Public Hearing
INTRODUCTION
This memorandum and attached resolution is in reference to the City Council public
hearing for the 2026 Public Works Asphalt Milling Profile Project.
DISCUSSION
Each calendar year, the Public Works department puts together a recommendation for
the asphalt overlay program. Pending final budget approval, the department is
recommending moving forward with requesting bids for asphalt profile milling services for
the entirety of this calendar year's overlay program.
Street Maintenance / Rehabilitation programs have been identified as a 2025-2027 City
Council top priority.
PROJECT SCHEDULE
The proposed schedule for the project is as follows:
Initiate Public Bidding Process & Notice of Public Hearing April 20, 2026
Publish Notice to Bidders, Advertise for Bids April 22, 2026
Pre Bid Meeting April 30, 2026
Public Hearing on Plans & Specifications May 4, 2026
Receipt of Bid Proposals (Bid-Letting) May 7, 2026
Award Construction Contract May 18, 2026
Final Project Completion Date October 2, 2026

BUDGET IMPACT
Funding for this project will come from the Public Works Department capital budget for
asphalt milling services [5421000003-301-67990].
ACTION STEP
I respectfully request that the City Council conduct a public hearing and approve the
plans, specifications, form of contract and construction estimate for the 2026 Public
Works Asphalt Milling Profile Project through the adoption of the attached resolution.

2026 PUBLIC WORKS ASPHALT MILLING PROFILE PROJECT
APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED
COST
Whereas, the 2026 Public Works Asphalt Milling Profile Project will provide for the
re-pavement of approximately 10.19 centerline miles of asphalt milling across 64 streets
or street sections; and
Whereas, the City Council, by Resolution No. 134-26, dated April 20, 2026,
preliminarily approved the plans, specifications, form of contract, and estimated cost for
the 2026 Public Works Asphalt Milling Profile Project; and
Whereas, pursuant to published notice and published advertisement for bids, a
public hearing was held on May 4, 2026, on the plans, specifications, form of contract,
and estimated cost for the 2026 Public Works Asphalt Milling Profile Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the attached plans, specifications, form of contract and estimate of total cost
for the 2026 Public Works Asphalt Milling Profile Project in the estimated construction
amount of $145,869.35, are hereby approved.

PUBLIC NOTICE: is hereby given that the Dubuque City Council
will conduct a public hearing on the 4th day of May, 2026 at
6:30 p.m., in the Historic Federal Building, 350 W. 6th
Street, 2nd floor, Dubuque, Iowa, at which meeting the City
Council proposes to hold a public hearing on the proposed
plans, specifications, form of contract and estimated cost for
the Public Works Asphalt Profile Milling Project.
The scope of the Project is as follows: This project
includes the removal of approximately 10.19 centerline miles
of asphalt millings along 64 streets or street sections.
At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above action. The official City Council agenda
will be posted the Friday before the meeting and will contain
public input options. The agenda can be accessed at

City Clerk's Office at 563-589-4100,
ctyclerk@cityofdubuque.org.
Written comments on the public hearing may be submitted to
the City Clerk's Office by email at ctyclerk@cityofdubuque.org

written comments at the time of the hearing.
