City Engineer Gus Psihoyos is recommending City Council approve the amendment of
the Residential Parking Permit District (RPPD) for District A along Grace Street.
The petition, which was submitted on December 8, 2025, represents in excess of 60
percent (60%) of the dwelling units along Grace Street between Ida Street and N.
Grandview Avenue as is required under the ordinance. This proposed area is from 1830
Grace Street, where the last RPPD sign is placed, to 1730 Grace Street. This would be
classified as shorter than two block faces, although from the City's parking study of this
area indicates that during the requested time period, at least 80 percent (80%) of the
curbside spaces were utilized, and at least 25 percent (25%) of such curbside parking
spaces were utilized by non-resident parkers. The existing RPPD hours are 7:30 a.m. to
11 p.m. except Sundays and holidays. The petition, therefore, meets the requirements
of the RPPD amendment ordinance.
I concur with the recommendation and respectfully request Mayor and City Council
approval of the amendment of the residential parking permit ordinance.

INTRODUCTION
This memorandum requests the City Council conduct a public hearing to approve the
amendment of the Residential Parking Permit District (RPPD) for District A along Grace
Street.
BACKGROUND
In 1985, the City adopted an ordinance providing for the establishment of Residential
Parking Permit Districts. The purpose of such districts is to reduce traffic congestion
resulting from the use of parking within residential districts by persons not residing
within the district, to protect the residents of these districts from an unreasonable
burden in gaining access to their residences, to preserve the character of such districts
as residential districts, and other various purposes. A Residential Parking Permit District
designation can be made only after a petition of residents representing 60 percent
(60%) of the dwelling units in a proposed area is received, a parking study is conducted
by the City Engineer, and a public hearing is held by the City Council.
To be eligible for a RPPD designation, the proposed district must include at least four
(4) block faces or contain 50 parking spaces, must have at least 80 percent (80%) of the
curbside parking utilized during peak periods, and must have at least 25 percent (25%)
of such utilization by non-residents of the area. A petition may be considered for an area
which contains less than four (4) adjacent block faces or fifty (50) curb parking spaces if
there are extenuating conditions that render such requirement unreasonable. Upon the
recommendation of the City Manager, such requirement may be waived by the City
Council if it finds that the proposed residential district is isolated or separated from other
residential areas by topographical features or by commercial area. Upon designation as
an RPPD, no one can park curbside in the district during the restricted hours without a
residential or guest parking permit.
Amendments to an existing district are governed by established procedures to ensure
consistency and neighborhood support. Requests to expand or reduce a district must be
submitted to the City Manager through a petition signed by an adult representative of at
least 60 percent (60%) of the affected residential dwelling units. Changes to the days or

times of restrictions must follow the same standards required for creating a new district.
Proposed boundary adjustments must generally include a minimum of two block faces,
unless unique circumstances make that requirement impractical. Any approved
expansion will adopt the same parking restriction days and times as the existing district
to maintain uniformity.

RECOMMENDATION
I recommend the City Council conduct a public hearing and approve the amendment of
the Residential Parking Permit District (RPPD) for District A along Grace Street.

daily, except Sundays and holidays, without displaying a valid parking permi
issued by the city.
I, Abraham Grutz, am typing this cover letter to clarify why I would like to extend district
A reserved parking to the end of Grace St.
This petition is very important to my neighbors and myself as well as my 57 year old
mother. There are no shortage of reasons why moving this sign would be beneficial for the
whole block.
Living by a school, greatly reduces the number of parking spots in front of my house when I get
off work. Almost every day, not including summer and major holidays, I expect there to be no
spots. Either these students will double park, or park bumper to bumper leading to being
boxed in. I've had to call into work multiple times because of this.
Neighbors of mine have had to call the cops to get vehicles towed away because they're
driveways will sometimes also be blocked because everyone tries to squeeze in. even if the
vehicles don't block their driveways, they park extremely close which makes it really difficult to
see around and pull out. This also makes it impossible for our trash to be picked up by the city.
When we pull our trash into the street to make sure it gets taken, these students will move
them.. This happened three weeks in a row. I live in one of about three houses or so on the
street, without a driveway. So I greatly depend on open spots for my mother, other neighbors
in the apartment building and myself. When there are no spaces, this forces us to park in the
church parking lot on Grandview. This gets frustrating, especially when my mother with health
problems needs to walk a couple hundred feet to get home. You can only park on one side of
the street.
In the winter, I fear shoveling out spaces in front of my house, knowing full well they will be
taken by these students. That goes for all of my neighbors. So I was told when getting petition
signed. They were all overjoyed when I came by with this petition.
This is all an even bigger hassle when in the winter, snow banks take up even more
spaces. Realistically in the winter, with all of the snow banks, and driveway entrances, you
maybe could fit ten vehicles on the street. All year round, the whole street, starting at my
house and up is completely vacant. When you get to my house, there are a huge, overwhelming
cluster of vehicles. This does not make sense to me.
This ordeal, is extremely important to my whole block. If this petition gets passed, it would save
me and my neighbors a lot of stress.

established within the current district. If approved, participation in the program is manadatory, only those
