committee reported 241.36 due the city treasurer for interest paid by him on loan warrants 22.57 refunded tax to J L Hoor 4.00 for postage 3.78 refunded tax to Ed W Duncan 9.05 refunded tax to Silas Palmer On motion the report fo the committee was adopted and warrants ordered drawn to pay the same Ald Trexler chairman of the ordinance committee presented the ordinance to amend an ordinance entitled an ordinance providing for the cleaning of privy vaults cess pools and water closets etc and moved it be read by its title and put upon its final passage carried The recorder then read the claims reported that they had examined the work done on Grove Street by McCarten and found the macadam to be 11 11/15 inches deep and recommended that he be paid for said amount Lost by the following of J Schencker et al for abatement of nuisance on West Eagle Point Avenue Taht the city marshall be instructed to notify Mr Cushing that hereafter he must not empty any of his stable manure or distillery slops in the sewer that it is the sence of this board that the keeping of large numbers of cattle stabled on the premises is a nuisance and should be abated and that he be notified to that effect report adopted Ald Hayden also offered the following the board of health would most respectfully report that they had examined the stables on teh premises of John Glab east of the C M and St P tracks and found stabled therein 50 or 60 hogs the drainage from which empties into the eighth street sewer which eventually finds it wasy into the slough where numbers of men are employed pulling lumber from the water that said drainage is detrimental to the health of these men It is the sense of this board that the keeping of large numbers of hogs of cattle in this locality is a nuisance and that the marshall be instructed to notify Mr Glab to abate this nuisance report adopted Ald Doerfler chairman of the committee of the whole reported in favor of adopting the resolution for an the city council of the city of Dubuque That the city engineer be and is hereby instructed to prepare from actual survey a provile showing the established grade on West 17th street and also a profile showing the grade of said street when changed from the established grade of follows commencing at the intersection of 17th street and Clark street and running is now to strike the potter grade at Catherine street with a depression of not more than two feet between said points thence continuing up 17th street to a point four feet below the potter grade at the summit thence to cox street on the established grade Adopted by a unanimous vote Ald Hayden moved that the national demokrat be allowed a sum not to exceed 150.00 per year for printing the proceeding of the city council carried Ald of the whole Henry Riker et al stating that they would pay their respective share of the expense of a condemnation jury on the continuation of valley street referred to the committee of the whole Mrs John Buehler asking the council to redeem her home stead which was sold for taxes in 1885 referred to the committee on claims Mrs F Lensing for cancellation of taxes for 1886 on south half of lot 274 Mayor Voelker chairman of the special committee appointed to confer with the property owners along the line of the proposed approach to the high bridge a made the following report Your committee appointed to confer with the owners of property along the line of the proposed street or approach to the high bridge with a view of getting a reduction in the award of the jurors would respectfully Trexler having reduced the expense of opening said street from 1387.00 the award of the jurors to 774.75 a saving to the city of 612.25 of all which is respectfully submitted Chas A Voelker J W parker sufficient sum of money to pay the expenses of the city for the month of August Ald Hayden offered the following resolution which upon his motion was adopted Be it resolved that warrants be drawn in favor of the jurymen who served on the jury appraising the damges to opening an approach to the high bridge Ald Hayden offered the following resolution which upon his motion was adopted Be it resolved by the city council of the city of Dubuque that the city marshal be and is hereby instructed to kill and have killed by the police of the city all dogs and bitches not licensed according to the ordinances found in the city said killing to be done by shooting with shot guns and said shooting to be done from 3 oclock am to 5:30 am Ald Hayden offered the following resolution which upon his motion was adopted Be it resolved by the city council that the street commissioner be and is hereby instructed to construct a stone arched sewer on the north side of Eighth street between white and washington streets Ald Hayden offered the following resolution which upon his motion was adopted Be it resolved that the city council allow J B Flanagan 300.00 as part paymetn for services as assistant assessor and that a warrant for that amount be drawn in his favor Ald Parker offered the following resolution which upon his motion was adopted Ald hayden offered the following resolution resolution which upon his motion was adopted Be it resolved by the city council that Benj Jones be employed to furnish and hang inside half blinds in the no 2 engine house same as in no 1 house Ald Mulkern offered the following resolution which upon his motion was adopted Resolved by the city council of the city of dubuque that the sewer on the west side of Hill street from Harketts nursery north to where the same is arched be arched with stone also that the same sewer on the east side of Hill Street to Julien Avenue be arched with stone by the street commissioner under the supervision of the city engineer Ald Meyer offered the following resolution which upon his motion was adopted Be it resolved by the city council of the city of Dubuque that a stone crossing be placed on the North side of Eagle Point Avenue and white street and on the north side of Eagle Point Avenue and Jackson street and on the north side of Eagle point Avenue and washington streets Ald Meyer offered the following resolution which upon his motion was adopted Be it resolved by the city council of the city of Dubuque that the Minnesota and North Western Railroad company be instructed to build a stone culvert on the north side of Sanford and Elm Street under said companys track leading to couler creek Ald Trexler offered the following resolution which upon his motion was adopted Be it resolved by the city council of the city of Dubuque that the market master be instructed to sell the platform scales at the city hall and the mayor instructed to buy a suitable one in its place Ald doerfler offered the following resolution which upon his motion was adopted Be it resolved by the city council of the city of Dubuque that the city engineer be instructed to prepare plans and specifications for an arched sewer over couler creek from High to Sanford Streets along the line of the M and N W R R and that the street committee be authorized to negotiate for right of way with said company Ald Doerfler offered the following resolution and moved its adoption Be it resolved by the city council of the city of Dubuque that the arched sewer on south side of West Eagle Point Avenue be extended Doerfler Meyer and parker 3 Ald Mulkern offered the following resolution Resolved by the city council of the city of Dubuque that a sidewalk four 4 feet side of good two inch plank be within thirty 30 days of this notice constructed and laid crossways in conformity with the ordinance in relation to sidewalks on both side of West Fifth street between Nevada street and Delhi read where not already city council of the city of Dubuque that Seventeenth street from the alley between maple and cedar streets to sycamore street be graded guttered curbed and macadamized in conformity with the ordinance upon that subject that the city engineer be and is hereby directed to make the necessary plans and specifications for said improvement and the city recorder directed to give the proper notice for bids and proposals for the performance of the work the guttering curbing and macadamizing to be done at the expense of the abutting property owners adopted by the following vote ayes Ald Byrne doerfler plans and specifications for said improvements and the city recorder directed to give the proper notice for bids and proposals for the performance of the work the guttering curbing and macadamizing to 10 Nayes 0 Ald Mulkern offered the following resolution which was laid over from the regular meeting in July in order to allow abutting property owners time to appear and show cause if any they had why said resolution should not be adopted Resolved by the city council of the city of Dubuque that to pay for curbing guttering and macadamizing ninth street west of pine st by chas Steuck contractor in front of and adjoining the same a special tax be and is hereby levied on the several lots and parts of lots and parcels of real estate hereinafter named situated and owned and for the several Voelker in the chair Present Ald Byrne Doerfler Kenneally Kleinschmidt Meyers Mulkern Parker Rand and Trexler Ald Mulkern offered the following resolution which upon his motion was adopted Whereas the city council at the regular session in June 1887 appropriated 100.00 towards defraying the expense of celebrating the 4th of July in an appropriate manner and whereas the liberal donations of the citizens for that purpose and especially the citizens of the second ward was sufficient to pay all expenses incurred therefore be it resolved that the action of the city council in appropriating one hundred dollars fpr that purpose of helping defray the expenses on the 4th of July celebration be reconsidered and the same be turned into the city treasury Ald doerfler offered the following reolution which was referred to the committee of the whole Be it resolved by the city council of the city of Dubuque that the city engineer be and is hereby instructed to make a survey and plat of a proposed streetf rom Johnson Avenue to Kniest Street said proposed street being a continuation of Division Street to said Kniest street said plat and survey to show the lands and lots necessary to be taken in order to make said proposed street as wide as division street said plat also to show the names of the owners of lands to be taken and the quantity necessary for said purpose Ald Doerfler offered the following which was referred to the committee of the whole Be it resolved by the city council of the city of Dubuque that the city attorney be and is hereby instructed to confer with the owners of lots and real estate necessary to be taken for the purpose of extending division street from Johnson Avenue to Kniest street after a plat and survey of said proposed extension has been made by the city engineer and to report to the city council at its next regular session the amounts necessary to be paid to the abutting owners in order to obtain the necessary land for said proposed extension ald byrne offered the following your committee to whom the petition of H a Dean et al for the opening of a passage through lot 2 of lot 77 and 775 of McDaniels subdivision was referred would recommend that the prayer of the petition be not granted report adopted Ald Rand offered the following resolution and moved its adoption resolved by the city council of the city of Dubuque that the city recorder be and is hereby instructed to notify the city marshall to summon a jury to condemn the land necessary for the improvements of pickett street at the corner of alma stret according to the 14th street between main and clay street and high street from M and N W R R to Windsor Avenue Bid on 14th street bid on High Street Ald Mulkern moved that we reject both bids and do the work by day labor carried Ald Byrne moved that the old men who were unable to work with others on the streets be granted permission by the street commissioner and chairman on streets to break macadam for the use of the city carried ald Mulkern moved that the city engineer measure Mr Rodermans macadam on stafford avenue carried Ald Meyer moved to adjourn carried Attest John Stafford city recorder Special Session August 26th 1887 Mayor Voelker in the chair Present Ald Byrne Hayden Kenneally Kleinschmidt Mulkern Meyers parker Rand and Trexler The chair stated that the objected of the meeting was to consider the sewerage question Ald Parker offered the following resolution and moved its adoption Whereas an ordinance has been adopted providing for the construction of a sewerage system therefore be it resolved by the city council of the city of Dubuque that the main sewer from the outlet to 15th street be constructed in accordance with the said system and that the engineer in charge be and is hereby ordered to prepare the plans and specifications to be submitted to the committee on sewers and the council and if approved to be filled in the recorders office who shall advertise for proposals for doing the work ald Parker moved the rules be suspended and mr shields allowed to address the council carried A communication was read from the Dubuque Board of Trace urging the council to proceed with the consideration of the sewerage project Mr shields Mr Allison Dr Horr P W Crawford Jos Herod and Engineer Tschirgi addressed the council at length favoring the immediate construction of the sewer in the first district Ald Hayden moved to amend the resolution of ald Parker that a committee on sewers with power be appointed consisting of one ald from each ward to examine the plans and specifications now on file in the city engineers office and report to this council at a special session of the same carried The resolution as amended was then adopted the following Ald were then appointed as the committee on sewers Ald Byrne Hayden Trexler Parker and Doerfler Ald Meyers moved the rules be suspended and Mr Mark allowed to address the council carried Mr Mark then addressed the council stating that if the grade was continued on High as at present it would ruin his property Ald Trexler moved the matter be referred to the street committee and Eng to investigate as soon as Kleinschmidt Mulkern Rand Parker and Trexler The chair stated that the meeting was called for the purpose of hearing the repot of the committee on sewers Ald Byrne Chairman of the committee submitted the following report To the honorable mayor and city council of the city of Dubuque gentlemen your committee has carefully examined the plans of the proposed sewerage system the original having been approved by the city council in 1876 and their consulting engineer Mr Cheesborough of chicago and we find that the plans for the proposed system are identical except the sizes which are only designed for house drainage were approved by col Warring a sanitary expert Mr Tschirgi Jr has furnished your committee with specifications detail plans and estimates which your committee approve of and herewith present them recommending their adoption respectfully submitted Tom Byrne C D Hayden J W Parker and John Trexler Ald Hayden moved the rules be suspended and the en city engineer be heard carried Mr Tschirgi and also Mr Allison addressed the council after which the specifications for the sewer was read Ald Byrne moved the adoption of the report of committee carried by the following the city council of the city of Dubuque that the main sewer of the sewerage system of Dubuque be constructed Said sewer to commence at a point on the right bank of the Mississippi River 565 feet south of railroad avenue Thence along the levee or bank of the river to First Street Extension thence along the north side of First Street extension to First Street thence along the west side of the Ice harbor to third street thence along the 100 foot strip reserved by the city to the south line of the Dubuque harbor Improvement Company addition thence northerly to center of Seventh and Washington Street thence along Washington Street to Fifteenth Street and that the engineer shall prepare the Special Session August 30th 1887 Mayor Pro Tem Doerfler in the chair Present Ald Byrne Hayden
