exceed $25,607.32 ($23,279.38 in requested funds plus $2,327.94, to cover increased
equipment and shipping costs since applications were submitted) in PEG Equipment
Fund expenditures
The Cable TV Commission met on March 27, 2026, to review five Community PEG
Access Equipment Grant and one PEG Access Channel Operator Equipment Grant
applications. Each application included an overview of the equipment requested and its
intended use in PEG access programming production. Additionally, Community PEG
Grant applicants submitted an estimated cost list for the equipment as part of the
application process, while the Channel Operator PEG Grant applicant provided 3
quotes. Three applications submitted by Challenge to Change, Inc., Dubuque County
Fine Arts Society, and Justin Milligan, as well as a request submitted by the City of
Dubuque were recommended by the commission for approval.
The commission's approved recommendations for the Community PEG Access
Equipment Grant for City Council consideration are as follows:
• Challenge to Change, Inc. (organization): $9,593.84 plus up to 10% for shipping and
price variations for equipment packaged to support the development of PEG access
programming. Equipment requested in the application includes a camera bundle, lens,
microphones, lighting, teleprompter, monitor, tripod, cables, and accessories. The
application outlines the production of a series focused on preventative mental health,
mindfulness-based education, yoga, and sound based regulation practices. The
programs are described as educational in nature and designed to support families,
caregivers, workforce professionals, and the community in strengthening emotional
regulation, stress recovery, and overall well-being.
• Dubuque County Fine Arts Society (organization): $7,856.39 plus up to 10% for
shipping and price variations for equipment packaged to support the development of
PEG access programming. Equipment requested in the application includes cameras,
lenses, tripods, microphones, lighting, cables, and accessories. The application

outlines the production of a video series titled Creative Dubuque Arts: Arts in Action
(working title). The series is intended to document artistic practice, live performance,
arts education, volunteer engagement, and community-based cultural programming.
Additionally, the application highlights seven of the organization's affiliates, which will

• Justin Milligan (resident): $2,650 plus up to 10% for shipping and price variations for
equipment packaged to support the development of PEG access programming.
Equipment requested in the application includes a camera, microphone, lighting,
tripod, and accessories. The application outlines the production of a series titled
What's on My Shelf, which is intended to feature conversations with local arts and
cultural leaders, civic figures, and business owners about recorded culture and
personal media collections in a casual, documentary-style format.
The commission's approved recommendation for the PEG Access Channel Operator
Equipment Grant for City Council consideration is as follows:
• City of Dubuque: $3,179.15 plus up to 10% for shipping and price variations for
equipment packaged to support the development of PEG access programming and
channel operations. The requested equipment includes a replacement backup power
system for broadcast infrastructure, a portable recording device for studio and in-field
operations, and lights that will enhance drone operations.

INTRODUCTION
The purpose of this memorandum is to forward recommendations from the Cable TV
Commission to approve four requests for funding from the Public, Educational, and
Governmental (PEG) Equipment Grant Program.
BACKGROUND
The City's former cable television franchise agreement with Mediacom established an
annual grant program dedicated to funding equipment acquisitions for the production of
local public, educational, and governmental (PEG) programming. City of Dubuque residents
or qualified organizations —those with a principal place of business within City limits or a
principal regular meeting place within City limits — may apply for funding from this program.
Because Mediacom now operates in Dubuque under a state franchise, the state code
related to cable franchises applies to the use of Dubuque PEG Capital Grant for Access
Equipment and Facilities funds. The code states, "All fees collected pursuant to this
subsection shall be used only for the support of the public, educational, and
governmental access channels." Currently, five PEG channels are offered on the
Mediacom cable system. The City of Dubuque operates the local government access
channels (CityChannel Dubuque and CityChannel Graphics) and the public access
channel, the Dubuque Community School District operates the public education access
channel, and Loras College operates the shared education access channel.
The PEG Capital Grant for Access Equipment and Facilities fund currently has a
balance of$1,271,820.80 The fund has been used to support the creation of PEG
access programming by a variety of organizations over the years. Mediacom is no
longer required to contribute to this fund so the only way it will grow is through interest.
There are two grant processes available for requesting funding: one designated for
community members, and another specifically for PEG channel operators. Details are

DISCUSSION

to cover increased equipment and shipping costs since applications were submitted) in

The total requested amount for the Community PEG Access Equipment Grant may not exceed $5,000 per application
for individuals or$10,000 per application for organizations.
Awarded applicants with requests under$5,000 will be required to produce a minimum of 5 programs with a
cumulative total run time of 30 minutes. Requests of$5,000 or above will be required to produce a minimum of 10
programs with a cumulative run time of 60 minutes.

Mindful Minutes, in partnership with Challenge to Change, Inc., proposes to produce an educational public access video
series focused on preventative mental health, mindfulness-based education, yoga, and sound-based regulation practices
for the Dubuque community.

The Community PEG Access Equipment Grant is dedicated to supporting the creation of video programming for the City of
Dubuque's public, educational, and governmental (PEG)access channels on local cable television systems. Through this
opportunity, equipment is funded to up to 5 individuals and/or organizations each year with an interest in producing content
for one of Dubuque's PEG channels.

Following the deadline, the Cable TV Commission will review applications at a meeting during which they will consider
their support and approval of selected grant recipients.

Consideration Process
Commissioners will vote to recommend funding Community PEG Access Equipment Grant requests based off the
following criteria:
• Eligibility requirements
• Completion of application materials
• Requested equipment supports the production of proposed access programming
• Applicant demonstrates sufficient knowledge regarding use of requested equipment
Commissioners will review applications in advance of the public meeting to prepare for discussion.This review is informal
and not scored.
To support consistent preparation, Commissioners will refer to a shared set of review considerations.These are provided
for applicant awareness only.

Final selections will be made collectively during a public Commission meeting, where up to five applicants will be selected

You do not meet the eligibility requirements for this grant program.
Applicants are not eligible if their primary residence or principal place of business is outside the city limits of the City of
Dubuque, or if they have received support through the PEG Fund in the past three years.
Past recipients may reapply for funding if at least three years have passed since their most recent award and all reporting
and other requirements related to previous funding have been fully completed.

Funding Scope and Requirements*
The total requested amount for the Community PEG Access Equipment Grant may not exceed $5,000 per application
for individuals or$10,000 per application for organizations.
Awarded applicants with requests under$5,000 will be required to produce a minimum of 5 programs with a
cumulative total run time of 30 minutes. Requests of$5,000 or above will be required to produce a minimum of 10
programs with a cumulative run time of 60 minutes.
If a request to deviate from these requirements is submitted and approved,the approved changes will become the
new required guidelines.The request to deviate must be included in the original application and outlined in proposal
for programs.

Programming Proposal*
Dubuque County Fine Arts Society(DCFAS) proposes to produce a non-commercial public access video series titled
Creative Dubuque:Arts in Action (working title).The series will document artistic practice, live performance, arts
education, volunteer engagement, and community-based cultural programming occurring within the City of Dubuque.
DCFAS is a volunteer-led nonprofit that supports artists and creative groups by serving as a fiscal sponsor for arts-
forward, community-informed cultural experiences in Dubuque and its surrounding areas.
Through its network of affiliated arts and culture organizations—including Trainwreck Productions, Dubuque Area Writers
Guild, Dubuque Unidos, Groundswell Joy Collective, Urban Sketchers Dubuque, Dubuque Rendezvous Project, and The
Driftless Guild—DCFAS supports a wide range of creative activities that engage residents of all ages, backgrounds, and
creative disciplines.These programs are primarily volunteer-driven and provide opportunities for artistic participation and
community leadership.
This grant will provide shared production equipment that these affiliated groups currently do not possess individually. By
centralizing equipment under DCFAS stewardship, participating organizations will be able to collaborate in producing high-
quality, PEG-compliant programming that documents and celebrates community-based arts activity. DCFAS will administer
scheduling, coordination, and compliance oversight to ensure responsible and consistent use of the equipment.
The proposed series will highlight how artists, performers, educators, and volunteers collectively contribute to Dubuque's
cultural landscape. Episodes will focus on artistic process, collaboration, rehearsal, performance, workshop facilitation,
and public participation. By documenting these activities, the series will provide viewers with a deeper understanding of
the people and organizations that shape Dubuque's creative identity.
Creative Dubuque:Arts in Action will also provide access to arts experiences for community members who may not be
able to attend events in person, thereby expanding public access to local cultural programming in alignment with the City
of Dubuque's broader community engagement goals.
In addition to broadcast on the City of Dubuque's PEG access channels, DCFAS anticipates archiving and sharing
completed, non-commercial programming through a publicly accessible YouTube channel. Utilizing this free platform will
extend the reach of PEG-compliant content, increase accessibility for residents who consume media digitally, and ensure
long-term availability of locally produced cultural programming. YouTube distribution will not replace PEG broadcast but
will serve as a supplemental access point for the same non-commercial content.
Content will also be captured during the annual DBQFest arts and cultural festival in Washington Park,with an emphasis
on artistic demonstration, live performance, and public participation. Coverage will not promote commercial activity,
product purchases or event attendance and will comply fully with the City of Dubuque Cable Access Policy and
Procedures Guidelines.
DCFAS commits to producing a minimum of 10 individual programs with a cumulative runtime of at least 60 minutes.
Individual programs will range from approximately 2-12 minutes in length.
Proposed Program Types
1.Artist and Volunteer Profiles (3-4 programs), Length: 5-8 minutes each
Content: Interviews at events, creative gatherings, rehearsals,festivals and behind the scenes of artists and volunteers
involved in organizing, producing, and sustaining arts programming by DCFAS affiliates or associated with DBQFest.
Episodes will focus on creative process, motivation, and civic involvement.
2. Community Performance and Event Documentation (3-4 programs), Length: 6-10 minutes
Content: Coverage of live performances, staged readings, rehearsals, workshops, and public arts programming presented
by DCFAS affiliates and during DBQFest.
3.Affiliate and Program Profiles (6-7 programs), Length: 2-3 minutes
Content: Short informational profiles introducing DCFAS affiliates and their programming. Episodes will describe each
organization's mission, the type of programming they present, and how community members participate in or engage with
their activities. Profiles will focus on education, participation, and civic engagement rather than promotion or solicitation..
Projected minimum cumulative runtime: approximately 70-85 minutes.

In addition to the program types listed above, DCFAS anticipates documenting select full-length, royalty-free performances
produced by affiliates that develop original scripts and programming for stage or public space.Any additional completed
programming that meets PEG guidelines may be submitted for broadcast and made available to the City of Dubuque for
cable access airing.
All programming will comply with the City of Dubuque Cable Access Policy and Procedures Guidelines. Necessary
participant releases and content clearances will be obtained. Programming will be produced solely for non-commercial
public access broadcast.

Plan for Use of Requested Equipment*
The requested equipment will be used to produce the Creative Dubuque:Arts in Action public access series through field-based
video capture of artist and volunteer interviews, live performances, rehearsals,workshops, short affiliate profiles, and
documented community arts programming occurring within the City of Dubuque. DCFAS is requesting a portable two-camera
production kit built around Sony mirrorless cameras to support flexible, real-time documentation of community arts activity.The
dual-camera configuration allows for simultaneous wide and close framing during live performances, staged readings,
workshops, and rehearsals without interrupting programming. This ensures stable and usable documentation of both performers
and participants. Many community arts events occur across multiple locations or areas simultaneously. Events such as Latinx
Fiesta or DBQFest are spread across broad public spaces and feature concurrent performances, demonstrations, and
interactive programming.The availability of two cameras allows documentation of multiple activities occurring at the same time,
helping to capture the full scope and character of these public programs.The second camera also provides scheduling
flexibility.As DCFAS affiliates operate independently, there may be occasions when separate affiliates require equipment
access at the same time. Maintaining two identical camera bodies allows DCFAS to support multiple programming efforts while
preserving consistent technical quality across the series. Sony mirrorless cameras were selected for their reliability in variable
lighting conditions, strong autofocus performance during live events, and ease of use in dynamic environments.These features
are particularly important for documenting theater productions, rehearsals, and festival programming where lighting conditions
cannot be fully controlled.The audio configuration—including wireless and wired lavalier microphones, a directional shotgun
microphone, a portable field recorder, and soundboard connection capability—will ensure clear capture of interviews as well as
live performance audio in both indoor and outdoor environments. Reliable audio capture is essential to producing usable public
access programming. Portable LED panel lights and compact on-camera lighting will be used in rehearsal spaces, workshops,
backstage environments, and other community venues where existing lighting is insufficient. Equipment has been selected for
portability and adaptability across varied locations. Because DCFAS and its affiliates currently do not possess centralized video
production equipment, this grant will establish foundational shared infrastructure. Protective backpacks, cases, additional
memory cards, and rugged external hard drives will ensure safe transport, responsible storage, secure archival of raw footage,
and long-term retention of completed programming. External drives will allow footage to be edited on volunteer or publicly
available computers while maintaining organizational custody of original files and final programs. DCFAS and its affiliates
include individuals with experience in video production, script development, storytelling, editing, and live event documentation.
This collective skill base will support effective use of the requested equipment and the timely production of compliant public
access programming. Orientation and coordination will be provided as needed to ensure consistent technical standards across
participating organizations. DCFAS will maintain centralized stewardship of all equipment. Equipment will be stored, scheduled,
and monitored by DCFAS leadership to ensure responsible use and compliance with grant requirements.Affiliate organizations
may utilize the equipment for PEG-aligned programming under DCFAS supervision. DCFAS will oversee editing, runtime
tracking, submission to PEG channels, digital archiving, and final reporting. Completed programming will be broadcast through
the City of Dubuque's PEG access channels and may also be archived on a publicly accessible YouTube channel as a
supplemental access point for the same non-commercial content.All necessary participant releases and content clearances will

The Community PEG Access Equipment Grant is dedicated to supporting the creation of video programming for the City of
Dubuque's public, educational, and governmental (PEG)access channels on local cable television systems. Through this
opportunity, equipment is funded to up to 5 individuals and/or organizations each year with an interest in producing content
for one of Dubuque's PEG channels.

Following the deadline, the Cable TV Commission will review applications at a meeting during which they will consider

Consideration Process
Commissioners will vote to recommend funding Community PEG Access Equipment Grant requests based off the
following criteria:
• Eligibility requirements
• Completion of application materials
• Requested equipment supports the production of proposed access programming
• Applicant demonstrates sufficient knowledge regarding use of requested equipment
Commissioners will review applications in advance of the public meeting to prepare for discussion.This review is informal
and not scored.
To support consistent preparation, Commissioners will refer to a shared set of review considerations.These are provided
for applicant awareness only.

Final selections will be made collectively during a public Commission meeting, where up to five applicants will be selected
for funding and general reasoning will be shared.

Applicants are not eligible if their primary residence or principal place of business is outside the city limits of the City of
Dubuque, or if they have received support through the PEG Fund in the past three years.
Past recipients may reapply for funding if at least three years have passed since their most recent award and all reporting
and other requirements related to previous funding have been fully completed.

Funding Scope and Requirements*
The total requested amount for the Community PEG Access Equipment Grant may not exceed $5,000 per application
for individuals or$10,000 per application for organizations.
Awarded applicants with requests under$5,000 will be required to produce a minimum of 5 programs with a
cumulative total run time of 30 minutes. Requests of$5,000 or above will be required to produce a minimum of 10
programs with a cumulative run time of 60 minutes.
If a request to deviate from these requirements is submitted and approved,the approved changes will become the
new required guidelines.The request to deviate must be included in the original application and outlined in proposal
for programs.

Programming Proposal*
Program Description
What's On My Shelf is a locally produced public access video series that highlights prominent members of the Dubuque
community through conversations about recorded culture and personal media collections. Featured participants will
include local business owners(such as music and record store owners), arts and cultural leaders(including musicians,
conductors, and arts administrators), and civic figures(such as elected officials and community leaders).
Each episode features a Dubuque resident in their home, office, or personal space, sharing five to seven meaningful
recordings or cultural items from their shelves and discussing the stories, memories, and local connections behind them.
The format is inspired by interview-based cultural programs such as Amoeba Records'"WhaYs In My Bag,"adapted for a
community-focused, public access context. Rather than featuring touring artists or commercial promotion,WhaYs On My
Shelf centers local voices and uses recorded media as an accessible entry point into personal history, creative influence,
and civic identity.
Recorded Media & Format Inclusivity
The series is intentionally format-inclusive. Items discussed may include:
Vinyl records
CDs or cassette tapes
Digital music releases (referenced physically or conceptually)
DVDs or Blu-rays
Other recorded media related to music, film, or performance
While music is the primary focus, this inclusive approach reflects how people engage with culture today and ensures
broad accessibility for participants across generations and backgrounds.
Local Arts&Community Focus
Each episode will include a dedicated discussion prompt asking participants to identify and discuss favorite local or
regional artists, with particular emphasis on musicians, bands, or creators connected to Dubuque and the surrounding
area.
This element is designed to:
Highlight local creative voices
Encourage cultural discovery within the community
Support Dubuque's local arts ecosystem
Align with PEG access goals of education and community representation
Whenever possible, participants will be encouraged to include recordings by local artists as part of their selections.
Program Format
Episode Length:Approximately 5-7 minutes
Total Programming: Minimum of 5 completed programs
Cumulative Runtime:At least 30 minutes
Production Style: Casual, documentary-style interviews
Setting: Participants'homes, offices, or personal spaces within the City of Dubuque

Plan for Use of Requested Equipment*
The requested equipment will be used exclusively to produce WhaYs On My Shelf episodes for broadcast on City of Dubuque
PEG access channels. The portable, battery-powered setup supports filming in residential spaces without disruption to
participants. Wireless microphones ensure clear dialogue, while compact lighting provides consistent, natural-looking
illumination without reliance on household power outlets. This equipment configuration allows efficient production across
multiple locations while maintaining consistent technical quality. I have experience with: Interview framing and stable camera
setup Wireless microphone placement and audio level management Lighting techniques for small interior environments Safe
transport, setup, and storage of production equipment Managing recorded media for PEG-appropriate delivery. I also have
taken college courses on video production at lowa State University as part of my bachelor's degree in journalism.The selected
equipment is intentionally straightforward and reliable, supporting consistent results for single-operator or small-crew
production.

forgot to include one piece of equipment in my PEG Equipment Quotes PDF -- and it is also not

Plan for Use of Equipment*
The City of Dubuque is requesting equipment support from the Cable TV Commission to implement a backup power system for broadcast infrastructure,maintain
reliable recording capabilities,and enhance drone operations.If approved,the support will ultimately strengthen the City's ability to deliver high-quality,programming
ta the community.
APC Power Battery Backup:
Currently,an existing power battery backup unit is approaching the end of its operational life and has begun to issue alerts indicating it needs replacement.Following
guidance of the City's IT Department,a new APC replacement model has been recommended to address this issue.Upgrading this essential equipment will help
ensure continued channel operations during potential outages at the headend.Additionally,the new unit will provide enhanced protection against electrical surges,
further protecting the functionality of our broadcast systems.
Blackmagic Design HyperDeck Studio HD Plus+qccessories:
The addition of the Blackmagic HyperDeck Studio unit will enhance the City's capabilities for both in-studio and field recordings.Some equipment in the City Council
Chambers is showing signs of potential malfunction,making reliable recording a growing concern.By integrating the HyperDeck Studio,essential meetings and events
will more reliably be captured without interruption.Furthermore,this unit includes a built-in confidence monitor,a feature lacking in some of the existing setup.When
future studio upgrades are implemented,this equipment will easily adapt to support our production needs in the field.
Anti-Collision Drone Lights:
The integration of drone footage into programs produced by the City of Dubuque has grown significantly.This request includes highly rated anti-collision lighting that
can be added to our drones,expanding our ability to operate in low-light conditions while enhancing overall flight safety.
