APPROVED MINUTES OF CABLE TV COMMISSION MEETING
4:30 p.m., Feb. 17, 2026

MEMBERS PRESENT: Tom Eckerman Georgina Guerrero Galvan, Pauline Maloney,

Chair R. Tigges called the meeting to order at 4:35 p.m.
Acceptance of Agenda
• Upon a motion by Eckerman, seconded by Guerrero Galvan, the agenda was
accepted by a vote of 5-0.
Approval of Minutes of Dec. 17, 2025, Meeting
• Upon a motion by Maloney, seconded by J. Tigges, the minutes from the Dec.
17, 2025, meeting were accepted by a vote of 5-0.
Election of Officers
• Upon a motion by J. Tigges, seconded by Eckerman, Maloney was nominated as
chair and Guerrero Galvan was nominated as vice chair. The motion was
approved 5-0 and Maloney assumed the chairperson role from R. Tigges
effective immediately.
Public, Educational, and Government (PEG) Access Channel Operator Yearly
Reviews:
• Governmental & Public Access Channels: City of Dubuque
Carner addressed the commission and summarized the annual report for 2025
programming (see attached) she submitted on behalf of the City of Dubuque
related to the two government access channels and the public access channel
the City operates. Highlights of the report included that the City aired 102 shows
totaling nearly 113.5 hours of engaging governmental access content on

CityChannel Dubuque in 2025, while also maintaining a graphics channel that
features the NOAA radio broadcast for the Dubuque area. Regarding the public
access channel, Carner reported the City received 119 programs from seven
community producers, leading to nearly 92 hours of newly produced public
access programming. Carner noted that several of the new programs were
produced by recent recipients of the Community PEG Equipment Grant
program.Carner concluded her report by showing a video of samples of 2025
programming on CityChannel Dubuque. Additional details are available in the
attached programming report.
• Educational Access Channel: Dubuque Community School District
Michael Lawrence from the Dubuque Community School District addressed the
commission and summarized the district's annual programming report for the
DBQ Schools TV PEG channel for 2025. His report referenced the 78 original
programs produced and broadcasted. He mentioned that the content was
produced using equipment funded by PEG and noted that this equipment, some
of which was acquired many years ago, is still in use Lawrence concluded his
report by showing a video of samples of 2025 programming on DBQ Schools TV.

• Educational Access Channel: Loras College
Craig Schaefer from Loras College spoke to the commission about the annual
programming report for The Source, the higher education PEG channel operated
by Loras College. The submitted report lists over 70 programs produced and
broadcast in 2025. Schaefer also highlighted the equipment used by students
and the wide variety of programming produced, including athletic events,
narrative short films, documentaries, promotional videos, public service
announcements, talk shows, experimental pieces, and profile series. He also
shared that the equipment provided through PEG funds is utilized by generations
of students, and noted that some of the equipment received 17 years ago
remains in use. Schaefer concluded his report by showing a video of samples of
2025 programming on The Source. Additional details are available in the
attached programming report.
• Commissioners commented on the everyday use of the equipment, noting the
programs represent the purpose and intent of the PEG access channels and
support. J. Tigges also requested staff broadcast the three videos shown at the
meeting on PEG channels.Following a motion by R. Tigges and a second by J.
Tigges, the commission voted to accept the annual reports 5-0.
Channel Operator Grant Application Reviews
• DBQ Schools TV Educational Access Channel: Dubuque Community
School District
The commission reviewed and discussed the school district's application for

$32,735.46 to purchase 46 pieces of equipment, including three cameras,
lenses, microphones, and related accessories for multi-camera productions
throughout the year. Lawrence responded to several questions from
commissioners related to the equipment. R. Tigges asked for clarification
regarding how live equipment would integrate with existing video gear. Following
a motion by J. Tigges and second by Guerrero Galvan, the commission voted 5-0
to recommend the applicant be awarded $32,735.46 plus up to 10% of that
amount if needed for shipping and handling and price variations since the
application was submitted.
• Shared Educational Access Channel: Loras College
The commission reviewed and discussed Loras College's application for $67,832
for equipment for narrative/documentary production and sports production. The
application includes 71 pieces of equipment, including six cameras and related
accessories, a switcher, and intercom system. Schaefer responded to several
questions from commissioners on the details of the request. R. Tigges inquired
about Loras' cabling infrastructure and Schaefer confirmed that they have
infrastructure to support the requested equipment. General comments and
discussion took place regarding the advancement of video gear. Following a
motion by Eckerman and second by Guerrero Galvan, the commission voted 5-0
to recommend the applicant be awarded $67,832 plus up to 10% of that amount
if needed for shipping and handling and price variations since the application was
submitted.
Public Input
• No public input was offered.
Items from the Commission
• J. Tigges recommended the Public Input portion of the agenda for future
meetings be moved to the beginning of the meeting to accommodate input
related to subsequent agenda items.
Items from Staff
• Carner invited the commission to attend the City Council's Fiscal Year 2027
budget public meeting featuring the Communications Office budget on
Wednesday, April 15.
• Carner asked the commissioners to establish a date for the commission meeting
to review Community PEG Access Equipment Grant applications. Following
discussion, the meeting was set for 4:30 p.m. on Thursday, March 19, 2026.
Carner also shared she is consulting with the City Attorney's Office on how to
conduct the review to avoid any potential conflicts of interest between
commissioners and applicants. She will relay that guidance with the commission
before the review process begins.

• Carner asked the commissioners to consider establishing a consistent schedule
for monthly meetings, with the understanding they only be held as needed.
Commissioners agreed to consider and asked the topic be an agenda item on
the next commission meeting.

• Upon a motion by J. Tigges, seconded by R. Tigges, and 5-0 vote, the meeting
adjourned at 5:30 p.m.
