WHEREAS, we're all stewards and beneficiaries of the Earth, its healthy and diverse ecosystem is vital
to a thriving community, a vigorous local economy, and a sustainable environment; and
WHEREAS, the aesthetic beauty and wonder of a natural night sky is a shared heritage of all
humankind, and the experience of standing beneath a starry night sky inspires feelings
of wonder and awe and encourages a growing interest in science and nature; and
WHEREAS, some historic and current human activities have caused pollution of our sky and Earth,
loss of wildlife species, damage and loss of habitat, food and water, weather extremes
and worse flooding, human health crises, and loss of livelihoods; and
WHEREAS, we must use creativity, innovation, and education to solve these problems, with local
communities leading the way by encouraging sustainable energy and water use,
sustainable land use and transportation, and waste reduction, reuse and recycling; and
WHEREAS, the International Dark-Sky Association is the globally recognized authority on light
pollution, and has created International Dark-Sky Week to raise awareness of light
pollution, and provide free education, resources, and solutions to the public to encourage
the protection of and enjoyment of dark skies and responsible outdoor lighting; and
WHEREAS, Earth Week offers people a unique opportunity to make, renew, and celebrate
commitments that will protect quality of life and the Earth for generations to come.
NOW THEREFORE, I, BRAD M. CAVANAGH, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON
BEHALF OF THE CITY COUNCIL, STAFF, AND RESIDENTS OF DUBUQUE, DO HEREBY
PROCLAIM THE DAYS OF APRIL 19T" THROUGH 25T" AS
"INTERNATIONAL DARK SKY WEEK AND EARTH WEEK"
IN THE CITY OF DUBUQUE, IOWA.
IN WITNESS THEREOF, I have hereunto set my hand
and caused the Great Seal of the City of Dubuque to
be affixed this 20t'' day of April 2026.
