grade on Alta vista street as a large number of the abutters objected to the change proposed report adopted Ald Rand reported on the petition of Chas Schriber and B F Davis for a water way on Grove Street as follows that the street commissioner be instructed to build a water way on said sufficient to carry off the water and that mr Schriber be notified to raise his wall report adopted Ald Mulkern chairman of the special committee of one alderman from each ward to whom was referred the bill of the key city gas co and john Pickley for the care an dlighting of the gas and gasoline street lamps in the city submitted the following report To the honorable mayor and city council of the city of Dubuque Gentlemen your committee to whom was referred the key city gas companys and JOhn Pickleys gasoline bill for lighting the lamps for the month of July 1887 beg leave to report that after careful investigation of the matter we find taht part of the key city gas cos contract withe the city is to light the gas lamps according to the Philadelphia schedule which provides for lighting the lamps every night in the month of July when there is no moon an extinguishing them when the moon rises at 3:45 am the number of hours of gas lignt for July being 145 - 30 we find that no lamps were lit from the 1st to the 12th inclusive nor from the 27th to the 31st inclusive leaving the city in darkness 14 nights or 48 hours and 15 minutes out of 145 hours and 30 minutes which they should be lit but were not if the Key city Gas company be held to their contract as others are and as all ought to be their bill for July for lighting lamps would stand as follows 227 gas lamps 145 hours and 30 minutes for July 87 at 208 1/3 would equal 472.91 less 48 hours and 15 minutes not lit equal 156.22 balance 316.10 Regular Session September 5th 1887 Mayor Voelker in the chair Present Ald Byrne Doerfler Hayden Kenneally Kleinschmidt Meyer Mulkern Rand and Trexler the efficiency of the police force and protection of life and property depend in a great measure on the manner in which the key city gas co performs their part of the contract as the lamplighter receives his insructions from the gas company when to light and existing wish the lamps and as the lamps are never lit on any night when the moon sets after 11:55 pm thus leaving the city in darkness four hours on such nights your committee can see but one of two ways to secure to the city their rights under their contract with the Key city gas co namely either to control the lighting of the lamps or deduct monthly from the gas companys bill a proportionate amount for lamps not lit the number of hours provided in the contract the failure of the key city gas co to comply with the terms of their contract applies equally to the gasoline lamps the number of hours they should be lit but were not being the same as the gas co 48 hours and 15 minutes Mr Pickleys bill corrected would stand as follows 219 lamps 145 hours and 30 minutes as 1.79 1/6 392.37 1/2 two new lamps at 5.00 10.00 total 402.37 1/2 less 48 hours and 15 minutes not lit 130.11 1/2 leaving a balance of 272.26 1/2 in addition to the above where there was one hundred lamps that after being lit went out the aggregate number of hours these 100 lamps should remain is equal to three lamps for the month of Juluy or 64.56 there was none or very little complaint made where new lamps were erected of which there is about 40 now in use your committee would respectfully recommend that the lighting of the city be thoroughly investigated with a view of substituting gas for gasoline lamps in every place where it can be done without imposing too heavy an expense upon the key city gas company Also as to whether it would be to the best interests of the city to replace the present old fashioned gasoline lamps now in use with the best and latests improved lamps and substitute iron for wooden lamp posts respectfully submitted John Mulkern D W Rand John Kleinschmidt thos Kenneally John Meyer Ald Hayden moved the recommendation of the committee be adopted carried A call for a convention to be held at Peoria Ill oct 11 1887 for the purpose of giving expression to the sentiment of teh people on the proposed improvement in connecting the waters of the Mississippi river with those of Lake michigan and asking that the city of Dubuque be represented was read and upon motion of ald Hayden the mayor was elected as a representative to said convention from dubuque the city to pay his expenses Ald Meyer moved that the ordinance committee be instructed to draft anordinance to amend the present ordinance in relation to sidewalks making it the duty of the marshal to see that sidewalks were laid within the required time carried Ald Mulkern moved that when we adjourn we adjourn to meet two weeks from next friday evening at 7?30 oclock carried Regular Session September 5th 1887 Mayor Voelker in the chair Present Ald Byrne Doerfler Hayden Kenneally Kleinschmidt Meyer Mulkern Rand and Trexler Resolutions Ald Hayden offered the following resolution which upon his motion was adopted Be it resolved by the city council of the city of Dubuque that the finance committee be and are hereby authorized to borrow sufficient funds about 4000.00 to meet the current expenses for the month of August Ald Mulkern offered the following resolution which upon his motion was adopted Whereas th ecity council of the city of Dubuque did at its regular session in July extend the time for the completion of the street railroad on High Street until the 9th day of september AD 1887 and whereas the said street railroad cannot be finished until the said street is properly graded which said grading has not yet been completed by the city now therefore be it resolved by the city council of the city of Dubuque that the time for the completion of said street railroad along high street be extended for 30 days after the grading along said street from the bridge to Johnson Ave shall have been completed by said city Ald Mulkern offered the following resolution which upon his motion was adopted Resolved by the city council of the city of Dubuque that the action of the said council at the August session 1887 granting to the Minnesota and Northwestern Railroad company the right to bridge the Peru Road where the track of said company crosses said road at the northern limits of the city be reconsidered Ald Mulkern offered the following resolution Resolved by the city council of the city of Dubuque that Hill street between Julien Avenue and West Fifth street be guttered and curbed in conformity with the ordinance upon that subject that the city engineer be and is hereby directed to make the necessary plans and specifications for said improvement will be necessary to have the following work done the preparation of a profile for each sewer with the detail drawing and specifications the readjustment of the grades and sizes of the sewers in district no 1 my price for doing this work also attending to getting bids and letting contracts also advising you up to and including letting contracts is 500.00 should you decide to have me readjust the sizes and grades of the sewers for the whole system as now laid out would do the additional work for the sum of 400.00 including all profiles survey drawings and specifications in the above work
