AIRPORT COMMISSION MINUTES
Commissioner RJ Blocker moved to approve the Airport Commission Minutes of January
27, 2026. Commissioner Bob Woodward seconded the motion. The motion passed
unanimously.
RECOGNITION
None.
ITEMS SET FOR PUBLIC HEARING
1. TSA Terminal Lease Renewal: Commissioner Bob Woodward moved to approve
Resolution A2026-5 Setting Public Hearing on Proposed Lease with General
Services Administration (TSA) and the Dubuque Regional Airport. Commissioner
RJ Blocker seconded the motion. The motion passed unanimously.
2. Reconstruct GA Apron — Phase 2: Commissioner RJ Blocker moved to approve
Resolution A2026-4 Preliminary Approval of Plans, Specifications, Form of
Contract and Estimated Cost; Setting Date of Public Hearing on Plans,
Specifications, Form of Contract and Estimated Cost; and Ordering the
Advertisement for Bids for Reconstruct General Aviation (GA) Apron Project —
Phase 2. Commissioner Bob Woodward seconded the motion. The motion passed
unanimously.

Airport Director Todd Dalsing provided:
1. Statistics

4. Air Service Update: DBQ Air continues to meet.
5. General Aviation Update: Airport staff continue to work on construction plan for
Summer 2026 and participate in MLB meetings for August event. lowa Public
Airport Association event scheduled for April 2026. Anaman Concierge Services
begins March 1, 2026.
6. Airport Projects Update
7. Correspondence received since the previous Airport Commission meeting
COMMISSIONER MEMBER REPORTS
1. Commissioner Mariann Kurtz Weber thanked everyone at the Airport for their
service, and stated DBQ Air continues to meet weekly with consultant and
continues working to bring service back to DBQ.
NEXT COMMISSION MEETING
The next scheduled Commission meeting is March 24, 2026.
Commissioner RJ Blocker moved to adjourn the meeting at 4:00 p.m. Commissioner Bob
Woodward seconded the motion.
