Proof- Expenditure Reports from March 16, 2026 meeting Page 21 of 2358 PARK AND RECREATION COMMISSION MEETING Wednesday, February 10, 2026 Bunker Hill Golf Course 2200 Bunker Hill Road, Dubuque, lowa 52001 PRESENT: Jennifer Tigges, Ron Axtell, Robin Kennicker, and Lori 011endick ABSENT: Jason Henkel, Jess Ochoa, Josh Jorgenson STAFF PRESENT:, Steve Fehsal, Matt Kalcevich, and Angie Metcalf CALL TO ORDER: 011endick called meeting to order at 4:35 p.m. MINUTES APPROVED VOTE: It was moved by Kennicker, second by Tigges, to approve the minutes of the January 21St, 2026 meeting. Unanimous. PUBLIC INPUT: None. REQUEST FROM THE ORDER OF THE ARROW TO WAIVE THE EAGLE POINT PARK FEE ON MOTHER'S DAY FOR THOSE ATTENDING THE PANCAKE BREAKFAST: Emma Karney from the Order of the Arrow provided a short presentation on the history of the Order of the Arrow and the past partnership with the Parks and Recreation Department. It was moved by Tigges, second by Axtel, to approve the request from the Order of the Arow to waive the Eagle Point Park entrance fee on Mother's Day for those attending the pancake breakfast. Unanimous. MATHIAS HAM HOUSE LEASE 3RD AMENDMENT RECOMMENDATION: Park Division Manager, Steve Fehsal, explained the 3rd amendment to the lease would extend the lease term to 2066. Kennicker made a motion to recommend the Mathias Ham House Lease 3rd Amendment. Axtel seconded. Unanimous. PARKS AND RECREATION COMPREHENSIVE MASTER PLAN UPDATE: Park and Recreation Director, Matt Kalcevich, advised the master plan is going to council on Monday, February 16th. He encouraged the commission members to attend in person or online. Page 57 of 2358 DIVISION MANAGER REPORTS: Park Division Manager, Steve Fehsal, provided an update on ongoing projects for Parks and Recreation. COMMISSION COMMUNICATION / QUESTIONS: Commissioners showed interest in taking a tour of the Mathias Ham House in May or June of 2026. ADJOURNMENT: It was moved by Kennicker, second by Axtell, to adjourn the meeting at 5:00 p.m. Unanimous. Page 58 of 2358
