice for bids and proposals for th eperformance of the work the guttering curbing and macadamizing to be done at

Ald Trexler offered the following which upon his motion was adopted by a unanimous vote resolved by the city council
of the city of Dubuque that seventeenth street between Pine street and the alley between Maple and Cedar streets
be graded curbed guttered and macadamized in conformity with the ordinance on that subject that the city engineer
be and is hereby instructed to make the necessary plans and specifications for said improvement and the city recorder
is directed to give the proper notice for bids and proposals for the performance of the work the guttering curbing and
macadamizing to be done at the expense of the abutting property owners
Ald Trexler offered the following which upon his motion was adopted by a unanimous vote resolved by the city council
of the city of Dubuque that the south side of ninth street between washington and elm streets be graded guttered
curbed and macadamized in conformity with the ordinance upon that subject that the city engineer be and he is
hereby directed to make the necessary plans and specifications for said improvement and the city recorder directed
to give the proper notice for bids and proposals for the performance of the work The guttering curbing and

Ald Meyer offered the following which upon his motion was adopted be it resolved by the city council of the city of
Dubuque that the street commissioner be instructed to clean Couler Creek from Sanford Street to Lake Street
Ald Meyer offered the following which was adopted by a unanimous vote resolved by the city council of the city of
Dubuque that a sidewalk four feet wide of good two inch plank be within thirty 30 days of this notice constructed and laid
in conformity with the ordinance in relation to sidewalks on Eagle Point Avenue in front of lot 21 facing Francis Street
Ald Meyer offered the following resolution which upon his motion was adopted be it resolved by the city council of
the city of Dubuque that the street commissioner be and is hereby instructed to raise and repair the following street
crossings on the north side of nineteenth street and north and south side of Eagle Point Avenue and Couler Avenue
Ald byrne offered the following resolution which upon his motion was adopted by a unanimous vote be it resolved
by teh city council of the city of Dubuque that a sidewalk four 4 feet wide be laid to grade on Delhi street commencing
at 14th street running east to lot 6 in stairs add within ten days of this notice

Ald Byrne offered the following resolution which upon his motion was adopted Be it resolved by the city council of the
city of Dubuque that the street commissiner be instructed to place a fence on the north side of rising avenue where it
is dangerous for teams to travel
Ald Kleinschmidt offered the following resolution which upon his motion was adopted by a unanimous vote
Resolved by the city council of the city of Dubuque that twelfth street between jackson and pine streets be graded
guttered curbed and macadamized in conformity with the ordinance upon that subject that the city engineer be and is
hereby directed to make the necessary plans and specifications for said improvement and the city recorder directed
to give proper notice for bids and proposals for the performance of the work the guttering curbing and macadamizing
to be done at the expense of the owners of the abutting property
Ald Kleinschmidt offered the following resolution which upon his motion was adopted resolved by the city council of the
city of Dubuque that White street between thirteenth and fourteenth street be repaired and put in proper shape
Ald Parker offered the following resolution which upon his motion was adopted
Whereas it is desireable to open a street or approach to the Dubuque High Bridge as surveyed and platted by the
city engineer therefore be it resolved by the city council of the city of Dubuque that the city recorder is hereby ordered
to issue a renire to the city marshall commanding him to summon twelve freeholders citizens of said city to assess
damages as provided by ordinance which any person owning property along the line of said street or approach
may sustain by reason of the opening of said street or approach
Ald parker offered the following resolution which upon his motion was adopted whereas a dispute has arisen as to
the west line of Walnut street between Eleventh and Rose streets

Therefore be it resolved by the city council of the city of Dubuque that the city engineer be required to resurvey said
street and locate the correct line
Ald Hayden moved the city attorney be instructed to confer with the Dubuque and dunleith Bridge co in regard to the
removal of obstructions near the approach to High Bridge carried
Ald Mulkern offered the following resolution which upon his motion was laid over until the next regular meeting in order to
allow abutting property owners to appear and show cause if any they have why said resolution should not be adopted
Resolved by the city council of the city of Dubuque that to pay for curbing guttering and macadamizing ninth street
west of pine street by chas steuck contractor in front of and adjoining the same a special tax be and is hereby levied
on the several lots and parts of lots and parcels of real estate hearinafter named situated and owned and for the several
amounts set opposite each lot or parcel of real estate as follows

Recorder stafford being absent John Oconnell was elected recorder pro tem
The mayor stated that the object of the meeting was to hear the report of the city attorney in regard to the approach
to the high bridge
the city attorney then stated that he had held a conference with the directors of the Dubuque and dunleith Bridge Co
and that they were willing to allow the city to excavate under their track provided the city did not impede the progress
of trains while doing so and leave the track in as good condition as it is at present
Ald Hayden moved that when the council adjourns it does so to meet again Friday evening July 15 and the recorder
be instructed to invite the officers of the chicago burlington and northern railroad co The Dubuque and Dunleith Bridge
Co and the High Bridge co to be prepared to give an estimate of the cost of removing the west abuttment further east
and take out one section of the first span of the bridge carried
The mayor called the attention of the city council to the fact that when Lake street was opened the jury failed to assess
all of one corner lot leaving 14 in not assessed and that the abutting property owners are not in favor of paying special
assessment for guttering curbing and macadamizing and the same On motion it was decided to have the work done
and assess the abutting property the same as others
The mayor stated that a vacancy occurred in the fire dept J Schonberger having tendered his resignation On motion
of Ald Trexler the council proceeded to fill the bacancy
Ald Hayden and Trexler were appointed as tellers
Ed Keas and J Fox were placed in nomination
Ed Keas receiving a majority of all votes cast was declared elected

Ald rand moved that a committee be appointed to confer with abutting property owners on 17th street in regard to a grade
that would be satisfactory to them
Ald Hayden offered as an amendment that it be left to the two aldermen from the fourth ward carried
Ald Mulkern presented the bill of Wm Rebman amounting to 12.60 for work done on Alpine street and moved the
same be paid carried
Ald Kleinschmidt offered the following resolution resolved by the city council of teh city of Dubuque that the south side
of 14th street between Main and Clay streets where not already done be graded guttered curbed and macadamized
in conformity with the ordinance upon that subject that the city engineer be and is hereby directed to make the
necessary plans and specifications for said improvement and the city recorder directed to give proper notice for bids and
proposals for the performance of the work The guttering curbing and macadmizing to be done at the expense of the
owners of abutting property

The mayor stated the object of the meeting was to determine upon an approach to the High Bridge
A communication was read from the High Bridge Co in relation to changing the west abuttment also favoring an
approach by the way of Tower street to Fourth street
On motion of ald Hayden the rules were suspended and the different gentlemen interested allowed to address the council
Mr B J ONeil president of the high bridge co then addressed the council and said his sentiments were well expressed
in the communication from the bridge co
Ex city engineer Tschirgi was called upon and stated that the city owned about 100 feet of ground east of the west
abuttment of the High Bridge leaving room enough for D B and N railroad Co to pass under the bridge if they so wished
also stated that it would cost about 800.00 to build a double culvert under the Dubuque Bridge companys track
Supt Barr and atty Longueville of the CB and N R R co stated that they intended to use all the rights granted to them by
the city in the time specified and also protested against the location of the west abuttment of the high bridge as it now
is
W L Bradley and Geo B Burch spoke in favor of having a roadway built to grade so as to cross over the bridge companys
track
J Rhomberg remonstrated against having the approach built via Bell and seventh streets as it would shut off connections
between his mill and the bridge companys track
Ald Rand moved that the seventh street route under the bridge companys track as reported by the committee be
adopted
