WHEREAS, siblings of individuals with disabilities play an essential and often lifelong role in the
support, advocacy, and long-term stability and care of their brothers and sisters; and
WHEREAS, siblings frequently provide emotional support and practical assistance across the lifespan
while helping their brothers and sisters navigate education, healthcare, employment,
housing, and community life; and
WHEREAS, siblings are often the longest-lasting relationship in a person's life, continuing to provide
connection and support as families and service systems evolve; and
WHEREAS, siblings balance these responsibilities while pursuing their own education, careers, and
families, often without formal recognition or support; and
WHEREAS, recognizing and supporting siblings is an important part of strengthening whole-family
approaches to disability support, promotes inclusive communities, and contributes to
improved outcomes for individuals with disabilities across Dubuque and beyond, and
WHEREAS, siblings are a vital yet often unrecognized part of the support network that helps
individuals with disabilities live full and meaningful lives; and
WHEREAS, organizations such as the Supporting Illinois Brothers and Sisters (S.I.B.S.) work to
ensure siblings have access to peer support, education, leadership opportunities, and
community connections in the Dubuque area; and
WHEREAS, National Sibling Support Day provides an opportunity to recognize the contributions,
resilience, and dedication of siblings who play an essential role in the lives of individuals
with disabilities and their families.
NOW THEREFORE, I, BRAD M. CAVANAGH, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON
BEHALF OF THE CITY COUNCIL, STAFF, AND RESIDENTS OF DUBUQUE, DO HEREBY
PROCLAIM THE MONTH OF APRIL 2026 AS
"Sibling Support Day"
IN THE CITY OF DUBUQUE, IOWA.
IN WITNESS THEREOF, I have hereunto set my hand
