INTRODUCTION
This memorandum requests the City Council conduct a public hearing for the 2026 for
the Asbury, Carter & Chaney Traffic Signal Improvement Project.
BACKGROUND
The traffic cabinet at Asbury— Carter intersection was damaged in 2024 and remained
in red flash for several months because the underground conduit had deteriorated to the
point that the old wire could not be removed. Because of this issue the City decided to
make changes to the intersection to prepare for this mast arm project. The following
items were completed in 2024 to get the intersection operational: new traffic cabinet,
battery backup system, conduit and wiring were installed. With all these items
completed and able to be reused this makes adding the mast arms and ADA ramps
easier at this intersection.
Asbury and Chaney have the same issues that Asbury and Carter had with deteriorated
conduit and issues with detection loops in the roadway. Because of these issues
Asbury— Chaney intersection will need to be reconstructed as well.
DISCUSSION
The Asbury, Chaney & Carter Traffic Signal Improvement Project will provide for the
following: At the Intersections of Asbury and Carter the removal and replacement of
signals, installation of ADA compliant sidewalks, removal and replacement of roadway
in designated locations, installations of pavement markings. The Asbury and Chaney
intersection will need to have new conduit, traffic cabinet foundation, the removal and
replacement of existing signals, rewiring of the entire intersection, installation of ADA
compliant sidewalks, removal and replacement of roadway in designated locations,
installations of pavement markings.
With the installation of the mast arms at both intersections along Asbury Road the traffic
signals will allow for protected left turn movements and then switch to a permissive left
turn movement; by allowing both options making left turns off Asbury at these signals

will be easier and safer. The signals will only be connected back to the Traffic
Operations Center via fiber for control and coordination of the signals. By coordinating
the signals together, the signals will operate more efficiently.

The project development schedule for the project will be as follows:

Publish Notice to Bidders, Advertise for Bids April 24, 2026
Notice of Public Hearing on Plans and Specs April 24, 2026
Public Hearing on Plans and Specs May 4, 2026
Receipt of Bid Proposals May 7, 2026
Award Construction Contract May 18, 2026
Completion Date August 21, 2026
RECOMMENDATION
I recommend the City Council conduct a public hearing and approve the plans,
specifications, form of contract and construction estimate for the Asbury, Carter& Chaney
Traffic Signal Improvement Project.

APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATED COST
WHEREAS, the Asbury, Carter & Chaney Traffic Signal Improvement Project will
provide for the following: at the Intersections of Asbury and Carter the removal and
replacement of signals, installation of ADA compliant sidewalks, removal and
replacement of roadway in designated locations, installations of pavement markings.

cost for the Asbury, Carter & Chaney Traffic Signal Improvement Project; and
WHEREAS, pursuant to published notice and published advertisement for bids, a
public hearing was held on 20th day of April, 2026 on the plans, specifications, form of
contract, and estimated cost for the Asbury, Carter & Chaney Traffic Signal Improvement
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1 . That the attached plans, specifications, form of contract and estimate of
total cost for the Asbury, Carter & Chaney Traffic Signal Improvement Project in the
estimated construction amount of $297,082.25, are hereby approved.

PUBLIC NOTICE is hereby given that the Dubuque City Council
will conduct a public hearing on the 4th day of May, 2026, at
6:30 p.m., in the Historic Federal Building, 350 W. 6th
Street, 2nd floor, Dubuque, Iowa, at which meeting the City
Council proposes to hear the plans, specifications, form of
contract and estimated cost for the Asbury, Carter & Chaney
Traffic Signal Improvement Project.
Scope of project: Asbury, Carter & Chaney Traffic Signal
Improvement Project will provide for following: At the
Intersections of Asbury and Carter the removal and replacement
