Van Milligen, City Manager SUBJECT: Set Public Hearing on FY 2027 City Budget DATE: April 19, 2026 Chief Financial Officer Jennifer Larson is submitting two resolutions setting the April 28, 2026, public hearing in connection with the adoption of the Fiscal Year 2026 City budget. The final budget approval cannot exceed the maximum property tax resolution for Fiscal Year 2027 adopted by City Council at the March 23, 2026, public hearing. State law requires a public hearing on the Operating Budget and the Five-Year Capital Improvement Program. The notice of public hearing regarding the adoption of the Fiscal Year 2027 budget indicates a proposed city tax rate of$10.16480. While that is the property tax rate you will be considering in your public hearing, I am revising my budget recommendation to reflect updated expense and revenue projections. The "Five Flags pay to other agency" expense line has been reduced for Fiscal Year 2027, decreasing from $1,294,877 to $1,201,155. This adjustment results in general fund savings of$93,722. Furthermore, it appears the Dubuque Racing Association first quarter revenues will have exceeded projections, demonstrating the conservative nature of their original forecasts. The initial Fiscal Year 2027 city budget recommendation included a DRA rent revenue budget of$7,079,186. Updated estimates established by me, not the DRA, now project DRA rent revenues at $7,302,571, representing a $223,385 increase in general fund revenue. While the DRA is not amending their revenue estimates for the year, I feel comfortable amending my recommendation. These financial adjustments result in a revised city tax rate of$10.06370 for Fiscal Year 2027, maintaining the same rate as previously established for the current fiscal year (Fiscal Year 2026). The following outlines the impact of lowering the Fiscal Year 2027 tax rate from $10.16480 to $10.06370. The publication of official notices for the public hearing will be published to meet lowa Code minimum publication requirements. DISCUSSION The public hearing on the Fiscal Year 2027 City budget will be conducted in the City Council Chambers at 350 W. 6t" St and virtually at 6:30 p.m. on Tuesday, April 28, 2026. The public hearing will also cover the adoption of the Capital Improvement Program for Fiscal Year 2027. The final budget approval cannot exceed the maximum property tax resolution for Fiscal Year 2027 adopted by City Council at the March 23, 2026 public hearing.
