Commissioners Present: Dean Boles (virtual), Talma Brown (virtual), Michelle Hinke (virtual), Renee Kehoe (virtual), Gabriel Mozena (virtual), Julie Woodyard (virtual). Commissioners Absent: Dale Campbell (excused absence). Staff Present: Mary Bridget Corken-Deutsch, Karla Escobar, and Wally Wernimont Public Present: None Certification of Minutes— November 19, 2025 Commissioner Brown motioned to approve the Minutes for the November 19, 2025, Community Development Advisory Commission Meeting. Commissioner Mozena seconded. Motion carried 6-0. Correspondence/Public Input There was no public input. Old Business None New Business a. Public Hearing for FY27 Pre-Allocation Annual Action Plan Motion by Commissioner Hinke to open the public hearing for FY27 Pre-Allocation Annual Action Plan. Seconded by Commissioner Brown. Motion carried 6-0. Mary Bridget Corken-Deutsch, Community Development Specialist, provided an overview of the FY27 Pre-Allocation Annual Action Plan, noting the plan is estimated based on prior year allocations. Staff shared that the public comment period ran from December 17, 2025 through January 16, 2026, and no public comments were received. The memo and public hearing notice were included in the agenda packet. No members of the public were present to provide comment. Motion by Commissioner Brown to close the public hearing for FY27nPre-Allocation Annual Action Plan. Seconded by Commissioner Hinke. Motion carried 6-0. Motion by Commissioner Kehoe to approve the FY27 Pre-Allocation Annual Action Plan. Seconded by Commissioner Mozena. Motion carried 6-0 Reports a. Housing Commission Meeting minutes were unavailable. b. Resilient Community Advisory Commission The meeting minutes were included in the packet for reference. c. Human Rights Commission 1 Page 48 of 2358 MINUTES COMMUNITY DEVELOPMENT ADVISORY COMMISSION (APPROVED) The meeting minutes were included in the packet for reference. Information Sharinq a. SHPO Programmatic Agreement for Use of HUD Funding Wally Wernimont, Planning Services Director, provided an overview of the proposed State Historic Preservation Office (SHPO) Programmatic Agreement related to HUD-funded activities. The agreement is intended to streamline the environmental review process under Section 106 by reducing administrative burden and eliminating duplicative review steps. Wernimont noted that SHPO and HUD have agreed to the proposed approach, which allows staff to review and approve qualifying projects more efficiently, helping expedite the use of HUD funds. The agreement will move forward to City Council during the February 2, 2026 City Council meeting. b. CDAC Member's Term Expiration Date Corken-Deutsch reminded the Commission of upcoming term expirations and discussed the reappointment process. Commissioners were encouraged to review their term dates and follow up with staff as needed. Chair Woodyard shared that this is her final tenure with the commission. c. Community Support and Empowerment Grant Program Corken-Deutsch reminded the Commission that applications for the Community Support and Empowerment Grant Program are due January 31, 2026. d. Dubuque Parks and Recreation Comprehensive Plan — Draft Executive Summary Corken-Deutsch shared highlights from the Draft Executive Summary of the Dubuque Parks and Recreation Comprehensive Plan. Commissioners Mozena inquired about end-of-year reporting and how administrative funds are utilized. Corken-Deutsch explained that administrative costs are capped at 20 percent and that program income levels vary annually, which can impact available funding. Corken-Deutsch noted that the CAPER provides the most complete breakdown on how funds were utilized. Adjournment There being no further business to come before the Commission, Commissioner Mozena moved to adjourn the meeting. Commissioner Kehoe seconded. Motion passed by voice vote.
