Assistant City Engineer Bob Schiesl is recommending City Council adopt the attached
resolution to accept the Public Improvement Construction Contract and to authorize the
final payment of the contract amount of$658,028.21 to Midwest Concrete, Inc., of
Peosta, IA, for the Chaplain Schmitt Island Trail Connection Project.

INTRODUCTION
The enclosed resolution provides for the acceptance of the Public Improvement
Construction Contract for the Chaplain Schmitt Island Trail Connection Project, lowa
DOT Project No. EDP-2100(704)--7Y-31.
BACKGROUND
In October of 2022 the City Council approved a funding agreement with the lowa
Department of Transportation to construct a 10-foot-wide multi-use trail along Admiral
Sheehy Drive from 16th street to the Veteran's Memorial on Chaplain Schmitt Island.
The funding agreement allowed the City of Dubuque to use $615,000 in a Community
Project Funding Grant resulting from the work of Congresswoman Ashley Hinson. The
project construction documents follow the lowa DOT Standard Specifications. The trail
project complements the design elements incorporated as part of the Veteran's
Memorial and the Chaplain Schmitt Island Development Master Plan. Engineering staff
coordinated with Leisure Services, and the DRA Chaplain Schmitt Island Development
team on the design of the trail and trailhead. The Engineering Department completed
the construction document development and was responsible for construction
administration and inspection.
DISCUSSION
The Chaplain Schmitt Island Trail Connection project provided for the installation of a
10-foot-wide multi-use trail along Admiral Sheehy Drive from 16t" street to the Veteran's
Memorial on Chaplain Schmitt Island and includes the following elements:
• Excavation to allow for the installation of the trail
• Installation of base stone for the trail
• Installation of a 10 foot-wide 6-inch thick concrete trail
• Installation of retaining walls needed due to topography to accommodate the trail.
This includes decorative railing matching what is used at the Veteran's Memorial.

• Installation of a 6-inch thick decorative concrete trail head plaza
• Installation of parking to accommodate ADA parking near the trail and trailhead.
• Installation of decorative lighting to illuminate the trail and trailhead.
• Installation of an emergency phone tower
• Restoration of disturbed area with topsoil and seed.
RECOMMENDATION
I recommend that the City Council accept the Public Improvements and authorize the
payment of $658,028.21 to Midwest Concrete, Inc. of Peosta, lowa for the Chaplain
Schmitt Island Trail Connection Project.

REQUESTED ACTION
The City Council is requested to adopt the attached resolution to accept the Public

Schmitt Island Trail Connection Project.

RESOLUTION NO. 105-26
ACCEPTING THE CHAPLAIN SCHMITT ISLAND TRAIL CONNECTION PROJECT
AND AUTHORIZING FINAL PAYMENT TO THE CONTRACTOR
WHEREAS, the Chaplain Schmitt Island Trail Connection Project (the Project)
which included the installation of a ten -foot wide six -inch -thick concrete trail; and
WHEREAS, the Public Improvement Contract for the Project has been completed
by the contractor, Midwest Concrete, Inc. (Contractor), and the City Engineer has
examined the work and recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $658,028.21; and
WHEREAS, the Contractor has previously been paid $638,287.36, leaving a
balance of $19,740.85; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the Project
is hereby accepted.
Section 2. The Chief Financial Officer is hereby directed to pay the balance of the
retainage of $19,740.85 as provided in Iowa Code Chapter 573, and to pay such
retainage in accordance with the provisions of Iowa Code Chapter 573 or Iowa Chapter
26.13.

The undersigned City Engineer of the City of Dubuque, lowa, hereby certifies that
he has inspected the Chaplain Schmitt Island Trail Connection Project and work has
been performed in compliance with the terms of the Public Improvement Contract, and
that the total cost of the completed work is $ 923,156.25.
