ZONING ADVISORY COMMISSION
REGULAR SESSION
6:00 p.m.
Wednesday, March 4, 2026

Commissioners Present: Commission Members Martha Christ, Carrie Lohrmann, Rich
Russell, and Teri Zuccaro (attended virtually)

CALL TO ORDER: The meeting was called to order by Vice Chairperson Russell at
6:00 p.m.
MINUTES: Motion by Christ, seconded by Zuccaro, to approve the minutes of the
February 4, 2026 meeting. Motion carried by the following vote: Aye — Christ,
Lohrmann, Russell, and Zuccaro; Nay — none.
ACTION ITEMS/WAIVER: Application of Joel Callahan of YC6, LLC to waive specific
requirements of Chapter 13 of the Unified Development Code for property located at
4488 Dodge Street.
Logan Yager, Callahan Construction, spoke in favor of the request. He noted they are
looking to construct a cold storage building at the rear of the property. He said that the
size of the building requires the entire site to be brought up to current standards. He
said the requirement is understandable but noted that the new building is located at the
rear of the property behind the existing building. He stated that a frontage road is
planned in the future along the front of the property and that it would have impacts to
the site including requiring reconstruction of the front parking lot and relocating of
existing signage.
Staff Member Schrobilgen detailed the staff report. He outlined the Unified Development
Code (UDC) design standards stating that the size of the structure is 25% of the existing
building which triggers the entire site to be brought into compliance with current
regulations. He noted that the most current plans from the lowa Department of
Transportation proposes extending the frontage road to the east which would impact the
north portion of the site. He summarized the applicant's requested waiver which
included allowing a rock/gravel drive aisles in lieu of the required hard surfaced aisles,
requesting relief from parking lot landscape requirements, requesting relief from

providing the minimum required quantity of trees and shrubs on the site, and requesting
relief from providing a parking lot landscape buffer yard. Staff Member Schrobilgen
displayed the staff report which included a chart summarizing the requested waivers
and a site exhibit showing the areas of the site plan that are impacted by the waiver
request.
The Commissioners discussed the proposal and asked for clarification regarding the
landscaping requirements and sought clarification as to how they might proceed with
approving portions of the request.
Staff Member Schrobilgen clarified that landscaping is defined as ornamental grasses
and trees, flowers, shrubs, etc. and not just sod. He stated that the Commission could
approve all, portions, or none of the requested waivers and that it takes affirmative
votes of four members of the commission to pass a waiver.
The Commissioners continued discussion, noting that the existing parking lot would
likely need to be modified since it would be impacted by the future frontage road. The
Commission reviewed the standards outlined in Chapter 13 of the Unified Development
Code (UDC) and found that they could support approving three of the five waiver
requests as submitted, and portions of two other waiver requests.
Motion by Christ, seconded by Lohrmann, to approve waiving specific code standards
as outlined in the exhibit and chart below.

PUBLIC HEARING/PUD AMENDMENT: To rezone property from ID Institutional to
R-1 Single-Family Residential zoning district.
The Commission noted a letter submitted by the applicant requesting to table the
rezoning request to the April meeting in order to allow more time to work with the State
of lowa. The Commission found the request reasonable.
Motion by Christ, seconded by Lohrmann, to table the request to the April meeting.
Motion carried by the following vote: Aye — Christ, Lohrmann, Russell, and Zuccaro;
Nay — none.
