Van Milligen, City Manager FROM: Deron Muehring, Water & resource Recovery Center Director SUBJECT: Public Hearing on the plans, specifications, form of contract, and estimated cost for the 2026 Terminal Street Pumping Station Rehabilitation project [Project No: 5581500023] DATE: April 23, 2026 INTRODUCTION The purpose of this memorandum is to request holding a public hearing and approve the plans, specifications, form of contract, and estimated cost for the 2026 Terminal Street Pumping Station Rehabilitation project (Project). BACKGROUND The Terminal Street Lift Station is a critical component of the City's wastewater collection system. It is part of the system that conveys approximately 65% of the total wastewater flow to the Water & Resource Recovery Center (WRRC). Originally constructed in 1958, the facility is well beyond its intended service life and presents ongoing concerns related to reliability, safety, and operability. In October of 2015, the City sought proposals from consulting engineering firms to perForm engineering analysis and assessment of the Cedar Stret and Terminal Street Lift Stations, as well as the 42-inch diameter force main that they jointly discharge to that carries wastewater to the WRRC. In January of 2016, the City Council authorized entering contract negotiations with Strand as the selected consultant to perform the engineering analysis. And in March of 2016, the City Council authorized entering a contract with Strand Associates that included the analysis of the Terminal Street Lift Station. As part of their analysis, Strand evaluated the condition of the Terminal Street Lift Station and developed design documents for major upgrades to the facility. Plans were being developed to do extensive rehab the facility, including new pumps and improvements to the wet well. These improvements were anticipated to cost between $5 and $6 million. While working on those plans, the lowa Department of Transportation (IDOT) informed the City of its plans to construct a new Mississippi River bridge. The Terminal Street Lift Station is located immediately adjacent to the existing bridge, and it is possible that the footprint of a new structure could impact or require relocation of the facility. Given this uncertainty, the City scaled back the scope of improvements to focus only on those necessary to safely and effectively operate the lift station for at least the next eight years, rather than proceeding with a full-scale upgrade. Page 441 of 668 The continued need for rehabilitating the lift station was underscored in August 2025 when the lift station experienced a critical failure, resulting in approximately $250,000 in unplanned repair costs and the discharge of untreated wastewater to the Mississippi River. City staff responded immediately and worked through the night to mitigate and minimize the release, restoring operations as quickly as possible. This event highlighted the vulnerability of the existing facility and the importance of making targeted improvements to ensure continued reliable operation until a decision is made regarding the location of the new U.S. HWY Bridge proposed by the IDOT. In April 2026, the City Council adopted a resolution authorizing the public bidding process and setting a public hearing on the plans, specifications, form of contract, and estimated cost for the 2026 Terminal Street Pumping Station Rehabilitation Project. DISCUSSION Based on the completed evaluation and subsequent coordination with Strand Associates, a refined scope of improvements has been developed for the Terminal Street Lift Station. This scope is intentionally focused on addressing the most critical operational, safety, and reliability deficiencies while maintaining flexibility given the uncertainty associated with the future lowa Department of Transportation bridge project. The proposed work includes cleaning of the wet well, which will both facilitate installation of new gates and allow for a more thorough inspection and assessment of existing conditions. This effort is expected to inform any potential future phases of improvements, if warranted. Additional improvements include installation of new gates within the wet well, a new hoist (overhead crane) system to enable safe removal and replacement of pumps for maintenance, upgraded access doors to improve safety for staff, and roof repairs to prevent water infiltration that disrupts operations. These improvements are intentionally limited to those necessary to support safe, reliable, and cost-effective maintenance and operation of the lift station over the next eight years. The focus is on reducing the likelihood of unplanned failures, improving working conditions for staff, and maintaining system performance without overinvesting in infrastructure that may ultimately be impacted by future bridge construction. The August 2025 failure further demonstrated the risks associated with continued operation of the existing facility without these improvements. The combination of emergency response costs, operational disruption, and environmental risk underscores the importance of proactively addressing known deficiencies rather than relying on reactive repairs. Advancing the project to the bidding phase at this time allows the City to implement these targeted improvements in a planned and cost-effective manner. Delaying the project would increase the likelihood of additional failures, potentially resulting in higher emergency repair costs, increased risk of regulatory noncompliance, and continued exposure of staff to unsafe working conditions. 2 Page 442 of 668 The schedule for the Project is as follows: Initiate Public Bidding Process April 20, 2026 Publish Notice to Bidders, Advertise for Bids April 21, 2026 Publish Public Hearing Notice on Plans & Specs April 24, 2026 Public Hearing on Plans & Specifications May 4, 2026 Receipt of Bids (Bid Letting) May 21, 2026 Award Construction Contract June 1, 2026 Final Completion April 30, 2027 The estimate of probable construction cost for the Project is $1,061,000.00.
