Maste iece on the Mississi t 2oo•zoiz•zois P Pp zoi*zoi9 TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: Loras Blvd. & Locust St. Storm Sewer Reconstruction Project Public Hearing Project No. 5586500042 DATE: April 24, 2026 City Engineer Gus Psihoyos is recommending City Council approve the plans, specifications, form of contract and construction estimate of$474,640.00 for the Loras Blvd. & Locust St. Storm Sewer Reconstruction Project. The construction estimate of probable cost has increased by $12,526 since the project initiation memo, reflecting final plan cost adjustments. This project involves replacing approximately 375 feet of failing storm sewer beneath Loras Blvd. and reconstructing the full width of pavement from the intersection of Loras Blvd. and Locust St. eastward to Main St. The need for this work became more urgent following a roadway undermine in November 2021, when a storm sewer failure temporarily closed Loras Blvd. Subsequent evaluations showed that the storm system in this area is generally in poor condition and has exceeded its expected service life, contributing to ongoing settlement and undermine concerns. The project will also reconstruct all pedestrian ramps within the limits to meet current ADA standards. I concur with the recommendation and respectfully request Mayor and City Council approval. v Mic ael C.
