INTRODUCTION
This memorandum requests the City Council conduct a public hearing for the 2026
Pavement Marking Project.
BACKGROUND
The pavement marking program is vital to our transportation system as it provides safety
to drivers and pedestrians on the public road system. Well-defined crosswalk stripping for
example provides areas where pedestrians can traverse a roadway safely.
The City contracts for a city-wide pavement marking project to furnish, install, maintain,
and remove permanent pavement markings to include lines, symbols and legends on City
streets as directed by the Engineering Department.
DISCUSSION
The Pavement Marking Project is completed annually due to a more rapid deterioration
on higher volume, high vehicular movement roadways. Pavement markings are applied
using waterborne paint with a service life of approximately two (2) years.
As part of a cooperative Maintenance Agreement with the lowa Department of
Transportation (lowa DOT), the City will include portions of lowa DOT jurisdictional
pavement markings with the City's annual pavement marking program. The Maintenance
Agreement includes all symbols and legends and a portion of center lines on lowa DOT
routes within the City. The lowa DOT will reimburse the City for their share of project costs
after the project is completed and accepted.
Additionally, as a part of the Central Ave. and White St. Design Phase 1: Pavement
Marking Restriping project along the one-way pair from 4th St to 22nd St., the lines and
symbols along the corridor have been removed from the 2026 Pavement Marking Project.
These lines and symbols will be physically removed and replaced with new lane lines,
symbols and additional markings in a separate pavement marking project later this
calendar year using this same funding source.

RECOMMENDATION
I recommend the City Council conduct a public hearing and approve the plans,
specifications, form of contract and construction estimate for the 2026 Pavement Marking
Project.
BUDGET IMPACT
The estimate of probable cost for the 2026 Pavement Marking Project is summarized in

RESOLUTION NO. 145-26
2026 PAVEMENT MARKING PROJECT
APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATED COST
WHEREAS, the 2026 Pavement Marking Project will include providing all labor,
equipment, and materials to furnish, install, maintain, and remove permanent pavement
markings to include lines, symbols and legends on City streets and a portion of center
lines on Iowa DOT highway routes within the City; and
WHEREAS, the City Council, by Resolution No. 117-26, dated the 6th day of
April, 2026, gave preliminarily approved the plans, specifications, form of contract, and
estimated cost for the 2026 Pavement Marking Project; and
WHEREAS, pursuant to published notice and published advertisement for bids, a
public hearing was held on 20th day of April, 2026 on the plans, specifications, form of
contract, and estimated cost for the 2026 Pavement Marking Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the attached plans, specifications, form of contract and estimate
of total cost for the 2026 Pavement Marking Project in the estimated construction
amount of $219,000, are hereby approved.

PUBLIC NOTICE is hereby given that the Dubuque City Council
will conduct a public hearing on the 20th day of April 2026,
at 6:30 p.m., in the Historic Federal Building, 350 W. 6th
Street, 2nd floor, Dubuque, Iowa, at which meeting the City
Council proposes to authorize initiating the public bidding
process for the 2026 Pavement Marking Project.
The scope of the project is as follows: the 2026 Pavement
Marking Project will include providing all labor, equipment,
and materials to furnish, install, maintain, and remove
permanent pavement markings to include lines, symbols and
legends on City streets and a portion of center lines on Iowa
DOT highway routes within the City.
At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above action. The official City Council agenda
will be posted the Friday before the meeting and will contain
