CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:30 p.m. on April 7, 2026, in the second-floor
Council Chambers of the Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members Leyendecker, Resnick, Roussell, Sprank, Staver,
Wethal; City Manager Van Milligen.
Mayor Cavanagh read the call and stated this is a special session of the City Council called for the
purpose of receiving presentations on certain Fiscal Year 2027 Department Budgets.
PUBLIC HEARINGS
City staff presented Fiscal Year 2027 departmental budgets and responded to City Council questions
following each presentation. Presentations were given by representatives from the following
departments:
1. Engineering Fiscal Year 2027 Budget Presentation: City Engineer Gus Psihoyos, Assistant City
Engineer Bob Schiesl, Project Manager Jim Bousley, Engineering staff were also present. Resident
Clark Schloz provided public input on the department’s budget.
2. Public Works Fiscal Year 2027 Budget Presentation: Public Works Director Arielle Swift. The
Dubuque Metropolitan Area Solid Waste Agency Administrator and Interim Resource Management
Supervisor Ken Miller. Residents Clark Schloz, Katherine Sorenson and Rob McDonald provided public
input on the department’s budget.
3. Water Fiscal Year 2027 Budget Presentation: Water Department Director Chris Lester. Resident
Clark Schloz provided input on the department’s budget.
4. Water & Resource Recovery Center Fiscal Year 202 7 Budget Presentation: Water & Resource
Recovery Center Director Deron Muehring.
ADJOURNMENT
There being no further business, Mayor Cavanagh declared the meeting adjourned at 11:28 p.m.
