Ald Rand moved that Plan No 3 of the culvert under the Dubuque and Dunleith Bridge Cos track on the approach to the
High Bridge be adopted carried
Bids were opened for the construction of said culvert and read as follows Edward Blake design no 3 masonry 6.00 per
cubic yard grading 20 cents per cubic yard river 5 cents per ound total 2166.08
James Brophy excavation per cu yard 18 cents stone masonry 6.00 per cu yd temporary work Iron work per pound
total James Brophy being the lowest bidder Ald Hayden moved that he be awarded the contract and instructed the city
attorney to draw up the contract the work to be completed within six were after commencing carried
Ald Mulkern chairman of the committee on streets offered the following resolution which was laid over until the next
regular session and the city recorder instructed to notify the owners of property assessor to appear and show cause
if any they have why said resolution should not be adopted
Resolved by the city council of the city of Dubuque that to pay for curbing guttering and macadamizing Lake Street
from Couler Ave to M and N W R Cos track by the city of Dubuque contractor in front of and adjoining the same a
special tax be and is hereby levied on the several lots and parts of lots and parcels of real estate hereinafter named

Ald Hayden offered the following resolutions which upon his motion was adopted Be it resolved by the city council of
the city of Dubuque that in order to avoid the necessity of carrying over on the treasurers books from year to year
delinquent personel taxes which are uncollectable the city council hereby cancels all delinquent personel taxes
appearing on teh treasurers books from the year 1871 to 1881 inclusive which cannot be collected also cancel all
special taxes which owing to wrong assessment no record of work or from various other causes are uncollectable

of Dubuque that the city treasurers is hereby authorized to advertise in the official paper all delinquent personal taxes

Ald Hayden offered the following resolution which upon his motion was adopted be it resolved by the city council of
the city of Dubuque that the finance committee be empowered to borrow six thousand dollars 6000 to meet the monthly
current expenses
Ald Hayden offered the following resolution which upon his motion was adopted Be it resolved by the city council of
the city of Dubuque that the fire committee be and is hereby authorized to purchase one thousand feet of hose and
to sell the horse now in service at the no 2 engine house as recommended by the fire chief and to purchase a horse
more suitable for the work
Ald Trexler offered the following resolution which upon his motion was adopted by a unanimouse vote
Be it resolved by the city council of the city of Dubuque that the city recorder be and is hereby instructed to notify the
owners of the following described property to wit lots 203 204 and 205 east Dubuque Add and E M 1/4 of lot 505 to appear
at the next regular session of the city council at which session it is the intention of the city council to pass a resolution
ordering said lots to be filled up so as to prevent stagnant water from remaining there on and show cause why said
resolution should not be adopted
Ald Trexler offered the following resolution which upon his motion was adopted Resolved by the city council of the
city of Dubuque that the street commissioner be and is hereby instructed to build a culvert over Couler creek on 17th
street between sycamore and Cedar streets
Ald Trexler offered the following resolution Resolved by the city council of the city of Dubuque that the alley between
Jackson and Washington streets and between 17th and 18th streets be graded and macadamized in conformity
with the ordinance upon that subject that the city engineer be and he is hereby directed to make the necessary
plans and specifications for said improvement and the city recorder directed to give the proper notice for bids and
proposals for the performance of the work the macadqamizing is be done at the expense of the owners of abutting

city of Dubuque that a street crossing be placed at the south side fo seventeenth and jackson Streets and on the
north side of sixteenth and jackson streets
Ald Kleinschmidt offered the following resolution which upon his motion was adopted resolved by the city council
of the city of Dubuque that a stone crossing be laid on the south side of tenth and Iowa Streets
Ald Doerfler offered the following resolution which upon his motion was adopted Resolved by the city council of the
city of Dubuque that an arch stone sewer be constructed on Kniest Street from Eagle Point Ave to Lake Street and
from Lake Street along the line of Kniest street proceed across lot 2 of mineral lot 106 to intersect the culvert over couler
creek under the CMand St Paul Railroad track and that the city recorder be and is hereby directed to give the proper
notice for bids and proposals for the performance of the work according to the plans and specifications now on
file in the city engineers office
Ald Parker offered the following resolutions which upon his motion was adopted Resolved by the city council of the
city of Dubuque that the resolution passed at the september session to improve Hill Street be reconsidered and
that opening be made every 100 feet in teh arched sewer

the city of Dubuque that a stone crossing be placed across eighth street on the east side of bluff Street also that
Eighth street be repaired between main and bluff streets

Dubuque that the city engineer be and is hereby instructed to have all sidewalks laid within ten 10 days which
have been ordered since the first of april 1887 according to the ordinance upon that subject

five 5 of an ordinance granting rights and priveleges to the Dubuque Pontoon Bridge co to build a bridge over the

Be it resolved by the city council of the city of Dubuque that the following shall constitute and be denominated the
revised ordinances of 1887 of the city of Dubuque and shall be published in book form with an index as provided in
Section eight of the city charter and from and after such publication shall be in force and shall be received wtihout furtner
proof as presumptive evidence of such ordinances
Resolved further that all public or general ordinances or parts thereof not included in said revision shall be repealed
so far as they conflict with the provisions thereof but no fine foreiture penalty reight action suit or debt or other liability
whatsoever created instituted incurred or accrued by or under the same shall be released discharged annulled
appealed or in no wise affected but may be prosecuted recovered or enjoyed or any suit or other proceedings be
commenced or completed thereon as fully and in the same manner in all respects as if such ordinance or parts
thereof had remained in full force

Ald Mulkern presented the bill of Wm Rebman 48.67 for work done on West 17th street which was ordered paid
ald Kenneally moved that the market committee be instructed to advertise for bids for 40 cords of maple wood and
10 tons of nut coal carried
Ald Doerfler offered the following resolution which was referred to the special committee on gasoline lamps Be it
resolved by the city council of the city of Dubuque that a gasoline lamp be placed on the corner diagonal street
on broadway
The city attorney read an ordinance entitled an ordinance to amend an ordinance entitled an ordinance to provide
for constructing and maintaining a seperate system of sewerage for house drainage in the city of Dubuque and to
regulate the use of the same by private individuals
Ald Hayden moved the adoption of the ordinance carried
The ordinance was then read by its title after which it was adopted by the following vote

Ald Mulkern moved the profile and grade of the proposal sewer on Kniest Street as prepared by the city engineer
be adopted carried
Ald Mulkern read a proposition from the standard lumber co in regard to the improvement on commercial street
which was amended and referred back to the standard lumber co for their approval
Ald Rand moved the rules be suspended and ex ald Lillig allowed to address the council
Mr Lillig then addressed the council in regard to the grade on Lake st
Ald Mulkern moved the platt showing the proposed change of grade on Lake street be referrd to the street committee
and engineer the engineer to make a profile of Windsor Ave Stafford Ave and humboldt street to correspond with the
change on lake street carried
Ald Rand moved that the office of pound master be declared vacant carried
Ald Kenneally moved we proceed to ballot for a pount master carried
Ald Hayden and Kenneally were appointed as tellers
Thos Hackney received on the first ballot 3 votes and Spiegelhalter 4 votes Mr Spiegelhalter was declared
elected pound master
Ald Rand moved the council elect a hog weigher for the ensuing year carried
Frank Frick received 5 votes on the first ballott and Joe Straney 3 votes Mr Frick was declared elected as hog

Ald Byrne moved the council ballot for a clock winder carried Richards and rose on the second ballot received 4
votes R Kirmse 2 and Wormwood 1 Richards and Rose were declared elected
Ald Mulkern chairman of the committee on equalization of taxes stated that the tax books were now in the hands
of the auditor and all persons feeling agrieved would have to petition the city council
Ald Doerfler chairman of the committee of the whole stated that they had not taken any action on the salary of the
assessors
Ald Meyer offered the following resolution which upon his motion was adopted Be it resolved by the city council of
the city of Dubuque that the sum of Twenty Five hundred 2500 dollars be appropriated to pay the expenses of the
assessment
Ald Meyer moved that mr Pfiffner be paid 1000.00 Mr Sullivan 800.00 and Mr Flanagan 700.00
Ald Rand amended Ald Meyers motion as follows Mr Pfiffner to receive an 900.00 Mr Sullivan 900.00 and Mr Flanagan

The mayor stated that the object of the meeting was for the purpose of considering the action of the city council at the
last regular session in relation to the approach to the high bridge the Dubuque and Dunleith Bridge Co refusing to
appoint an engineer to superintendent the work
Ald doerfler moved we adjourn until next Thursday evening at 7:30 oclock when the city attorney will be able to give a
decided opinion in the matter carried
Ald Mulkern moved the mayor be instructed to stop work on the High Bridge approach until he received further notice
carried
the recorder then read upon motion of Ald Trexler a petition from Jos J Pfiffner claiming 1500.00 for his services as a
assessor
Mr Pfiffner stated that he would take no less than 1600.00

to provide suitable crossings and approaches on any street over which they had the right of way

The mayor stated that the object of the meeting was to consider the approach to the high bridge the acceptance of
the Gamewell Fire alarm system and the appointment of Hog weighers for the ensuing year
the city attorney stated that the mayor Alds Doerfler Hayden and himself had a conference with the directors of the
Dubuque and Dunleith Bridge Co and that they agreed to let the city proceed with the work and after the bridge
was done to keep the same in repair
Ald Hayden moved that the mayor be instructed to notify Mr Brophy to proceed with the work and the city engineer
instructed to give him the lines carried
Mr Brophy addressed the council in relation to the building the bridge under the direction of an engineer

Ald Hayden moved that the mayor notify the telephone co that their fire alarm service will be discontinued with after
Nov 1 1887 carried
city Hog Weigher Frick presented the names of his deputies as follows Third Ward Alex Gratz Fourth Ward chas
Pitschner Fifth Ward Wm Van Hallen all of whom were confirmed except Chas Pitschner of the Fourth Ward Wm
Hoskins was elected deupty for the fourth ward scales
The mayor read a petition from Nick Palen et al remonstrating against moving the scales from Eighteenth Street
and Couler Ave
Ald Trexler moved that the scales remain in the same place as last year carried
The mayor stated that he had discharged a policeman
Ald Hayden moved that the action of the mayor be approved carried
On motion the rules were suspended and mr Skemp allowed to address the council in regard to some changes
which the governor greys wanted to make in the drill room
On motion of Ald Doerfler the matter was referred to the committee on Public Grounds and Buildings with power
