INTRODUCTION
The purpose of this memorandum is to provide the City Council with information related
to the recommendation for awarding the Public Improvement Construction Contract for
the 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid
Package 4.
BACKGROUND
Since 1990, the City of Dubuque has installed pedestrian access ramps around the City
of Dubuque to conform with the American with Disabilities Act (ADA). The pedestrian
access ramps allow people with mobility challenges to access the City's sidewalk
system. The design standards for these ramps have evolved over time as more ramps
have been installed and standards have changed.
Since 2011, The City of Dubuque follows the Proposed Accessibility Guidelines for
Pedestrian Facilities in the Public Right-of-Way (PROWAG) standard. These are the
most current standards to use for facilities in public right-of-way and addressed issues
brought up since the original ADA standards were developed. Both the lowa
Department of Transportation (lowa DOT) and the Federal Highway Administration
(FHWA) adopted PROWAG and require all cities that receive federal or state funding to
follow these standards.
DISCUSSION
The 2026 Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid
Package 4 will provide for the replacement of 38 access curb ramps, adjacent street
pavement work, curb and gutter replacement, sidewalks, 2 storm sewer intakes and
landscape restoration work. This project is in coordination with the Public Works Asphalt
Overlay program at the following locations:
• Stafford Street from E. 22nd Street to GarField Avenue - 8 Ramps
• Humboldt Street from High Bluff Street to GarField Avenue - 5 Ramps
• Schiller Street and Garfield Avenue Intersection - 2 Ramps
• Farley Street and High Bluff Street Intersection - 4 Ramps

BID RESULTS
The City received sealed bids on April 23, 2026, for the 2026 Public Works Asphalt
Overlay Program, Sidewalk Curb Ramp Project - Bid Package 4. Midwest Concrete, Inc.
submitted the low bid in the amount of 199,908.60 which is 22.2% below the estimate of
probable cost. A summary of the bid proposals received is as follows:

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE 2026 PUBLIC WORKS
ASPHALT OVERLAY PROGRAM, SIDEWALK CURB RAMP PROJECT - BID
PACKAGE 4
WHEREAS, sealed proposals have been submitted by contractors for the 2026
Public Works Asphalt Overlay Program, Sidewalk Curb Ramp Project - Bid Package 4,
(the Project) pursuant to Resolution No. 112-26 and Notice to Bidders published on the
City of Dubuque, Iowa website and plan room service with statewide circulation on the
10th day of April 2026; and
WHEREAS, said sealed bid proposals were opened and read on the 23rd day of
April 2026 and it has been determined that Midwest Concrete, Inc. of Peosta, Iowa, in
the bid amount of $199,908.60, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
SECTION 1. That a Public Improvement Contract for the Project is hereby
awarded to Midwest Concrete, Inc. and the City Manager is hereby directed to execute
a Public Improvement Contract on behalf of the City of Dubuque for the Project.
