Improvement Construction Contract for the 2026 Public Works Asphalt Overlay
Program, Sidewalk Curb Ramp Project - Bid Package 3 to Midwest Concrete, Inc in the
amount of$264,271.00 through adoption of the attached resolution.
The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid
Package 3 will provide for the replacement of 45 access curb ramps, adjacent street
pavement work, curb and gutter replacement, sidewalks, 1 storm sewer intake and
landscape restoration work. This project is in coordination with the Public Works Asphalt
Overlay program at the following locations:
• 2gt" St. from Jackson St. to Washington St. - 6 Ramps
• 2gtn St. from Jackson St. to Washington St. - 8 Ramps

INTRODUCTION
The purpose of this memorandum is to provide the City Council with information related
to the recommendation for awarding the Public Improvement Construction Contract for
the 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid
Package 3.
BACKGROUND
Since 1990, the City of Dubuque has installed pedestrian access ramps around the City
of Dubuque to conform with the American with Disabilities Act (ADA). The pedestrian
access ramps allow people with mobility challenges to access the City's sidewalk
system. The design standards for these ramps have evolved over time as more ramps
have been installed and standards have changed.
Since 2011, The City of Dubuque follows the Proposed Accessibility Guidelines for
Pedestrian Facilities in the Public Right-of-Way (PROWAG) standard. These are the
most current standards to use for facilities in public right-of-way and addressed issues
brought up since the original ADA standards were developed. Both the lowa
Department of Transportation (lowa DOT) and the Federal Highway Administration
(FHWA) adopted PROWAG and require all cities that receive federal or state funding to
follow these standards.
DISCUSSION
The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid
Package 3 will provide for the replacement of 45 access curb ramps, adjacent street

BID RESULTS
The City received sealed bids on March 26, 2026, for the 2026 Public Works Asphalt
Overlay Program, Sidewalk Curb Ramp Project - Bid Package 3. Midwest Concrete, Inc
submitted the low base bid in the amount of $264,271.00 which is 11.1% below the
estimate of probable cost. A summary of the bid proposals received is as follows:

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE 2026 PUBLIC WORKS
ASPHALT OVERLAY PROGRAM, SIDEWALK CURB RAMP PROJECT - BID
PACKAGE 3
WHEREAS, sealed proposals have been submitted by contractors for the 2026
Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid Package 3,
(the Project) pursuant to Resolution No. 65-26 and Notice to Bidders published on the
City of Dubuque, Iowa website and plan room service with statewide circulation on the 6th
day of March 2026; and
WHEREAS, said sealed bid proposals were opened and read on the 2611 day of
March 2026 and it has been determined that Midwest Concrete, Inc of Peosta, IA, in the
bid amount of $264,271.00, is the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
SECTION 1. That a Public Improvement Contract for the Project is hereby awarded
to Midwest Concrete, Inc and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
