RE: FY25 Justice Assistance Grant (JAG) Application
INTRODUCTION:
The purpose of this memorandum is to request City Council approval to apply for the
FY25 Justice Assistance Grant (JAG). The grant amount is $33,689 and requires no
cash match. The grant application period ends April 28, 2026. While we are currently in
FY26, this federal grant is titled FY25.
BACKGROUND:
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program provides federal
criminal justice funding to state and local jurisdictions. JAG funds support all
components of the criminal justice system, from multijurisdictional drug and gang task
forces to crime prevention and domestic violence programs, courts, corrections,
treatment, and justice information sharing initiatives.
Since at least 2007, the Dubuque Police Department has participated in the Edward
Byrne Memorial Justice Assistance Grant program, allowing the department to obtain
overtime funds, equipment, and supplies for various prevention and enforcement
activities not covered by the regular police budget.
The purpose of the Edward Byrne Memorial Justice Assistance Grant is to assist local
units of government with grant funds for local initiatives, technical assistance, training,
personnel, equipment, supplies, contractual support, and information systems for
criminal justice for any one or more of the following purpose areas:
• Law Enforcement Programs
• Prosecution and Court Programs
• Prevention and Education Programs
• Corrections and Community Corrections Programs
• Drug Treatment and Enforcement Programs
• Planning, Evaluation, and Technology Improvement Programs
• Crime Victim and Witness Programs (other than compensation)

following:
• Submit a memorandum of understanding between the City of Dubuque and the
County of Dubuque
• Submit a Certificate and Assurance by the Chief Executive
Once these documents (included with this memo) are complete, they can be returned to
the police department for submission.
RECOMMENDATION:
I am requesting that the City Council approve the application for the FY25 Justice
Assistance Grant in the amount of $33,689. I am also requesting that the two attached
