City Engineer Gus Psihoyos is recommending City Council approve the plans,
specifications, form of contract and construction estimate of$474,640.00 for the Loras
Blvd. & Locust St. Storm Sewer Reconstruction Project.
The construction estimate of probable cost has increased by $12,526 since the project
initiation memo, reflecting final plan cost adjustments.
This project involves replacing approximately 375 feet of failing storm sewer beneath
Loras Blvd. and reconstructing the full width of pavement from the intersection of Loras
Blvd. and Locust St. eastward to Main St. The need for this work became more urgent
following a roadway undermine in November 2021, when a storm sewer failure
temporarily closed Loras Blvd. Subsequent evaluations showed that the storm system in
this area is generally in poor condition and has exceeded its expected service life,
contributing to ongoing settlement and undermine concerns. The project will also
reconstruct all pedestrian ramps within the limits to meet current ADA standards.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum and attached resolution is in reference to the City Council public
hearing for the Loras Blvd. & Locust St. Storm Sewer Reconstruction Project.
DISCUSSION

RECOMMENDATION
I recommend that the City Council conduct a public hearing and approve the plans,
specifications, form of contract and construction estimate for the Loras Blvd. & Locust St.
Storm Sewer Reconstruction Project.

The estimate of probable cost for the Loras Blvd. & Locust St. Storm Sewer

WHEREAS, the City Council, by Resolution No. 131-26, dated April 20, 2026, gave
preliminarily approved the plans, specifications, form of contract, and estimated cost for
the Loras Blvd. & Locust St. Storm Sewer Reconstruction Project; and
WHEREAS, pursuant to published notice and published advertisement for bids, a
public hearing was held on May 4, 2026, on the plans, specifications, form of contract,
and estimated cost for the Loras Blvd. & Locust St. Storm Sewer Reconstruction Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
SECTION 1. That the attached plans, specifications, form of contract and estimate
of total cost for the Loras Blvd. & Locust St. Storm Sewer Reconstruction Project in the
estimated construction amount of$474,640.00, are hereby approved.

PUBLIC NOTICE: is hereby given that the Dubuque City
Council will conduct a public hearing on the 4th day of May,
2026 at 6:30 p.m., in the Historic Federal Building, 350 W.
6th Street, 2nd floor, Dubuque, Iowa, at which meeting the
City Council proposes to hold a public hearing on the proposed
plans, specifications, form of contract and estimated cost for
the Loras Blvd. & Locust St. Storm Sewer Reconstruction
Project.
The scope of the Project is as follows: This project
involves replacing approximately 375 feet of failing storm
sewer beneath Loras Blvd. and reconstructing the full width of
pavement from the intersection of Loras Blvd. and Locust St.

written comments from any resident or property owner of said
