Assistant City Engineer Robert Schiesl is recommending City Council approve the
plans, specifications, form of contract and estimated cost of$257,000.00 for the 2026
Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid Package 4
through adoption of the attached resolution.
The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid
Package 4 will provide for the replacement of 38 access curb ramps, adjacent street
pavement work, curb and gutter replacement, sidewalks, 2 storm sewer intakes and
landscape restoration work. This project is in coordination with the Public Works Asphalt
Overlay program at the following locations:
• Stafford Street from E. 22nd Street to Garfield Avenue - 8 Ramps
• Humboldt Street from High Bluff Street to Garfield Avenue - 5 Ramps
• Schiller Street and GarField Avenue Intersection - 2 Ramps
• Farley Street and High Bluff Street Intersection - 4 Ramps
• Fengler Street from High Bluff Street to Garfield Avenue - 3 Ramps
• Ann Street and Garfield Avenue Intersection - 4 Ramps
• Dock Street from Rhomberg Avenue to Garfield Avenue - 5 Ramps
• Marshall Street and Garfield Avenue Intersection - 3 Ramps

INTRODUCTION
This memorandum requests the City Council conduct a public hearing for the 2026
Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid Package 4.
BACKGROUND
Since 1990, the City of Dubuque has installed pedestrian access ramps around the City
of Dubuque to conform with the American with Disabilities Act (ADA). The pedestrian
access ramps allow people with mobility challenges to access the City's sidewalk
system. The design standards for these ramps have evolved over time as more ramps
have been installed and standards have changed.
Since 2011, The City of Dubuque follows the Proposed Accessibility Guidelines for
Pedestrian Facilities in the Public Right-of-Way (PROWAG) standard. These are the
most current standards to use for facilities in public right-of-way and addressed issues
brought up since the original ADA standards were developed. Both the lowa
Department of Transportation (lowa DOT) and the Federal Highway Administration
(FHWA) adopted PROWAG and require all cities that receive federal or state funding to
follow these standards.
DISCUSSION
The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid
Package 4 will provide for the replacement of 38 access curb ramps, adjacent street
pavement work, curb and gutter replacement, sidewalks, 2 storm sewer intakes and
landscape restoration work. This project is in coordination with the Public Works Asphalt
Overlay program at the following locations:

RECOMMENDATION
I recommend the City Council conduct a public hearing and approve the plans,
specifications, form of contract and construction estimate for the 2026 Public Works
Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid Package 4.

The estimate of probable cost for the 2026 Public Works Asphalt Overlay Program

APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATED COST
WHEREAS, the 2026 Public Works Asphalt Overlay Program, Sidewalk Curb
Ramp Project - Bid Package 4 will provide for the replacement of 38 access curb ramps,
adjacent street pavement work, curb and gutter replacement, sidewalks, 2 storm sewer
intakes and landscape restoration work. This project is in coordination with the Public
Works Asphalt Overlay program; and
WHEREAS, the City Council, by Resolution No. 112-26, dated the 6th day of
April, 2026, gave preliminarily approved the plans, specifications, form of contract, and
estimated cost for the 2026 Public Works Asphalt Overlay Program, Sidewalk Curb
Ramp Project - Bid Package 4; and
WHEREAS, pursuant to published notice and published advertisement for bids, a
public hearing was held on 20th day of April, 2026 on the plans, specifications, form of
contract, and estimated cost for the 2026 Public Works Asphalt Overlay Program,
Sidewalk Curb Ramp Project - Bid Package 4.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the attached plans, specifications, form of contract and estimate
of total cost for the 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp
Project - Bid Package 4 in the estimated construction amount of $257,000, are hereby
approved.

PUBLIC NOTICE is hereby given that the Dubuque City Council
will conduct a public hearing on the 20th day of April, 2026,
at 6:30 p.m., in the Historic Federal Building, 350 W. 6th
Street, 2nd floor, Dubuque, Iowa, at which meeting the City
Council proposes to hear the plans, specifications, form of
contract and estimated cost for the 2026 Public Works Asphalt
Overlay Program, Sidewalk Curb Ramp Project - Bid Package 4.
Scope of project: The 2026 Public Works Asphalt Overlay
Program, Sidewalk Curb Ramp Project - Bid Package 4 will
provide for the replacement of 38 access curb ramps, adjacent
street pavement work, curb and gutter replacement, sidewalks,
2 storm sewer intakes and landscape restoration work along
Stafford Street, Humboldt Street, Schiller Street, Farley
Street, Fengler Street, Ann Street, Dock Street, Marshall
Street and
Decatur Street.
At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above action. The official City Council agenda
will be posted the Friday before the meeting and will contain
public input options. The agenda can be accessed at
