Regular Meeting
Commissioners Present: Addison ARONSON; David BARBA; Gail CHAVENELLE;
Shirley DAVIS-ORWOLL; Doug DONALD; Nick HALDER (chair)
Commissioners Absent: Jessica OCHOA
Staff Present: Bonnie SPURLING (Arts & Cultural Affairs Manager)
Public Present:
1. Call to Order/Assurance of lowa Open Meeting Compliance
HALDER called the meeting to order following staff assurance of lowa Open
Meeting compliance at 3:34 PM.
2. Roll Call
Roll call took place for current Commissioners to welcome new Commissioner
ARONSON.
3. Oath of Office
The oath of office was skipped for ARONSON because the City Clerk's
Office administered it prior to the Commission's meeting.
4. Review and Approve Minutes from December 16, 2025.
DAVIS-ORWOLL motions to accept minutes, DONALD seconds. No further
discussion. Vote 5 in favor (BARBA; CHAVENELLE; DAVIS-ORWOLL;
DONALD; HALDER ), 1 abstain (ARONSON)

5. Status Reports from Staff for Review and Acceptance
SPURLING reported that the Art on the River artist submissions have closed
with 53 applications from 40 artists that represented 12 States. Jurors are
currently reviewing the submissions with recommendations being made at the
February Commission Meeting
FY'27 grant programs are currently finalized with information being released to
the public on March 6, 2026 for the Operating Support Grant and March 27,
2026 for the Capacity Building Grant.
6. Updates from Master Plan Working Groups
Nothing new to report currently.
7. Old Business
Nothing new to report currently.
8. New Business
a. Commission Goals
An initial discussion took place among the Commissioners to share the
City's process for Commissions to identify their annual initiatives and
successes. Previous years' forms were shared for reference.
Commissioners shared thoughts and agreed to continue the conversation at
upcoming meetings ahead of the form needing to be submitted in June
2026.

Nothing new to report currently.

Nothing new to report currently.
11.Adjourn
Adjournment motioned by BARBA seconded by DONALD at 4:56PM.
