Assistant City Engineer Robert Schiesl is recommending City Council grant preliminary
approval of the construction plans, specifications and the estimated construction
amount of$257,000; and establish April 20, 2026, as the date of the public hearing; and
hereby authorized to advertise for bid proposals for the 2026 Public Works Asphalt
Overlay Program, Sidewalk Curb Ramp Project - Bid Package 4, through adoption of
the attached resolution.
The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid
Package 4 will provide for the replacement of 38 access curb ramps, adjacent street
pavement work, curb and gutter replacement, sidewalks, 2 storm sewer intakes and
landscape restoration work. This project is in coordination with the Public Works Asphalt
Overlay program at the following locations:
• Stafford Street from E. 22nd Street to Garfield Avenue - 8 Ramps
• Humboldt Street from High Bluff Street to Garfield Avenue - 5 Ramps
• Schiller Street and GarField Avenue Intersection - 2 Ramps
• Farley Street and High Bluff Street Intersection - 4 Ramps
• Fengler Street from High Bluff Street to Garfield Avenue - 3 Ramps
• Ann Street and Garfield Avenue Intersection - 4 Ramps
• Dock Street from Rhomberg Avenue to Garfield Avenue - 5 Ramps

INTRODUCTION
This memorandum requests the City Council approval and authorizes the initiation of
the public improvement construction bidding process and sets a public hearing date for
April 20, 2026, for the 2026 Public Works Asphalt Overlay Program, Sidewalk Curb
Ramp Project - Bid Package 4.
BACKGROUND
Since 1990, the City of Dubuque has installed pedestrian access ramps around the City
of Dubuque to conform with the American with Disabilities Act (ADA). The pedestrian
access ramps allow people with mobility challenges to access the City's sidewalk
system. The design standards for these ramps have evolved over time as more ramps
have been installed and standards have changed.
Since 2011, The City of Dubuque follows the Proposed Accessibility Guidelines for
Pedestrian Facilities in the Public Right-of-Way (PROWAG) standard. These are the
most current standards to use for facilities in public right-of-way and addressed issues
brought up since the original ADA standards were developed. Both the lowa
Department of Transportation (lowa DOT) and the Federal Highway Administration
(FHWA) adopted PROWAG and require all cities that receive federal or state funding to
follow these standards.
DISCUSSION
The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid
Package 4 will provide for the replacement of 38 access curb ramps, adjacent street
pavement work, curb and gutter replacement, sidewalks, 2 storm sewer intakes and
landscape restoration work. This project is in coordination with the Public Works Asphalt

RECOMMENDATION
I recommend preliminary approval of the proposed plans, specifications, form of
contract and construction estimate for the 2026 Public Works Asphalt Overlay Program,
Sidewalk Curb Ramp Project - Bid Package 4. I further recommend establishing the
date of the public hearing and authorizing the Engineering Department to advertise for
bids for the project.
BUDGET IMPACT
The estimate of probable cost for the 2026 Public Works Asphalt Overlay Program,
Sidewalk Curb Ramp Project - Bid Package 4 is summarized in the following table:

SIDEWALK CURB RAMP PROJECT - BID PACKAGE 4
PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT,
AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; AND
ORDERING THE ADVERTISEMENT FOR BIDS
WHEREAS, the 2026 Public Works Asphalt Overlay Program, Sidewalk Curb
Ramp Project - Bid Package 4 will include providing all labor, equipment, and materials
to install 38 ADA accessible curb ramps along Stafford Street, Humboldt Street, Schiller
Street, Farley Street, Fengler Street, Ann Street, Dock Street, Marshall Street and
Decatur Street. In relation to the curb ramp work, adjacent pavement, sidewalks, storm
sewer and landscape restoration work.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost for the
2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid Package
4 in the estimated construction amount $257,000, are hereby preliminarily approved and
ordered filed in the office of the City Clerk for public inspection.
A public hearing will be held on the 20th day of April, 2026, at 6:30 p.m. in the
Historic Federal Building Council Chambers 350 W. 6th Street, Dubuque, Iowa, at which
time interested persons may appear and be heard for or against the proposed plans and
specifications, form of contract and estimated cost of said Project, and the City Clerk be
and is hereby directed to cause the attached notice of the time and place of such hearing
to be published in a newspaper having general circulation in the City of Dubuque, Iowa,
which notice shall be published not less than four days nor more than twenty days prior
to the date of such hearing. At the hearing, any interested person may appear and file
objections to the proposed plans, specifications, form of contract, or estimated cost of the
Project.
The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project -
Bid Package 4, is hereby ordered to be advertised for bids for construction.
The amount of security to accompany each bid shall be in an amount which shall
conform to the provisions of the Notice to Bidders hereby approved.
The City Engineer is hereby directed to advertise for bids for the construction of
the improvements herein provided, by publishing the Notice to Bidders to be published
on the City of Dubuque website and a contractor plan room service with statewide
circulation, which notice shall be published not less than thirteen but not more than forty-
five days before the date for filing bids before 2:00 p.m. on the 23rd day of April, 2026.
Bids shall be opened and read by the City Clerk at said time and will be submitted to the
City Council for final action at 6:30 p.m. on the 4th day of May, 2026, in the Historic Federal
Building Council Chambers 350 West 6th Street, Dubuque, Iowa.

hear the plans, specifications, form of contract and estimated cost for the 2026 Public
Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid Package 4.
Scope of project: The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb
Ramp Project - Bid Package 4 will provide for the replacement of 38 access curb ramps,
adjacent street pavement work, curb and gutter replacement, sidewalks, 2 storm sewer
intakes and landscape restoration work.
At the meeting, the City Council will receive oral and written comments from any
resident or property owner of said City to the above action. The official City Council
agenda will be posted the Friday before the meeting and will contain public input
