SUBJECT: Public Works Concrete Banding and Crack Sealing Project
Public Hearing
INTRODUCTION
This memorandum and attached resolution is in reference to the City Council public
hearing for the Public Works Concrete Banding and Crack Sealing Project.
DISCUSSION
This project includes the rehabilitation of approximately 0.52 centerline miles of concrete
pavement along Pennsylvania Avenue and approximately 0.88 centerline miles of
concrete pavement along Loras Boulevard. Rehabilitation will consist of providing 4"
sealant for any cracks or joints under 3" in width. For any cracks or joints over 3" in width
a 6" mastic banding will be provided.
This project was originally identified as needed and was planned for completion in late
2026 or early 2027, however the project was rescheduled to accommodate the upcoming
RAGBRAI event for safety purposes. While not specifically budgeted, the project is
utilizing general recurring pavement rehabilitation CIP's that are budgeted each year.

The estimate of probable cost for the Public Works Concrete Banding and Crack Sealing

PUBLIC WORKS CONCRETE BANDING AND CRACK SEALING PROJECT
APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATED COST
Whereas, the Public Works Concrete Banding and Crack Sealing Project will
include the rehabilitation of approximately 0.52 centerline miles of concrete pavement
along Pennsylvania Avenue and approximately 0.88 centerline miles of concrete
pavement along Loras Boulevard. Rehabilitation will consist of providing 4" sealant for
any cracks or joints under 3" in width. For any cracks or joints over 3" in width a 6" mastic

Whereas, the City Council, by Resolution No. 113-26, dated April 6, 2026,
preliminarily approved the plans, specifications, form of contract, and estimated cost for
the Public Works Concrete Banding and Crack Sealing Project; and
Whereas, pursuant to published notice and published advertisement for bids, a
public hearing was held on April 20, 2026, on the plans, specifications, form of contract,
and estimated cost for the Public Works Concrete Banding and Crack Sealing Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the attached plans, specifications, form of contract and estimate of total cost
for the Public Works Concrete Banding and Crack Sealing Project in the estimated
construction amount of $228,494.00, are hereby approved.

PUBLIC NOTICE: is hereby given that the Dubuque City
Council will conduct a public hearing on the 20th day of
April, 2026 at 6:30 p.m., in the Historic Federal Building,
350 W. 6th Street, 2nd floor, Dubuque, Iowa, at which meeting
the City Council proposes to hold a public hearing on the
proposed plans, specifications, form of contract and estimated
cost for the Public Works Concrete Banding and Crack Sealing
Project.
The scope of the Project is as follows: This project
includes the rehabilitation of approximately 0.52 centerline
miles of concrete pavement along Pennsylvania Avenue and
approximately 0.88 centerline miles of concrete pavement along

At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above action. The official City Council agenda
will be posted the Friday before the meeting and will contain
