INTRODUCTION
The purpose of this memorandum is to request authorization to initiate the public bidding
process and set a public hearing for Monday, May 4, 2026, for the 2026 Terminal Street
Pumping Station Rehabilitation project (Project).
BACKGROUND
The Terminal Street Lift Station is a critical component of the City's wastewater collection
system. It is part of the system that conveys approximately 65% of the total wastewater
flow to the Water & Resource Recovery Center (WRRC). Originally constructed in 1958,
the facility is well beyond its intended service life and presents ongoing concerns related
to reliability, safety, and operability.
In October of 2015, the City sought proposals from consulting engineering firms to
perForm engineering analysis and assessment of the Cedar Stret and Terminal Street Lift
Stations, as well as the 42-inch diameter force main that they jointly discharge to that
carries wastewater to the WRRC. In January of 2016, the City Council authorized entering
contract negotiations with Strand as the selected consultant to perform the engineering
analysis. And in March of 2016, the City Council authorized entering a contract with
Strand Associates that included the analysis of the Terminal Street Lift Station.
As part of their analysis, Strand evaluated the condition of the Terminal Street Lift Station
and developed design documents for major upgrades to the facility. Plans were being
developed to do extensive rehab the facility, including new pumps and improvements to
the wet well. These improvements were anticipated to cost between $5 and $6 million.
While working on those plans, the lowa Department of Transportation (IDOT) informed
the City of its plans to construct a new Mississippi River bridge. The Terminal Street Lift
Station is located immediately adjacent to the existing bridge, and it is possible that the
footprint of a new structure could impact or require relocation of the facility. Given this
uncertainty, the City scaled back the scope of improvements to focus only on those
necessary to safely and effectively operate the lift station for at least the next eight years,
rather than proceeding with a full-scale upgrade.

The continued need for rehabilitating the lift station was underscored in August 2025
when the lift station experienced a critical failure, resulting in approximately $250,000 in
unplanned repair costs and the discharge of untreated wastewater to the Mississippi
River. City staff responded immediately and worked through the night to mitigate and
minimize the release, restoring operations as quickly as possible. This event highlighted
the vulnerability of the existing facility and the importance of making targeted
improvements to ensure continued reliable operation until a decision is made regarding
the location of the new U.S. HWY Bridge proposed by the IDOT.
DISCUSSION
Based on the completed evaluation and subsequent coordination with Strand Associates,
a refined scope of improvements has been developed for the Terminal Street Lift Station.
This scope is intentionally focused on addressing the most critical operational, safety, and
reliability deficiencies while maintaining flexibility given the uncertainty associated with
the future lowa Department of Transportation bridge project.
The proposed work includes cleaning of the wet well, which will both facilitate installation
of new gates and allow for a more thorough inspection and assessment of existing
conditions. This effort is expected to inform any potential future phases of improvements,
if warranted. Additional improvements include installation of new gates within the wet well,
a new hoist (overhead crane) system to enable safe removal and replacement of pumps
for maintenance, upgraded access doors to improve safety for staff, and roof repairs to
prevent water infiltration that disrupts operations.
These improvements are intentionally limited to those necessary to support safe, reliable,
and cost-effective maintenance and operation of the lift station over the next eight years.
The focus is on reducing the likelihood of unplanned failures, improving working
conditions for staff, and maintaining system performance without overinvesting in
infrastructure that may ultimately be impacted by future bridge construction.
The August 2025 failure further demonstrated the risks associated with continued
operation of the existing facility without these improvements. The combination of
emergency response costs, operational disruption, and environmental risk underscores
the importance of proactively addressing known deficiencies rather than relying on
reactive repairs.
Advancing the project to the bidding phase at this time allows the City to implement these
targeted improvements in a planned and cost-effective manner. Delaying the project
would increase the likelihood of additional failures, potentially resulting in higher
emergency repair costs, increased risk of regulatory noncompliance, and continued
exposure of staff to unsafe working conditions.

RECOMMENDATION
I recommend preliminary approval of the proposed plans, specifications, form of contract,

to advertise for bids for the Project.

Building, 350 W. 6th St, Second Floor Council Chambers, Dubuque, Iowa, the City Council of
the City of Dubuque, Iowa will hold a public hearing on the proposed plans and specifications,
form of contract and estimate of cost (the "Contract Documents") for the proposed 2026

Time and Place for Filinq Sealed Proposals. Sealed Bids for the work
comprising each improvement as stated below must be filed before 2 P.M. on
Thursday, May 21, 2026, in the Office of the City Clerk, City Hall—First Floor,
50 West 13t" Street, Dubuque, IA 52001.
Time and Place Sealed Proposals Will be Opened and Considered. Sealed
Proposals will be opened and Bids tabulated at 2 P.M. on Thursday,
May 21, 2026, at City Hall—Conference Room A, 50 West 13t" Street,
Dubuque, IA, 52001, for consideration by the City Council (Council) on Monday,
June 1, 2026, at the Historic Federal Building, 350 W. 6th St, Second Floor Council

Time for Commencement and Completion of Work. Work shall be commenced
after Notice to Proceed has been issued. Work on the Project shall be substantially

Bid Securitv. Each Bidder shall accompany its Bid with bid security as defined in
lowa Code Section 26.8, as security that the successful Bidder will enter into a
Contract for the work bid upon. The Bidder's security shall be in the amount of
10 percent (10%) of the amount of the Contract, as fixed in the Instructions to
Bidders and shall be in the form of a cashier's check or a certified check drawn on
an FDIC insured bank in lowa or on a FDIC insured bank chartered under the laws
of the United States; or a certified share draft drawn on a credit union in lowa or
chartered under the laws of the United States; or a Bid Bond on the form provided
in the Contract Documents with corporate surety satisfactory to the City of
Dubuque. The Bid shall contain no condition except as provided in the
Specifications.

Bidder will execute and file the Agreement and 100% PerFormance, Payment, and
Maintenance Bond within 15 days after the Notice of Award.
The City of Dubuque reserves the right to reject any or all Bids, to waive any
technicality, and to accept any Bid which it deems advantageous. All Bids shall
remain subject to acceptance for 60 days after the time set for receiving Bids.
Contract award shall be made based on the lowest responsive and responsible
Bidder.
Any Contract or Contracts to be awarded are expected to be funded entirely or in
part by a loan from lowa Clean Water State Revolving Fund. This procurement will

General Nature of Public Improvement

Project consists of the removal and replacement of the existing site roof, three

Preference for lowa Products and Labor. By virtue of statutory authority,
preference will be given to products and provisions grown and coal produced within
the State of lowa. In accordance with lowa statutes, a resident Bidder shall be
allowed a preference as against a nonresident bidder from a state or foreign
country if that state or foreign country gives or requires any preference to Bidders
from that state or foreign country, including but not limited to, any preference to
Bidders, the imposition of any type of labor force preference, or any other form of
preferential treatment to Bidders or laborers from that state or foreign country. The
preference allowed shall be equal to the preference given or required by the state
or foreign country in which the nonresident Bidder is a resident. In the instance of
a resident labor force preference, a nonresident Bidder shall apply the same
resident labor force preference to a public improvement in this state as would be

Sales Tax. The Bidder should not include sales tax in its Bid. A sales tax exemption
certificate will be available for all material purchased for incorporation in the

Resolution to provide for a notice of hearing on proposed plans, specifications,
form of contract and estimate of cost for the 2026 Terminal Street Pumping Station
Rehabilitation Project, and the taking of bids therefor
WHEREAS, it has been proposed that the City Council of the City of Dubuque, Iowa (the
"City"), undertake the authorization of a public improvement to be constructed as described in the
proposed plans and specifications and form of contract prepared by Strand Associates, Inc. (the
"Project Engineers"), in consultation with the City's engineering technician (the "Engineering
Technician"), which may be hereafter referred to as the "2026 Terminal Street Pumping Station
Rehabilitation Project" (and is sometimes hereinafter referred to as the "Project"), which proposed
plans, specifications, notice of hearing and letting, and form of contract and estimate of cost (the
"Contract Documents") are on file with the City Clerk; and
WHEREAS, it is necessary to fix a time and place of a public hearing on the Contract
Documents and to advertise for sealed bids for the Project;
NOW, THEREFORE, Be It Resolved by the City Council (the "Council") of the City of
Dubuque, Iowa, as follows:
Section 1. The Contract Documents referred to in the preamble hereof are hereby
approved in their preliminary form.
Section 2. The Project is hereby determined to be necessary and desirable for the City,
and, furthermore, it is hereby found to be in the best interests of the City to proceed toward the
construction of the Project.
Section 3. May 4, 2026, at 6:30 p.m., at the Historic Federal Building, 350 W. 6th St,
Second Floor Council Chambers, Dubuque, Iowa, is hereby fixed as the time and place of hearing
on the Contract Documents.
Section 4. The City Clerk is hereby authorized and directed to publish notice (the
"Notice of Hearing") of the hearing on the Contract Documents for the Project in a newspaper of
general circulation in the City, which publication shall be made at least once, not less than four (4)
and not more than twenty (20) days prior to the date of the said hearing. The Notice of Hearing
shall be in substantially the form as attached hereto as Exhibit A, with such conforming changes
as approved by the appropriate City staff.
Section 5. The City Council hereby delegates to the City Clerk the duty of receiving
bids for the construction of the Project before 2:00 p.m., on May 21, 2026, in the office of the City
Clerk, City Hall -First Floor, 50 West 13th St, Dubuque, Iowa. At such time and at the City Hall -

THE 2026 TERMINAL STREET PUMPING STATION REHABILITATION
PROJECT
Notice Is Hereby Given: That on May 4, 2026, at 6:30 p.m., at the Historic Federal Building,
350 W. 6th St, Second Floor Council Chambers, Dubuque, Iowa, the City Council of the City of
Dubuque, Iowa will hold a public hearing on the proposed plans and specifications, form of contract
and estimate of cost (the "Contract Documents") for the proposed 2026 Terminal Street Pumping
Station Rehabilitation Project(the "Project").
The Project, which shall be constructed at 25 S. Terminal Street, generally consists of the
removal and replacement of the existing site roof, three sluice gates, installation of electrical conduit
associated with installation of three motorized gate actuators, installation of a pump retrieval system,
replacement of an existing exterior door, and replacement of the existing roof.
A copy of the proposed Contract Documents, including detailed information regarding the
Project location, is on file for public inspection in the office of the City Clerk.
At the hearing any interested person may file written obj ections or present oral comments with
respect to the subject matter of the hearing.

NOTICE TO BIDDERS
CITY OF DUBUQUE PUBLIC IMPROVEMENT PROJECT
2026 TERMINAL STREET PUMPING STATION REHABILITATION

IDNR PROJECT: W2024-0302A
Time and Place for Filinq Sealed Proposals. Sealed Bids for the work comprising each
improvement as stated below must be filed before 2 P.nn. on Thursday, May 21, 2026, in the
Office of the City Clerk, City Hall—First Floor,
50 West 13t" Street, Dubuque, IA 52001.
Time and Place Sealed Proposals Will be Opened and Considered. Sealed Proposals
will be opened and Bids tabulated at 2 P.M. on Thursday,
May 21, 2026, at City Hall—Conference Room A, 50 West 13'h Street,
Dubuque, IA, 52001, for consideration by the City Council (Council) on Monday, June 1,
2026, at the Historic Federal Building, 350 W. 6t" St, Second Floor Council Chambers,
Dubuque, IA 52001, or at such later date as may be set at said meeting. The City of
Dubuque, lowa, reserves the right to reject any and all Bids.
Time for Commencement and Completion of Work. Work shall be commenced after
Notice to Proceed has been issued. Work on the Project shall be substantially completed by
March 26, 2027, with final completion by April 30, 2027, in accordance with the requirements
listed in the Agreement.
Bid Security. Each Bidder shall accompany its Bid with bid security as defined in lowa Code
Section 26.8, as security that the successful Bidder will enter into a Contract for the work bid
upon. The Bidder's security shall be in the amount of 10 percent (10%) of the amount of the
Contract, as fixed in the Instructions to Bidders and shall be in the form of a cashier's check
or a certified check drawn on an FDIC insured bank in lowa or on a FDIC insured bank
chartered under the laws of the United States; or a certified share draft drawn on a credit
union in lowa or chartered under the laws of the United States; or a Bid Bond on the form
provided in the Contract Documents with corporate surety satisfactory to the City of
Dubuque. The Bid shall contain no condition except as provided in the Specifications.
Contract Documents. Bids are to be addressed to the City of Dubuque, lowa, 50 West 13th
Street, Dubuque, IA 52001, and shall be marked

A copy of the Contract Documents may be viewed at the City Clerk's Office,
City Hall, 50 West 13th Street, Dubuque, IA 52001. Complete digital Contract Documents
will also be available, for download on the City's website at
www.cityofdubuque.org/bids.aspx. No plan deposit is required.
Bidder will execute and file the Agreement and 100% PerFormance, Payment, and
Maintenance Bond within 15 days after the Notice of Award.
The City of Dubuque reserves the right to reject any or all Bids, to waive any technicality,
and to accept any Bid which it deems advantageous. All Bids shall remain subject to
acceptance for 60 days after the time set for receiving Bids.
Contract award shall be made based on the lowest responsive and responsible Bidder.
Any Contract or Contracts to be awarded are expected to be funded entirely or in part by a
loan from lowa Clean Water State Revolving Fund. This procurement will be subject to
regulations contained in appropriate State Statutes and 40 CFR Parts 31, 33, and 35 of the
Federal Statutes. Award of
IDNR SRF File: CS1921150 01; IDNR Project: W2024-0302A may be dependent on loan
securement.
A Federal Davis-Bacon Wage rate determination will prevail for this Project. General
Decision Numbers IA20260003 shall apply.
Women and Minority—owned businesses are encouraged to submit Bids for this Project.
Bidders must demonstrate positive efforts to utilize women's and minority owned
businesses. This procurement will be subject to regulations contained in
40 CFR 35.3145(d), and P.L. 102-389 and 100-590. In addition, Bidder shall comply with
Executive Orders 11625, 12138, and 12432.
General Nature of Public Improvement

Project consists of the removal and replacement of the existing site roof, three sluice gates,

replacement of the existing roof.
Preference for lowa Products and Labor. By virtue of statutory authority, preference will
be given to products and provisions grown and coal produced within the State of lowa. In
accordance with lowa statutes, a resident Bidder shall be allowed a preference as against a
nonresident bidder from a state or foreign country if that state or foreign country gives or
requires any preference to Bidders from that state or foreign country, including but not limited
to, any preference to Bidders, the imposition of any type of labor force preference, or any
other form of preferential treatment to Bidders or laborers from that state or foreign country.

The preference allowed shall be equal to the preference given or required by the state or
foreign country in which the nonresident Bidder is a resident. In the instance of a resident
labor force preference, a nonresident Bidder shall apply the same resident labor force
preference to a public improvement in this state as would be required in the construction of
a public improvement by the state or foreign country in which the nonresident Bidder is a
resident.
Sales Tax. The Bidder should not include sales tax in its Bid. A sales tax exemption
certificate will be available for all material purchased for incorporation in the Project.

issued pursuant to such Act, hereby notifies all Bidders that it will affirmatively insure that in
