INTRODUCTION
The attached resolution authorizes the award of the public improvement construction
contract for the 2026 Pavement Marking Project.
BACKGROUND
The annual pavement marking program is an essential component to our transportation
system. Well-defined pavement lane lines, symbols, and crosswalk stripping provides
safety to drivers and pedestrians on the public road system.
As part of a cooperative Maintenance Agreement with the lowa Department of
Transportation (lowa DOT), the City will include portions of lowa DOT jurisdictional
pavement markings with the City's annual pavement marking program. The
Maintenance Agreement includes all symbols and legends and a portion of center lines
on lowa DOT routes within the City. The lowa DOT will reimburse the City for their
share of project costs after the project is completed and accepted.
The City contracts annually for a city-wide pavement marking project to furnish, install,
maintain, and remove permanent pavement markings to include pavement lane lines,
symbols, legends, and crosswalk stripping on City streets, intersections and portions of
lowa DOT highway routes within the City as directed by the Engineering Department.
DISCUSSION
The Pavement Marking Project is completed annually due to a more rapid deterioration
on higher volume, high vehicular movement roadways. Pavement markings are applied
using waterborne paint with a service life of approximately two (2) years.
Additionally, as a part of the Central Ave. and White St. Design Phase 1: Pavement
Marking Restriping project along the one-way pair from 4th St to 22nd St., the lines and
symbols along the corridor have been removed from the 2026 Pavement Marking
Project. These lines and symbols will be physically removed and replaced with new lane
lines, symbols and additional markings in a separate pavement marking project later
this calendar year using this same funding source.
The intent here is to avoid paying twice for the same work. The restriping effort later this
year would be coordinated with the outcome of the parking and corridor decisions. Until

those decision are finalized, no permanent lane reconfiguration is being advanced at
this time.
BID RESULTS
The City received one (1) bid on April 23, 2026, for the 2026 Pavement Marking Project.
Ostrom Painting & Sandblasting, Inc. of Rock Island, IL, submitted the low bid in the
base bid amount of $247,039.68 which is 17.2% above the estimate of probable cost. A
summary of the bid proposal received is as follows:

Although the bid exceeds the estimate, staff believe the pricing is reasonable given the
nature of the work. The work involves multiple locations, substantial traffic control
requirements, significant phasing, and a high proportion of nighttime operations. These
factors increase contractor risk related to traffic management and liability and likely
contributed to higher-than-anticipated costs.
RECOMMENDATION
I recommend awarding the contract for the 2026 Pavement Marking Project to Ostrom
Painting & Sandblasting, Inc. in the amount of$247,039.68.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE
2026 PAVEMENT MARKING PROJECT
WHEREAS, sealed proposals have been submitted by contractor(s) for the 2026
Pavement Marking Project, (the Project) pursuant to Resolution No. 117-26 and Notice
to Bidders published on the City of Dubuque, Iowa website and plan room service with
statewide circulation on the 10th day of April 2026; and
WHEREAS, said sealed proposals were opened and read on the 23rd day of April
2026 and it has been determined that Ostrom Painting & Sandblasting, Inc. of Rock
Island, IL submitted low bid in the amount of $247,039.68, and is the lowest responsive,
responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
SECTION 1. That a Public Improvement Contract for the Project is hereby
awarded to Ostrom Painting & Sandblasting, Inc. and the City Manager is hereby
directed to execute a Public Improvement Contract on behalf of the City of Dubuque for
the Project.
Passed, approved, and adopted this 4th day of May 2026.
