Regular Meeting
Commissioners Present: Addison ARONSON; David BARBA; Gail CHAVENELLE;
Shirley DAVIS-ORWOLL; Nick HALDER (chair)
Commissioners Absent: Doug DONALD
Staff Present: Bonnie SPURLING (Arts & Cultural Affairs Manager)
Public Present:
1. Call to Order/Assurance of lowa Open Meeting Compliance
HALDER called the meeting to order following staff assurance of lowa Open
Meeting compliance at 3:44 PM.
2. Roll Call
Roll call took place for current Commissioners to welcome new Commissioner
ARONSON.
3. Review and Approve Minutes from January 27, 2026.
CHAVENELLE motions to accept minutes, ARONSON seconds. No further
discussion. Vote unanimously passed.
4. Status Reports from Staff for Review and Acceptance
SPURLING reported that the FY'27 grant programs are currently finalized with
information being released to the public on March 6, 2026, for the Operating
Support Grant and March 27, 2026, for the Capacity Building Grant. The
reviewers have been identified and gone through training.

The Creatives Cafe planning committee met to discuss the format for upcoming
events, as well as the schedule. The conversation will continue at their next
meeting.
Spurling reported on the resignation of Arts & Cultural Affairs Advisory
Commissioner Jessica Ochoa.
5. Updates from Master Plan Working Groups
Nothing new to report currently.
6. Old Business

Nothing new to report currently.
7. New Business
a. 2026-2027 Art on the River Selections
SPURLING presented the 11 selected pieces, as well as the 4 alternates, as
identified by the review panel for the 2026-2027 exhibition, Stillness in the
Driftless.
CHAVENELLE motions to accept minutes, DAVIS-ORWOLL seconds. No
further discussion. Vote unanimously passed.

Nothing new to report currently.
