Andy Butler of Dubuque Forward has approached the City with a concept to light the
Town Clock. This would be through funding and efforts led by Dubuque Forward with
the City being the recipient of the proposed improvements.
Park and Recreation Director Matt Kalcevich advises, "That after several meetings and
discussions of Dubuque Forward and City staff, which included a lighting designer and
potential contracting partner, the city expanded conversations to include multiple
departments to review the concept. The feedback about this concept has been positive.
However, several areas of concern need to be evaluated including the provision of
power, sensitivity with installation, availability of replacement parts, light pollution, and
the warranty." It is anticipated that these can be quickly resolved.
A vote of support by the City Council would allow work on the project to proceed, in
relation to a timeline requested by Dubuque Forward to possibly have the project ready
to be fully activated by July 4, 2026. While any delay would miss the July 4 target date,
the project could proceed at a slower pace.
Asssistant City Planner Chris Happ Olson advises, "When time is allowed, we would
take something as visually prominent as this to our Historic Preservation Commission
for an advisory review, as it is on a City structure and a visible icon from the downtown
and bluff neighborhoods, although the structure is in no formal district that would trigger
this type of historic review. The timing to go to City Council by April 6 doesn't support
such a review, as the Commission already met in March.
"In my opinion, whether this structure is considered to be National Register eligible
would be debatable. Erring on the side of caution, when I review this, the nature of the
work proposed does not appear to visually change the physical structure, other than its
visibility at night. When combined with the proposed modification's reversibility, the
change appears to have negligible impact on that resource."
"Based on this, I feel that staff review, with no adverse effect on a potentially historic
structure, is sufficient."

Consistent with the proposal from Dubuque Forward, Dubuque Forward would be
responsible for all implementation expenses and would purchase spare replacement
parts for city inventory. The city would then be responsible for all maintenance and
electrical expenses. The maintenance and electrical expenses are anticipated to be
minimal for the foreseeable future.
I respectfully recommend Mayor and City Council authorization to proceed with this
project and authorization to sign the final agreement that will be completed soon,
consistent with the described understanding, so the project can be completed by July 4,
2026.

INTRODUCTION
This is a request for support from the City Council to proceed with planning and the
structuring of a formal agreement with Dubuque Forward to provide support for a
project to light the Town Clock located Downtown on Main Street.
BACKGROUND
In the Fall of 2025, Dubuque Forward approached the City with a concept to light the
Town Clock. This would be through funding and efforts led by Dubuque Forward with
the City being the recipient of the proposed improvements.
After several meetings and discussions of Dubuque Forward and City staff, which
included a lighting designer and potential contracting partner, the city expanded
conversations to include multiple departments to review the concept.
DISCUSSION
This idea has been part of a review by various city departments going back over 10+
years. The feedback about this concept has been positive. However, several areas of
concern need to be evaluated including the provision of power, sensitivity with
installation, availability of replacement parts, light pollution, and the warranty.
A vote of support by the City Council would allow work on the project to proceed, in
relation to a timeline requested by Dubuque Forward to possibly have the project
ready to be fully activated by July 4, 2026.
Dubuque Forward would be responsible for all implementation expenses and would

purchase spare replacement parts for city inventory. The city would then be
responsible for all maintenance and electrical expenses. The electrical expenses are
anticipated to be minimal. Staff are seeking authorization to sign the final agreement,
consistent with this understanding, so the project can be completed by July 4, 2026.
ACTION REQUESTED
I respectfully request City Council support of this action to work toward finalizing an
agreement and therefore empowering city staff to conduct the required assessment
and planning of logistics for the lighting of the Town Clock, in full connection with the
proposal by Dubuque Forward.

1. Project Overview
Dubuque Forward has initiated a design study to illuminate the historic Town Clock on Main Street.As a
longstanding landmark and visual anchor of downtown,the Town Clock serves as a symbol of the community;
enhancing its presence at night will create a meaningful visual impact for both residents and visitors.
To advance this effort, Dubuque Forward has partnered with CSLA Lighting,the design team behind the
successful illumination of the former St. Mary's steeple—now known as Steeple Square.Their proven
experience ensures a thoughtful, high-quality lighting approach that highlights the Town Clock's historic and
civic importance.
1.1.1. The Ask
Dubuque Forward will lead the efforts to raise private funds to pay for the material and labor needed
to install the lighting as outlined in the following material. It is estimated that the cost of the project
will be approximately$85,000. Dubuque Forward will purchase "attic stock"for the fixtures,
controllers and power supplies to ensure any maintenance or replacement is done with like kind and
quality of material.
Upon completion,the completed project will be turned over to the city.
The city will then be responsible for the ongoing utility costs and maintenance. A&G has compiled
an estimate of ongoing utility costs based on the fixtures being used. This estimate is included in the
supporting documentation and is anticipated to be less than $500 per year.
The goal is to complete the project so that a Grand Lighting Ceremony can be held the weekend of
July 4th. The timing is tight but very doable with all of the public and private teams working closely
together.

• A&G Electric shall have the option to withdraw this proposal if not accepted within 10 days from its

• Due to circumstances out of our control and the volatility in material and equipment costs,as well as
delivery dates, because of unforeseen events,such as strikes/disruptions in the transportation sector,
natural disasters,and changes in law(for example,tariffs),our pricing is based on current market
conditions at the time of this proposal. Should our costs increase or delivery dates change as a result of
such events,we reserve the right to adjust the contract price and/or receive an extension of time due to
delayed delivery dates accordingly.
• Due to the effects of COVID-19 and the threat of other future pandemics, material lead time, material
pricing,and manpower scheduling is subject to change in the event of adverse situations caused by
pandemic effects.We appreciate your business and will work closely with you to minimize any possible
impacts to your project.
PROPRIETARY INFORMATION:
• Estimate pricing, part numbers,scope of work,and/or engineering are proprietary and shall be
considered confidential between A&G Electric and the intended recipient of these documents.
EXCAVATION:
• A&G Electric is not responsible for any excavation or excavated areas unless specifically included within
the scope of work.
o If excavation is specifically included,this proposal is based on normal soil conditions for
trenching,augering and/or excavation.
■ If anything besides normal soil conditions is encountered (such as contamination, rock,
debris,old foundations, high water, or unstable soil conditions) additional charges will
be added respectively.
o All excavation spoils are to remain on site.
■ If specifically included within scope of work,any removal is based on CLEAN,
uncontaminated soil.
• Remediation,special hauling fees,treatment charges,or special permits
relating to contaminated soils is not included.
GENERAL:
• Unless otherwise noted,this estimate is subject to this TERMS AND CONDITIONS SECTION.
o A&G Electric reserves the right to increase said estimate accordingly to reflect the market rates
on the day of receipt of the Purchase Order if beyond the quote expiration date.
• Work is to be performed during a standard 8-hour workday between 7:00 AM and 3:30 PM, Monday
through Friday.

TERMS:
• A deposit of 50%of the estimated price is required at the time of purchase for all orders 2 500.00 and
above. This deposit will be applied to the final invoice.
• Payments are due every 30 days as the work progresses. A 1.5%service charge will be applied to all
outstanding account balances over 30 days past due.
PRE-LIEN NOTICE OF RIGHT TO CLAIM A MECHANIC'S LIEN:
• We are looking forward to a successful project, and we promote communication and cooperation to avoid
misunderstandings or disputes. Pursuant to lowa Code Chapter 572,this notice serves as a pre-lien
notification to inform you that A&G Electric is providing labor, materials,or services for the improvement
of the property listed above. This notification preserves our right to file a mechanic's lien against the
property should payment not be received as agreed.

When time is allowed,we would take something as visually prominent as this to our Historic Preservation
Commission for an advisory review, as it is on a City structure and a visible icon from the downtown and bluff
neighborhoods, although the structure is in no formal district that would trigger this type of historic review.The
timing to go to City Council by April 6 doesn't support such a review, as the Commission already met in March.
In my opinion,whether this structure is considered to be National Register eligible would be debatable. Erring on
the side of caution,when I review this,the nature of the work proposed does not appear to visually change the
physical structure, other than its visibility at night.When combined with the proposed modification's reversibility,
the change appears to have negligible impact on that resource.
This is the area of the code where this type of project comes under review:

M. Powers: The commission has the following powers, duties, and responsibilities:
15. To serve as an advisory design review body to the city council for review of public works
projects which have historic preservation implications in historic districts, individually designated
historic properties, or for alteration of landmarks, landmark sites or structures, that would result in a
material change in appearance or be visible from the public way.
16. To serve as an advisory review body to the city council for the review of public planning,
design, construction, and maintenance needs in conservation planning areas upon request from the
city council. (Ord. 40-15, 6-1-2015; amd. Ord. 31-24, 6-17-2024)
Based on this, I feel that staff review,with no adverse effect on a potentially historic structure, is sufficient.

Dubuque Forward has been working on an initiative that was originally envisioned b Nelson Klavitter to
light the Town Clock. The attached proposal outlines the ask, the timelines, the team involved, and the
work that's been done to date.
Our goal is to have a grand lighting ceremony the weekend of July 4. That schedule is very tight, but also
very doable if we work together to get this done.
After you've reviewed the proposal, please let me know if you have any questions. Obviously, city
planning, engineering, and historical reviews all need to happen in addition to council
approval. Dubuque Forward is prepared to move ahead quickly so it would be fantastic if this was
something that could make it to the April 6 Council agenda. This project will highlight an amazing
element of Dubuque and be additive to all of the activity under way.
