WHEREAS, the Dubuque Senior Speech team received 24 All-State Nominations to the Large Group
All-State Speech Festival at lowa State University on February 21 St, 2026 and 27 All-State
Nominations to the Individual Events Speech Festival at the University of Northern lowa
on March 30th, 2026, and
WHEREAS, the Dubuque Senior Speech team was awarded the E. Wayne Cooley Sweepstakes
trophy, given to the school with the most All-State entries at the festival, designating them
as Large Group State Champions for 2026, the 9th in school history, and
WHEREAS, the Dubuque Senior Speech team was awarded the I.E Sweepstakes trophy, given to the
school with the most All-State entries to the festival, designating them as the Individual
Events State Champions for 2026, their 14th consecutive state championship in Individual
Events, and
WHEREAS, the speech team received the Critic's Choice Award in the Category of Television
Newscasting for 2026 for the newscast WFMB, given to the top performer in that event at
the Large Group Festival on February 21 St, 2026, awarded by an expert in the field of
television news.
NOW THEREFORE, I, BRAD M. CAVANAGH, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON
BEHALF OF THE CITY COUNCIL, STAFF, AND RESIDENTS OF DUBUQUE, DO HEREBY
RECOGNIZE THE DUBUQUE SENIOR HIGH SCHOOL SPEECH TEAM AS THE
"2026 LARGE GROUP AND INDIVIDUAL
EVENTS STATE CHAMPIONS"
IN WITNESS THEREOF, I have hereunto set my
hand and caused the Great Seal of the City of
