Civil Engineer III David Ness and Sustainable Innovation Consultant David Lyons are
recommending City Council approval of a eighteenth amendment to the Master Co-
location and Shared Services Agreement between the City and ImOn Communications
to include a conduit sharing agreement along Highway 61 south to the Dubuque
Regional Airport.
There is no negative implications to the City budget. The City of Dubuque will receive
$116,125 in services and fiber installations in return for sharing space in their existing
conduit to the airport.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to request approval of a eighteenth amendment to the
Master Co-location and Shared Services Agreement between the City and ImOn
Communications to include a conduit sharing agreement along Highway 61 south to the
Dubuque Regional Airport.
BACKGROUND
In 2016 the City of Dubuque undertook its Broadband Acceleration Initiative. The
Initiative focuses on public/private collaborations and includes a comprehensive
strategy to reduce the cost and time required for broadband expansions in Dubuque.
One effort within that strategy is the use of "Master Agreements", where an overall legal,
structural and financial relationship is established between the City and broadband
providers and approved by City Council. Project Statements carried out pursuant to that
Master Agreement can then be quickly considered and approved.
In 2017 the City of Dubuque and ImOn entered into a Master Co-location and Shared
Services Agreement to accelerate the deployment of new broadband capacity in
Dubuque and several subsequent amendments. The collaborations have gone well and
all anticipated value to the City is being received.
DISCUSSION
The University of Dubuque is significantly expanding its aviation facility and
programming at the Dubuque Regional Airport. This will necessitate increasing their
fiber connectivity between the airport and UD Campus. They have selected ImOn
Communications as their preferred partner for that connectivity. Under normal
conditions, the distance, topography and demography of that route would make the

project unacceptably costly for ImOn to provide to the University. However, the
existence of a city conduit with excess capacity allows for a public/private collaboration
to reduce costs and time for implementation. It also creates the opportunity for the City
to incorporate additional fiber capacity for itself in that same conduit to support future
capacity as the City grows south and to provide an additional part of the "City High-Fiber
Ring".
BUDGET IMPACT
There is no negative implications to the City budget. The City of Dubuque will receive
$116,125 in services and fiber installations in return for sharing space in their existing
conduit to the airport.
RECOMMENDATION AND ACTION REQUESTED
This Amendment supports Dubuque's Broadband Acceleration Initiative, assists a
partner ISP in providing service within the community and provides funds for the
maintenance and development of the City network. We respectfully request your
approval and recommendation to City Council.

Pursuant to the Master Co-lacatian and Shared 5ervices Agreement between City of Dubuque{CITY)and
Im�n Communicatians{IM�N),dated December 28,2021 and attached hereto,the Parties hereby agree
to the following PROJECT STATEMENT:
Narratirre description of ca-IocaHon and service sharing:
- CITY will provide IMoN access to 19,291 feet af existing 1.5 inch conduit and 2810 feet of
exisfing seven-way conduit running from approximately the SE Corner ofthe intersection of
Highway 151/61 and Lalce Elanore Road south to the existing handhold at 10698 Airport Road,
and as further shown on Exhibit A.7he 1.5 inch conduit is valued at$5 per linear foot and the
seven-way conduit valued at$7per linearfoat.
- ImOn wil{line the 1.5 inch conduit with 3-16/12mm duct. If ImOn determines that three I
rr�icroduct cannot be accommodated within the conduit then,with appro�al of the City,only 2- �
16/12mm will be required �
Charges and Payment Tprms:
- The total cost of Gity for proving conduit space under this Projeci Statement is$116,125 (19,291
If X$S=$96,455 and 2,810 If X$7=$19,670). Total cost to ImOn for providing fiber, installation �
and other services underthis Project statement is$116,125.
- Twenty(20)year term beginning July 1, 2026 and running through June 30, 2046. IMON or CITY
may request up to two five-year extensions of the agreement at the same�aiue,and such
extension shall not be unreasonably denied.
Exchange of Value;
The value provided by CITYCo IMON is$116,125. 7he value provided by IMON to C1TY is$116,125.
