Each application included an overview of the equipment requested and its intended use in PEG access programming production. Additionally, Community PEG Grant applicants submitted an estimated cost list for the equipment as part of the application process, while the Channel Operator PEG Grant applicant provided 3 quotes. Three applications submitted by Challenge to Change, Inc., Dubuque County Fine Arts Society, and Justin Milligan, as well as a request submitted by the City of Dubuque were recommended by the commission for approval. The commission's approved recommendations for the Community PEG Access Equipment Grant for City Council consideration are as follows: • Challenge to Change, Inc. (organization): $9,593.84 plus up to 10% for shipping and price variations for equipment packaged to support the development of PEG access programming. Van Milligen, City Manager FROM: Randy Gehl, Public Information Officer SUBJECT: PEG Fund Expenditures DATE: April 14, 2026 INTRODUCTION The purpose of this memorandum is to forward recommendations from the Cable TV Commission to approve four requests for funding from the Public, Educational, and Governmental (PEG) Equipment Grant Program. BACKGROUND The City's former cable television franchise agreement with Mediacom established an annual grant program dedicated to funding equipment acquisitions for the production of local public, educational, and governmental (PEG) programming. City of Dubuque residents or qualified organizations —those with a principal place of business within City limits or a principal regular meeting place within City limits — may apply for funding from this program. Because Mediacom now operates in Dubuque under a state franchise, the state code related to cable franchises applies to the use of Dubuque PEG Capital Grant for Access Equipment and Facilities funds. The code states, "All fees collected pursuant to this subsection shall be used only for the support of the public, educational, and governmental access channels." Currently, five PEG channels are offered on the Mediacom cable system. The City of Dubuque operates the local government access channels (CityChannel Dubuque and CityChannel Graphics) and the public access channel, the Dubuque Community School District operates the public education access channel, and Loras College operates the shared education access channel. The PEG Capital Grant for Access Equipment and Facilities fund currently has a balance of$1,271,820.80 The fund has been used to support the creation of PEG access programming by a variety of organizations over the years. Mediacom is no longer required to contribute to this fund so the only way it will grow is through interest. There are two grant processes available for requesting funding: one designated for community members, and another specifically for PEG channel operators. By documenting these activities, the series will provide viewers with a deeper understanding of the people and organizations that shape Dubuque's creative identity. Creative Dubuque:Arts in Action will also provide access to arts experiences for community members who may not be able to attend events in person, thereby expanding public access to local cultural programming in alignment with the City of Dubuque's broader community engagement goals. In addition to broadcast on the City of Dubuque's PEG access channels, DCFAS anticipates archiving and sharing completed, non-commercial programming through a publicly accessible YouTube channel. Utilizing this free platform will extend the reach of PEG-compliant content, increase accessibility for residents who consume media digitally, and ensure long-term availability of locally produced cultural programming. YouTube distribution will not replace PEG broadcast but will serve as a supplemental access point for the same non-commercial content. Content will also be captured during the annual DBQFest arts and cultural festival in Washington Park,with an emphasis on artistic demonstration, live performance, and public participation. Coverage will not promote commercial activity, product purchases or event attendance and will comply fully with the City of Dubuque Cable Access Policy and Procedures Guidelines. Reliable audio capture is essential to producing usable public access programming. Portable LED panel lights and compact on-camera lighting will be used in rehearsal spaces, workshops, backstage environments, and other community venues where existing lighting is insufficient.
