Commissioner Ron Vaughn seconded the motion. The motion passed unanimously. RECOGNITION None. ITEMS SET FOR PUBLIC HEARING None. PUBLIC HEARING. None. PUBLIC INPUT None. ACTION ITEMS 1. Ground Transportation Agreement: Commissioner Mike Phillips moved to approve Resolution No. A2026-1, Approving Off-Airport Ground Transportation Agreement with Anaman Concierge Services. Commissioner RJ Blocker seconded the motion. The motion passed unanimously. 2. FFY 2027 Federal Aviation Administration Airport Capital Improvement Program Application: Commissioner Bob Woodward moved to approve Resolution A2026- 3, Endorsement of Federal Aviation Administration Airport Capital Improvement Program Application for the Dubuque Regional Airport Commission. Commissioner Mike Phillips seconded the motion. The motion passed unanimously. Note: Motion approved FFY2027-2031. Page 32 of 2358 3. Runway Markings Improvement Closeout: Commissioner Ron Vaughn moved to approve Resolution A2026-2, Closing the Runway Markings Improvement Project. Commissioner RJ Blocker seconded the motion. The motion passed unanimously. Note: Motion approved actual construction costs under budget impact, not estimated. STAFF MEMBER REPORTS Airport Director Todd Dalsing provided: 1. Statistics 2. Budget Summary 3. Invoice Summary 4. Air Service Update: Sun Country has upcoming charters scheduled; Airport has not received the January MRG yet, but Denver Air ceased operations on January 15, 2026. 5. General Aviation Update: July 3rd Airshow, NATA in July, and MLB in August 6. Airport Projects Update: Updates on Taxiway and GAApron projects 7. Correspondence received since the previous Airport Commission meeting COMMISSIONER MEMBER REPORTS 1. Commissioner Bob Woodward spoke on the Standardizing Permitting and Expediting Economic Development (SPEED) Act. It is currently not applicable to the Dubuque Regional Airport. 2. Commissioner Mariann Kurtz Weber spoke as a DBQ Air board member and referenced materials provided in the Commission packet. She informed the Commission that the FOIA requests were fulfilled, the City followed lowa statutes and process before release, and it was not within Commission power. She also spoke about the reference of excess funds: the money the Airport was expecting but didn't come in prior to the end of the fiscal year, but will come in the current fiscal year and will be returned to the general fund for the City, not Airport revenues. NEXT COMMISSION MEETING The next scheduled Commission meeting is February 24, 2026. Commissioner Mike Phillips moved to adjourn the meeting at 4:51 p.m. Commissioner Ron Vaughn seconded the motion.
