Commissioners Present: Jake Kurczek, Michaela Freiburger, Traci Phillipson, David Heiar, Rick Baumhover, Nikki Nutter, Commissioners Excused: DeLano Cain Watson, Luzelena Bravo Commissioners Absent: Matthew Zanger Staff Present: Ann Marie Jannette, Human Rights Specialist; Jason Lehman, Interim Chief of Human Rights Approval of Meetinq Minutes Motion to approve the minutes as submitted from the January 13, 2026, meeting. Motioned by Freiburger, seconded by Baumhover, all in favor. Public Input Temwa Phiri, the Community Engagement Coordinator for the Community Impact and Neighborhood Support department for the City attended and discussed the eight active neighborhood groups in Dubuque, what they do, what kind of support they need from the community, and ways that the commission can assist. Reports Caseload Report • Complaints filed — number of complaints that were signed during the month o January amount: 1 • Active investigations — investigations that are currently active but in various stages (active, administrative review, initiated, on hold, etc.) o January amount: 16 • Incidents in mediation —complaints currently in mediation o January amount: 0 • Incidents in full hearing — complaints in full hearing process o January amount: 0 • Inquiries —calls/inquiries that don't result in an official complaint being filed (including outreach events) o December amount: 21 Page 1 of 3 Page 54 of 2358 • Complaints closed during the month —signed complaints that were closed during the month (doesn't include inquiries or complaints that were never filed) o January amount: 0 • Total inquiries and complaints FY26 —signed complaints filed in FY26 o January amount: 80 Director's Report Jannette reported that she and Lehman gave a presentation on civil rights to a class at University of Dubuque. Chairperson's Report Nothing to report. Old Business: Update on the grant: Jannette reported that they had received 18 applications for the Community Support and Empowerment Grant. Freiburger, Phillipson, Baumhover and Jannette will be grant reviewers. Update on the hiring of a new OHR Director: Two candidates declined the offer for the position. Targeted recruitment will restart again next week to get a wider pool of candidates. Orange flags training: Per Lehman, civil rights training will be provided by City Attorney Crenna Brumwell for the Multicultural Center staff on Friday, February 13, at 10 AM. Commissioners are welcome to attend. Calendar discussion: Kurczek recommended OHR staff create a rough draft of when events take place so that they can be put on commission agendas in advance. List of partnerships: Heiar requested the list of organizations in the Dubuque area be printed and sent to each commissioner. Jannette to do this. Each commissioner is to review the list and identify which group or organization they will focus on. New Business: HF2041 letter to City Council: A letter written by Heiar was presented to the commission in regard to the commission's opposition to lowa House File 2041 which requires full compliance from all state and local law enforcement agencies and officers with U.S. Immigration and Customs Enforcement (ICE). A motion was made to present the letter to the City Council at their next council meeting on February 16. A motion was made by Freiburger and seconded by Phillipson. Jannette to put the letter on the council agenda. lowa Legislature: Kurczek reported that it is a short legislative session in lowa. It is 100 days instead of 110 days. Cracker Barrel: Sessions take place in Dubuque the first Saturday of the month. Upcominq Outreach Events None. Upcominq Cultural Events Page 2 of 3 Page 55 of 2358 None. Reflections and Updates Heiar attended the most recent NCAAP meeting where they discussed the Nathanial Morgan memorial. Adiournment: Motion to adjourn by Baumhover, seconded by Freiburger.
